【摘要】:在我國(guó),抽水蓄能電站的發(fā)展起步比較晚,但發(fā)展速度非?臁S绕涫墙畮啄暌詠(lái),大型抽水蓄能電廠在我國(guó)發(fā)展十分迅速,興建了包括北京十三陵蓄能電廠在內(nèi)的十多座大型抽水蓄能電站。目前,我國(guó)抽水蓄能裝機(jī)總?cè)萘恳淹黄?000萬(wàn)kW,單機(jī)20萬(wàn)kW及以上的大型抽水蓄能機(jī)組大量投產(chǎn),對(duì)保障電網(wǎng)的安全穩(wěn)定運(yùn)行起到了非常重要的作用。大型抽水蓄能電站相繼進(jìn)入機(jī)組大修周期,非常有必要對(duì)當(dāng)前的抽水蓄能電廠200MW機(jī)組大修項(xiàng)目管理進(jìn)行進(jìn)一步地深入研究,提升電廠機(jī)組檢修管理水平。本文正是基于這一背景,針對(duì)北京十三陵蓄能電廠的機(jī)組大修項(xiàng)目的工期管理、質(zhì)量管理和安全管理進(jìn)行研究和探討,以?xún)?yōu)化和指導(dǎo)機(jī)組大修項(xiàng)目管理工作,并為同類(lèi)型的大型抽水蓄能機(jī)組的大修項(xiàng)目提供借鑒和參考。本文對(duì)200MW抽水蓄能機(jī)組大修項(xiàng)目的工期、質(zhì)量和安全管理從前期計(jì)劃到檢修實(shí)施階段標(biāo)準(zhǔn)化的作業(yè)進(jìn)行了研究和探索。在項(xiàng)目工期控制管理方面,提出了建立二級(jí)工期進(jìn)度跟蹤組織、項(xiàng)目工期進(jìn)度報(bào)告制度、項(xiàng)目工期進(jìn)度偏差分析方法和建立了“機(jī)組大修協(xié)調(diào)會(huì)”機(jī)制等有效管理手段。在項(xiàng)目質(zhì)量控制管理方面,統(tǒng)計(jì)了影響質(zhì)量的原因,針對(duì)主要原因提出了改進(jìn)質(zhì)量建議,并建立了五層級(jí)的質(zhì)量管理架構(gòu),引入質(zhì)檢點(diǎn)進(jìn)行三級(jí)驗(yàn)收管控。在安全控制管理方面,通過(guò)魚(yú)刺圖從人、物、環(huán)境等方面分析了不安全因素,并提出了控制意見(jiàn)。最后,建立機(jī)組大修評(píng)價(jià)指標(biāo)體系,以十三陵電廠2013、2014年檢修為例,對(duì)機(jī)組大修項(xiàng)目管理效果進(jìn)行綜合評(píng)價(jià),其將有利于規(guī)范抽水蓄能電站機(jī)組檢修工作,整體提升抽水蓄能電站的檢修項(xiàng)目管理水平。
[Abstract]:In China, the development of pumped storage power station started late, but the speed of development is very fast. Especially in the past ten years, large pumped storage power plants have been developed rapidly in China, and more than ten large pumped storage power plants, including Beijing the Ming Tombs storage power plant, have been built. At present, the total capacity of pumped storage unit in China has exceeded 10 million kW, and the large pumped storage unit with a single unit of 200000 kW or more has been put into production in large quantities, which plays a very important role in ensuring the safe and stable operation of the power network. Large pumped-storage power stations have entered the overhaul cycle one after another. It is very necessary to further study the 200MW unit overhaul project management of the current pumped-storage power plant to improve the maintenance management level of power plant units. Based on this background, this paper studies and discusses the project management, quality management and safety management of the unit overhaul project in Beijing the Ming Tombs storage power plant, in order to optimize and guide the unit overhaul project management. It also provides reference and reference for the overhaul project of the same type of large pumped storage unit. This paper studies and explores the standardized operation of 200MW pumped storage unit during the period of overhaul, quality and safety management from the early planning to the maintenance implementation stage. In the aspect of project duration control management, the paper puts forward effective management methods, such as setting up the second level schedule tracking organization, reporting system of project duration progress, analyzing method of project schedule deviation and establishing "coordination mechanism of unit overhaul". In the aspect of project quality control management, the paper counts the reasons that affect the quality, puts forward some suggestions for improving the quality, establishes a five-level quality management framework, and introduces the quality check points to carry out the three-level acceptance control. In the aspect of safety control management, the unsafe factors are analyzed from the aspects of people, objects and environment by fish spurs, and the control opinions are put forward. Finally, the evaluation index system of unit overhaul is established. Taking the inspection and repair of the Ming Tombs power plant in 2013 and 2014 as an example, the comprehensive evaluation of unit overhaul project management effect is carried out, which will be helpful to standardize the maintenance work of pumped storage power station units. Improve the overall maintenance project management level of pumped storage power station.
