【摘要】：立項(xiàng)選題準(zhǔn)確是科研勝利之本，是科技攻關(guān)走向成功之路的首要環(huán)節(jié)；正確的科研指導(dǎo)思想和先進(jìn)的技術(shù)路線則是確�？萍脊リP(guān)活動(dòng)的正軌運(yùn)行、高速通向主攻目標(biāo)、攀登科技高峰的導(dǎo)向儀、控制器和指路碑。國(guó)家３０５ 項(xiàng)目既遵循了適應(yīng)社會(huì)需要，堅(jiān)持科學(xué)性、可行性、超前性、創(chuàng)新性等立項(xiàng)選題的正確原則，又制訂了立足于高起點(diǎn)、高質(zhì)量、高效益、高效率的項(xiàng)目－ 課題－ 專題研究的指導(dǎo)思想和技術(shù)路線，，采用了體現(xiàn)科研系統(tǒng)工程創(chuàng)新的“四維結(jié)構(gòu)”和“四定分析”，因而屢獲“總體上達(dá)到國(guó)際先進(jìn)水平”的科研豐碩成果
[Abstract]:The correct selection of topics is the foundation of scientific research victory and the primary link of scientific and technological research, and the correct guiding ideology of scientific research and the advanced technical route are to ensure the correct operation of scientific and technological research activities and to reach the main target of attack at a high speed.
