大同醫(yī)藥產業(yè)園天然氣綜合利用項目規(guī)劃方案研究

【摘要】:隨著全球氣候變暖和環(huán)境的逐漸惡化,溫室效應、霧霾和成倍遞增的呼吸系統(tǒng)疾病越發(fā)嚴重,空氣中彌漫的大量二氧化碳、PM2.5嚴重損害我們的身體,人類生存發(fā)展與自然環(huán)境已形成對立矛盾。究竟是放棄發(fā)展換取環(huán)境,或是犧牲環(huán)境加速發(fā)展,是我們人類當前需要深入思考的課題。 我國經濟正處于高速發(fā)展階段,2014年人均可支配收入約為7485美元,且呈逐年遞增趨勢。然而不計成本和后果的發(fā)展帶來相應的高能耗和高排放,,2014我國全年二氧化碳排放量約為1200萬公噸,占全球排放總量的15%,人均年二氧化碳排放量達6噸。我國是能源生產大國,同時又是消費大,在能源結構上主要依賴煤炭和石油,一些主要工業(yè)設備在節(jié)能方面與國外先進水平相差15%-20%,提高能效利用率的總體潛力有限,成為了制約我國經濟發(fā)展的瓶頸問題。在這種情況下,大力倡導發(fā)展清潔能源勢在必行。 近幾年我國提出了推進落實“科學發(fā)展觀”、建立“和諧社會”,倡導科學、均衡、和諧地發(fā)展國民經濟,山西作為首批試點省份,在優(yōu)化產業(yè)結構、轉變經濟增長方式,改善生態(tài)環(huán)境等方面,利用自身已有優(yōu)勢,結合我國發(fā)展政策,大力發(fā)展天然氣業(yè)務。 本文首先介紹了我國能源消費使用比重和天然氣的發(fā)展歷程,分析了大同市的基礎現(xiàn)狀。在此基礎上,闡述了研究意義,研究思路和研究方法,詳述了項目管理基礎理論、系統(tǒng)理論和項目規(guī)劃相關理論,從項目規(guī)劃背景、項目所在區(qū)域狀況等方面對大同醫(yī)藥產業(yè)園天然氣綜合利用項目規(guī)劃方案進行了分析,確定了項目目標,隨后提出項目規(guī)劃設計方案,包括建設目標、建設原則、組織管理體系、技術實施體系和項目進度安排。為保障項目目標的實現(xiàn)和項目方案的順利實施,提出了政策保障、環(huán)境保障、技術保障、人員保障、安全保障、消防保障、系統(tǒng)保障和資金保障措施。最后,對項目規(guī)劃方案的實施進行總結和展望?茖W合理的項目規(guī)劃方案能夠符合自然環(huán)境與經濟發(fā)展相協(xié)調,產業(yè)規(guī)模與當地資源狀況相適應的要求,通過項目規(guī)劃方案設計的研究,能夠將現(xiàn)代化的項目管理模式引入項目建設中,并最終達到預期的項目目標。
[Abstract]:As the global climate gets warmer and the environment deteriorates, Greenhouse Effect, haze, and multiplying respiratory diseases are getting worse, and a lot of carbon dioxide, PM2.5, in the air is causing serious damage to our bodies. The existence and development of human beings and the natural environment have formed a contradiction. Whether we should give up development for environment or sacrifice environment to accelerate development is a subject that we need to think deeply. China's economy is in the stage of rapid development, the per capita disposable income in 2014 is about 7485 dollars, and the trend is increasing year by year. However, regardless of the costs and consequences of the development, the corresponding high energy consumption and high emissions China's annual carbon dioxide emissions in 2014 is about 12 million metric tons, accounting for 15 percent of the total global emissions, per capita annual carbon dioxide emissions of 6 tons. China is a big energy producer and a big consumer. It mainly relies on coal and oil in its energy structure. Some major industrial equipment differ from foreign advanced levels in energy conservation by 15 to 20 percent. The overall potential for improving energy efficiency utilization is limited. Has become the bottleneck problem that restricts our country economy development. In this case, vigorously advocate the development of clean energy is imperative. In recent years, China has proposed to carry out the concept of scientific development, to establish a "harmonious society", to advocate the scientific, balanced and harmonious development of the national economy. As one of the first pilot provinces, Shanxi is optimizing the industrial structure and changing the mode of economic growth. In the aspects of improving ecological environment, utilizing its own advantages and combining the development policy of our country, it develops the natural gas business energetically. This paper first introduces the development of energy consumption proportion and natural gas in China, and analyzes the basic situation of Datong City. On this basis, the research significance, research ideas and research methods are expounded. The basic theory of project management, the system theory and the relevant theories of project planning are described in detail, and the background of project planning is discussed. The project planning plan for the comprehensive utilization of natural gas in Datong Pharmaceutical Industry Park is analyzed in terms of the regional conditions of the project, and the project objectives are determined. Subsequently, the project planning and design scheme, including the construction objectives and construction principles, is put forward. Organize management system, technical implementation system and project schedule. In order to ensure the realization of the project goal and the smooth implementation of the project scheme, the measures of policy, environment, technology, personnel, safety, fire protection, system guarantee and fund guarantee are put forward. Finally, the implementation of the project planning program is summarized and prospected. A scientific and reasonable project planning scheme can meet the requirements of the coordination of natural environment and economic development, the industrial scale and the status of local resources, and through the research of project planning scheme design, Can introduce the modern project management mode into the project construction, and finally achieve the expected project objectives.
