【摘要】:隨著改革開放的不斷深化和世界經(jīng)濟(jì)一體化進(jìn)程的加快,越來越多的中國電力企業(yè)開始全面參與海外電力投資、建設(shè)、運營與服務(wù)。迅猛發(fā)展的電力行業(yè)迫切需要與之相適應(yīng)的工程項目風(fēng)險管理水平。但是,目前我國整體的電力項目風(fēng)險管理水平與先進(jìn)國家相比仍存在較大差距,尤其是海外電力建設(shè)工程項目的風(fēng)險管理仍是我國電力企業(yè)的薄弱環(huán)節(jié)。如何從事后“救火式”風(fēng)險管理的模式向事前“預(yù)防式”的管理模式轉(zhuǎn)變,從根本上提高電力企業(yè)的風(fēng)險管理水平,是擺在我們每一個電力工程項目承包者面前的問題。本文基于傳統(tǒng)風(fēng)險管理流程的框架,識別了贊比亞電力工程建設(shè)項目在施工準(zhǔn)備階段、正式施工階段、竣工驗收階段三個主要階段共21個風(fēng)險因素。之后,通過層次分析方法,采用了定量與定性相結(jié)合的分析技術(shù),對識別出的風(fēng)險進(jìn)行了科學(xué)地評估和預(yù)測,最終將識別出的風(fēng)險因素分為四個風(fēng)險等級。然后,通過對各等級風(fēng)險特點的分析,分別針對各等級風(fēng)險因素進(jìn)行了具體控制方法的探討。最后本文提出了電力項目風(fēng)險管理的四個保障措施:加強(qiáng)風(fēng)險管理團(tuán)隊建設(shè)、加大技術(shù)風(fēng)險管控力度、保持安全風(fēng)險管理強(qiáng)度、深化全面監(jiān)控和持續(xù)改進(jìn)。本文基于贊比亞電力項目所做的風(fēng)險管理研究,對國外電力項目的風(fēng)險管控起到了很好的借鑒作用,對未來電力企業(yè)風(fēng)險管理水平的提高提供了有力的依據(jù)。
[Abstract]:With the deepening of reform and opening up and the acceleration of the process of world economic integration, more and more Chinese power enterprises begin to participate in overseas power investment, construction, operation and service. The rapid development of electric power industry urgently needs to adapt to the engineering project risk management level. However, there is still a big gap between China's power project risk management level and that of advanced countries, especially the risk management of overseas electric power construction projects is still a weak link in Chinese power enterprises. How to change from "fire-fighting" risk management mode to "preventive" management mode after the event, and how to improve the risk management level of electric power enterprises is a problem for every electric power project contractor. Based on the framework of traditional risk management process, this paper identifies 21 risk factors in three main stages of Zambian electric power engineering construction project: construction preparation stage, formal construction stage and completion acceptance stage. After that, the identified risk is scientifically evaluated and forecasted by using the analytic technique of quantitative and qualitative analysis. Finally, the identified risk factors are divided into four risk levels. Then, through the analysis of the characteristics of each grade risk, the specific control methods for each grade risk factor are discussed respectively. Finally, this paper puts forward four guarantee measures of power project risk management: strengthening the construction of risk management team, strengthening technical risk control, maintaining the intensity of security risk management, deepening overall monitoring and continuous improvement. Based on the risk management research of Zambian electric power project, this paper provides a good reference for foreign power project risk management, and provides a strong basis for improving the level of power enterprise risk management in the future.
