【摘要】：隨著中國經(jīng)濟快速發(fā)展,電力發(fā)展步伐不斷加快。電網(wǎng)建設作為我國電力建設的主體,目前以特高壓建設和中壓電網(wǎng)建設為主。長期以來,縣級供電企業(yè)中壓電網(wǎng)建設工程項目一直存在著項目設置不優(yōu)、設計不到位、項目管理不規(guī)范、施工進度延誤等一系列問題,嚴重影響了其建設質(zhì)量。因此,縣級供電企業(yè)中壓電網(wǎng)建設工程的質(zhì)量管控越來越受到供電企業(yè)的重視。如何提高縣級供電企業(yè)中壓電網(wǎng)建設工程質(zhì)量管控水平就成為電力工程質(zhì)量管控中一個非常重要的現(xiàn)實問題。本論文以縣級供電企業(yè)中壓電網(wǎng)建設工程質(zhì)量管控為對象展開研究。首先,通過對大量文獻的研讀,分析了國內(nèi)外中壓電網(wǎng)建設工程項目質(zhì)量管控的研究現(xiàn)狀,闡述了建設工程項目質(zhì)量管控及中壓電網(wǎng)建設工程項目質(zhì)量管控的相關(guān)理論,介紹了建設項目質(zhì)量管控方法、管控工具及其他管控內(nèi)容,并闡述了全生命周期質(zhì)量管控的理論。其次,基于縣級供電企業(yè)中壓電網(wǎng)建設工程項目質(zhì)量管控的具體內(nèi)容,對縣級供電企業(yè)中壓電網(wǎng)建設工程質(zhì)量管控的現(xiàn)狀、問題及原因進行具體分析。隨后,通過調(diào)查研究和查閱文獻,結(jié)合縣級供電企業(yè)中壓電網(wǎng)建設工程項目的建設特點,基于全生命周期的五階段對可實施的質(zhì)量管控策略進行改進提升。最后,結(jié)合實例分階段進行實施策略的論證,采用模糊綜合評價方法,對該工程采用改進提升后的全生命周期質(zhì)量管控的效果進行評價,為其他縣級供電企業(yè)中壓電網(wǎng)建設工程質(zhì)量管控提供一定的思路和幫助。
[Abstract]:With the rapid development of China's economy, the pace of electric power development is accelerating. As the main body of electric power construction in China, power grid construction is based on UHV construction and medium voltage grid construction. For a long time, there have been a series of problems in the construction project of medium voltage power grid in county-level power supply enterprises, such as poor project setup, poor design, non-standard project management, construction schedule delay and so on, which have seriously affected the construction quality. Therefore, the power supply enterprises pay more and more attention to the quality control of the power supply enterprises. How to improve the quality control level of power grid construction project in county power supply enterprises has become a very important practical problem in power engineering quality control. This paper focuses on the quality control of medium-voltage power grid construction in county-level power supply enterprises. First of all, through the study of a large number of documents, this paper analyzes the research status of the quality control of the construction project of the medium voltage power grid at home and abroad, and expounds the theory of the quality control of the construction project and the quality control of the construction project of the medium voltage power grid. This paper introduces the methods, tools and other contents of construction project quality control, and expounds the theory of whole life cycle quality control. Secondly, based on the concrete content of the quality control of the medium voltage power grid construction project in the county power supply enterprise, the current situation, problems and reasons of the quality control of the medium voltage power grid construction project in the county power supply enterprise are analyzed. Then, through investigation, research and literature review, combined with the characteristics of the construction project of medium voltage power grid construction project in county power supply enterprises, the implementation of the quality control strategy is improved based on the five stages of the whole life cycle. Finally, the implementation strategy is demonstrated in stages, and fuzzy comprehensive evaluation method is used to evaluate the effect of improving the quality control of the whole life cycle of the project. It provides some ideas and help for other county-level power supply enterprises to control the quality of medium voltage power grid construction project.
