【摘要】：醫(yī)療行業(yè)作為重要的民生保障之一,是人們?nèi)粘Ｉ顭o法回避的領(lǐng)域。由于傳統(tǒng)醫(yī)療模式的低質(zhì)低效使“看病難”、“看病貴”和優(yōu)質(zhì)醫(yī)療資源難以共享等問題久拖不決,公民對利用新技術(shù)、新方法改變醫(yī)療服務(wù)模式充滿期待。在這樣的需求之下,如何利用國家信息化深入發(fā)展的宏大背景和基礎(chǔ)條件,從建立健康、有序的醫(yī)療信息化系統(tǒng)入手,實現(xiàn)醫(yī)療信息化,就成為促進醫(yī)療系統(tǒng)發(fā)展和提高公民滿意度的關(guān)鍵問題。當(dāng)然,醫(yī)療信息化建設(shè)還具有改善醫(yī)患關(guān)系,整合碎片化的醫(yī)療信息,降低居高不下的醫(yī)療成本和最終提升醫(yī)療機構(gòu)的服務(wù)質(zhì)量的作用和意義,這使得研究醫(yī)療信息化具有重要的學(xué)術(shù)和實際價值。如今,借由國家實施“互聯(lián)網(wǎng)+”的良好契機,在“互聯(lián)網(wǎng)+各行各業(yè)”的趨勢和良機之下,推動醫(yī)療與互聯(lián)網(wǎng)跨界融合,既是政府的職責(zé)所在,也是醫(yī)療機構(gòu)的責(zé)任所在。有鑒于此,非常有必要探求地方政府如何在“互聯(lián)網(wǎng)+”的背景下采取何種適當(dāng)?shù)牟呗酝苿俞t(yī)療信息化建設(shè),藉以向公民提供與傳統(tǒng)醫(yī)療模式不同的優(yōu)質(zhì)、高效、便捷、低成本的網(wǎng)上醫(yī)療服務(wù)。由于考慮實地調(diào)研的便利性,本文以吉林省醫(yī)療信息化建設(shè)問題為研究對象,采取“發(fā)現(xiàn)問題—分析問題—解決問題”的研究路線,以醫(yī)療信息化方面的國內(nèi)外研究和實踐成果為依托,通過對吉林省若干醫(yī)療機構(gòu)信息化建設(shè)情況的實地調(diào)研和分析,發(fā)現(xiàn)吉林省信息化存在的問題與難題,再借鑒國內(nèi)外先進經(jīng)驗探求行之有效的行動策略,盡量為吉林省醫(yī)療信息化建設(shè)掃除橫亙在的發(fā)展道路上的障礙,并為其他地方政府引導(dǎo)和推動醫(yī)療信息化建設(shè)提供對策建議。除緒論和結(jié)論之外,論文由三個部分組成。第一部分闡述醫(yī)療信息化的相關(guān)概念和理論基礎(chǔ)。筆者通過對國內(nèi)外有關(guān)醫(yī)療信息化的相近概念進行挖掘與比較分析,對醫(yī)療信息化建設(shè)的相關(guān)理論基礎(chǔ)——電子政務(wù)理論、政府信用理論、項目管理理論和精準醫(yī)療理論以及電子健康素養(yǎng)理論的成果予以借鑒,從中吸收了可作為醫(yī)療信息化建設(shè)研究基石的理論和方法元素,以獲取對醫(yī)療信息化更為清晰、深入的理解。第二部分選取吉林省各級醫(yī)療機構(gòu)典型案例作為研究對象,對吉林省不同層級的醫(yī)療機構(gòu)進行了較深入的調(diào)研,以盡可能地掌握真實、詳盡的吉林省醫(yī)療信息化建設(shè)的發(fā)展現(xiàn)狀,從中發(fā)現(xiàn)吉林省醫(yī)療信息化建設(shè)中所集中凸顯的問題。第三部分通過結(jié)合國內(nèi)外醫(yī)療信息化建設(shè)方面的優(yōu)勢和經(jīng)驗,從吉林省醫(yī)療信息化建設(shè)現(xiàn)存問題入手,多角度、多維度探尋符合吉林省醫(yī)療信息化發(fā)展實際情況的策略選擇,從而為吉林省醫(yī)療信息化建設(shè)的持續(xù)發(fā)展提供初步的規(guī)劃與行動計劃。
[Abstract]:As one of the important livelihood protection, medical industry is an unavoidable field in people's daily life. Due to the low quality and low efficiency of traditional medical treatment mode, such problems as "difficult to see a doctor", "expensive to see a doctor" and difficult to share quality medical resources, citizens are full of expectation to make use of new technology and new method to change the mode of medical service. Under such a demand, how to make use of the grand background and basic conditions for the in-depth development of national informatization, starting with the establishment of a healthy and orderly medical information system, and how to realize medical informatization, It has become a key issue to promote the development of the medical system and improve the satisfaction of citizens. Of course, the construction of medical information also has the function and significance of improving the doctor-patient relationship, integrating the fragmented medical information, reducing the high medical costs and ultimately improving the service quality of the medical institutions. This makes the research of medical information has important academic and practical value. Nowadays, it is the government's responsibility and the responsibility of medical institutions to take advantage of the state's implementation of the "Internet" and to promote the cross-border convergence of health care and the Internet under the trend and opportunity of "various industries of the Internet." In view of this, it is very necessary to explore how local governments should adopt appropriate strategies to promote the construction of medical information in the context of the "Internet" in order to provide citizens with quality, efficiency and convenience different from the traditional medical model. Considering the convenience of field investigation, this paper takes the medical information construction in Jilin Province as the research object, and adopts the research route of "discovering problem-analyzing problem-solving problem". Based on the domestic and international research and practice results of medical informatization, through the field investigation and analysis of the informatization construction of several medical institutions in Jilin Province, the problems and difficulties of informatization in Jilin Province are found. Then we can draw lessons from the advanced experience at home and abroad to explore effective action strategies to remove obstacles on the road of medical information construction in Jilin Province and to provide countermeasures and suggestions for other local governments to guide and promote the construction of medical information. In addition to the introduction and conclusion, the paper consists of three parts. The first part describes the related concepts and theoretical basis of medical informatization. The author excavates and compares the similar concepts of medical information at home and abroad, and makes a comparative analysis of the related theoretical foundation of medical information construction, namely, the theory of e-government, the theory of government credit, and the theory of government credit. The theory of project management, the theory of accurate medical treatment and the theory of electronic health literacy are used for reference, from which the theoretical and methodological elements that can be used as the cornerstone of medical information construction are absorbed, so as to obtain a clearer understanding of medical information. In the second part, the typical cases of medical institutions at all levels in Jilin Province are selected as the research object, and the medical institutions at different levels in Jilin Province are investigated in depth in order to grasp the truth as much as possible. The development situation of Jilin Province medical information construction is detailed, and the problems in Jilin Province medical information construction are found. The third part through the combination of domestic and foreign medical information construction advantages and experience, from the existing problems of Jilin Province medical information construction, multi-angle, multi-dimensional exploration of Jilin Province medical information development in line with the actual situation of the strategy choice, Thus provides the preliminary plan and the action plan for the Jilin Province medical information construction sustainable development.
