【摘要】:改革開放以來,在市場經(jīng)濟條件下,政府只對工程建設(shè)市場進行宏觀調(diào)控,建設(shè)行為主體均按市場規(guī)律平等參與競爭,各行為主體的權(quán)力義務(wù)皆由當事人通過簽訂合同自主約定。因此,工程合同成為明確發(fā)包人與承包人雙方責任,保證工程建設(shè)活動得以順利進行的主要控制手段之一,工程項目的建設(shè)過程實質(zhì)上又是一系列工程合同的簽訂和履行過程。由于工程建設(shè)一般具有結(jié)構(gòu)復(fù)雜、體積大、材料類型多、工作量大、建設(shè)周期長等特點,使得在工程建設(shè)實施過程中存在很多不確定性,任何承包合同都不可能預(yù)見和覆蓋項目實施過程中所有可能發(fā)生的變化,所以工程變更是在所難免的,合同內(nèi)容頻繁變更是工程合同的主要特點之一。目前在工程建設(shè)領(lǐng)域,由于對工程變更的決策缺乏有效的評價工具,造成難以在工程實施過程中選擇最合理的變更方案對成本、工期及質(zhì)量等重要因素進行最有效地控制。本人通過研讀文獻資料,在對國內(nèi)外研究現(xiàn)狀有基本了解的基礎(chǔ)上,經(jīng)由校內(nèi)外導(dǎo)師的指導(dǎo),憑借在建設(shè)單位參與項目管理的實際經(jīng)驗,以ZTZ項目為研究案例,分析變更原因,甄選評價指標,建立合同變更管理的績效模型,通過績效模型對合同變更方案進行績效分析及比較,從而實現(xiàn)對工程變更的有效評價,達成事前評價、優(yōu)選變更方案的目的。研究中主要通過整理項目資料,獲取大量的第一手資料,運用理論聯(lián)系實際、定性分析與定量分析相結(jié)合的方法,對原始數(shù)據(jù)進行分析,分析導(dǎo)致合同變更發(fā)生的原因及其影響,運用價值工程評價方法構(gòu)建合同變更管理的績效模型,達成進行有效評價的目標。
[Abstract]:Since the reform and opening up, under the condition of market economy, the government has only carried out macro regulation and control on the engineering construction market, and the construction actors have participated in the competition on an equal footing in accordance with the market law. The rights and obligations of each subject are agreed by the parties by signing a contract. Therefore, the project contract has become one of the main control means to clarify the responsibility of both the contractor and the contractor, and to ensure the smooth progress of the construction activities. The construction process of the project is essentially a series of signing and performing process of the project contract. Because of the characteristics of complex structure, large volume, large material type, large workload and long construction period, there are many uncertainties in the process of engineering construction. It is impossible for any contract to foresee and cover all possible changes in the implementation of the project, so engineering changes are inevitable, and frequent changes in contract content are one of the main characteristics of engineering contracts. At present, in the field of engineering construction, due to the lack of effective evaluation tools for the decision of project change, it is difficult to select the most reasonable change scheme in the process of project implementation to control the most effective factors such as cost, time limit and quality. Based on the basic understanding of the current research situation at home and abroad, through the guidance of internal and external mentors, and with the actual experience of participating in project management in construction units, I take the ZTZ project as a case study to analyze the reasons for the change. The evaluation index is selected, the performance model of contract change management is established, and the performance analysis and comparison of the contract change scheme are carried out through the performance model, so as to realize the effective evaluation of the project change, to achieve the purpose of prior evaluation and optimal selection of the change scheme. In the research, the primary data are analyzed by collating the project data, obtaining a large number of firsthand data, using the method of combining theory with practice, qualitative analysis and quantitative analysis. This paper analyzes the causes of contract change and its influence, constructs the performance model of contract change management by using value engineering evaluation method, and achieves the goal of effective evaluation.
