【摘要】：隨著經(jīng)濟的發(fā)展,國家稅費制度也在發(fā)生著變化,導致云南省鄉(xiāng)村的化債難度越來越大,這已經(jīng)嚴重影響了云南省鄉(xiāng)村經(jīng)濟的穩(wěn)步發(fā)展,從根源上制約了鄉(xiāng)村建設的深入。要想化解如此大的債務包袱,云南省地區(qū)單純靠村級百姓的能力是遠遠不夠的,必須依靠上級的幫助。為了更好的對鄉(xiāng)村債務進行管理,相關(guān)人員必須要摸清債務的實況,了解清楚資金的走向以及償還的數(shù)量。所以,云南省地區(qū)很有必要設計并實現(xiàn)一個債務清償監(jiān)管系統(tǒng),來化解鄉(xiāng)村地區(qū)的債務。云南省鄉(xiāng)村債務清償監(jiān)管系統(tǒng)在進行設計時,采用客戶端／服務器模式進行設計。采用MVC設計模式對系統(tǒng)進行層次劃分,在該系統(tǒng)中劃分了模型層、視圖層以及控制層三層。此外,在對系統(tǒng)架構(gòu)進行設計時,該系統(tǒng)采用J2EE架構(gòu)體系中的spnng框架、hibernate框架以及struts框架對系統(tǒng)的架構(gòu)進行設計。在對該系統(tǒng)的數(shù)據(jù)庫進行設計時,采用Oracle lOg數(shù)據(jù)庫。云南省鄉(xiāng)村債務清償監(jiān)管系統(tǒng)在系統(tǒng)設計階段進行了功能模塊劃分,其中劃分的模塊包括系統(tǒng)管理模塊、審計認定模塊、資金管理模塊、數(shù)據(jù)管理模塊、債務償還模塊、報表統(tǒng)計模塊以及任務傳輸模塊。在系統(tǒng)管理模塊中實現(xiàn)了系統(tǒng)參數(shù)、用戶及權(quán)限管理、編碼項管理、日志管理、密碼管理功能；在審計認定模塊中實現(xiàn)了認定管理、發(fā)布項目、簽字管理功能；在資金管理模塊中實現(xiàn)了資金安排、已安排資金、償還計劃、已發(fā)布償還計劃功能；在數(shù)據(jù)管理模塊中實現(xiàn)了數(shù)據(jù)入庫、上報數(shù)據(jù)、數(shù)據(jù)下發(fā)功能；在債務償還模塊中實現(xiàn)了償還管理、審核管理、銷號、償還數(shù)據(jù)下發(fā)、領(lǐng)導簽字功能；在報表統(tǒng)計模塊中實現(xiàn)了統(tǒng)計管理、項目管理功能；在任務傳輸模塊中實現(xiàn)了接收結(jié)構(gòu)、接收升級程序、發(fā)布升級程序、發(fā)布結(jié)構(gòu)功能。云南省鄉(xiāng)村債務清償監(jiān)管系統(tǒng)的設計與實現(xiàn),能夠使得資金流向更加清晰,相關(guān)人員也可對債務處理情況以及狀態(tài)進行實時的監(jiān)督管理,保證從根本上解決鄉(xiāng)村化債困難這一現(xiàn)狀。
[Abstract]:With the development of economy, the state tax and fee system is also changing, which leads to the increasing difficulty of the rural areas in Yunnan Province, which has seriously affected the steady development of the rural economy of Yunnan Province, and has restricted the deepening of rural construction from the root. To resolve such a large debt burden, the ability of the village people alone in Yunnan is far from enough, and must rely on the help of superiors. In order to better manage the rural debt, people must know the actual situation of the debt, understand the direction of the funds and the amount of repayment. Therefore, it is necessary to design and implement a debt settlement supervision system in Yunnan to resolve the debt in rural areas. The rural debt settlement supervision system of Yunnan Province is designed by client / server mode. MVC design pattern is used to divide the system into three layers: model layer, view layer and control layer. In addition, in the design of the system architecture, the spnng framework hibernate and the struts framework of the J2EE architecture are used to design the architecture of the system. When designing the database of the system, Oracle lOg database is adopted. Yunnan Province rural debt settlement supervision system in the system design phase of the functional module division, which is divided into the system management module, audit identification module, fund management module, data management module, debt repayment module, Report statistics module and task transmission module. The functions of system parameters, user and authority management, code item management, log management and password management are realized in the system management module, and the functions of identifying management, issuing project and signature management are realized in audit identification module. In the fund management module, the fund arrangement is realized, the funds have been arranged, the repayment plan has been released, the data is stored in the data management module, the data is reported, and the data is sent. In the debt repayment module, the functions of repayment management, audit management, sales number, payment data distribution and leadership signature are realized; the statistical management and project management functions are realized in the report statistics module; the receiving structure is realized in the task transmission module. Receive upgrade program, release structure function. The design and implementation of the supervision system for rural debt settlement in Yunnan Province can make the flow of funds more clear, and the relevant personnel can also supervise and manage the situation and status of the debt in real time. To ensure that the fundamental solution to the problem of rural debt this status quo.
