【摘要】:隨著項(xiàng)目管理模式在我國(guó)的廣泛興起,項(xiàng)目經(jīng)理成為項(xiàng)目型企業(yè)中最主要人力資本之一,特別是基于以技術(shù)為核心,提供工程、運(yùn)營(yíng)服務(wù)的高新技術(shù)企業(yè),在以較高技術(shù)含量的技術(shù)實(shí)施項(xiàng)目為主要載體的生產(chǎn)模式下,項(xiàng)目經(jīng)理是處于最前沿,具備主觀能動(dòng)性的最直接的成本控制者和利潤(rùn)實(shí)現(xiàn)者。如何管理好項(xiàng)目經(jīng)理,充分發(fā)揮項(xiàng)目經(jīng)理的工作積極性,提高企業(yè)人力資本利用率,是該類企業(yè)面臨的一個(gè)關(guān)鍵問(wèn)題。因此,設(shè)計(jì)一套適合企業(yè)項(xiàng)目管理人員實(shí)際工作特征的績(jī)效管理體系,對(duì)工程、技術(shù)服務(wù)類企業(yè)的效益實(shí)現(xiàn)至關(guān)重要。本文從組織視角,以特定人群即項(xiàng)目經(jīng)理為研究對(duì)象,以項(xiàng)目經(jīng)理的績(jī)效管理為研究范疇,采用理論和實(shí)證分析相結(jié)合的方法,分析并論證了DT公司項(xiàng)目經(jīng)理績(jī)效管理存在的問(wèn)題及原因,結(jié)合DT公司行業(yè)背景和產(chǎn)業(yè)特征,設(shè)計(jì)績(jī)效管理改進(jìn)方案,以體系重構(gòu)的思路展開(kāi)研究,在績(jī)效管理組織、目的、原則、指標(biāo)設(shè)計(jì)、結(jié)果反饋與改進(jìn)等方面進(jìn)行了設(shè)計(jì),并在績(jī)效考核環(huán)節(jié)引入了非經(jīng)濟(jì)指標(biāo)和不可控因素的考評(píng)方法,在經(jīng)濟(jì)類考核指標(biāo)中設(shè)置了對(duì)標(biāo)基準(zhǔn)值。通過(guò)實(shí)踐進(jìn)一步證實(shí),對(duì)比分析效果,得出結(jié)論,以期為同類企業(yè)進(jìn)行項(xiàng)目經(jīng)理考核提供借鑒。
[Abstract]:With the widespread rise of project management mode in China, project manager has become one of the most important human capital in project-based enterprises, especially high-tech enterprises which provide engineering and operation services based on technology. The project manager is the most direct cost controller and the profit implementer with subjective initiative in the production mode in which the technology implementation project with high technology content is the main carrier. How to manage the project manager well, give full play to the enthusiasm of the project manager and improve the utilization rate of human capital is a key problem faced by this kind of enterprise. Therefore, it is very important to design a set of performance management system suitable to the actual working characteristics of project managers for the benefit realization of engineering and technical service enterprises. From the perspective of organization, this paper takes the specific group as the research object, the performance management of the project manager as the research category, and adopts the method of combining theory and empirical analysis. This paper analyzes and demonstrates the existing problems and reasons of project manager performance management in DT Company, designs the improvement scheme of performance management according to the background and industry characteristics of DT Company, and carries out the research with the train of thought of system reconstruction, in order to organize and aim at performance management. The principle, index design, result feedback and improvement are designed, and the non-economic index and uncontrollable factors are introduced in the performance appraisal, and the benchmark value is set in the economic evaluation index. It is further proved by practice that the results of comparison and analysis can be used for reference in the examination of project managers in the same kind of enterprises.
