燃?xì)夤こ探ㄔO(shè)管理公司項(xiàng)目管理流程優(yōu)化研究

【摘要】：北京市燃?xì)饧瘓F(tuán)有限責(zé)任公司是城市燃?xì)夤⿷?yīng)企業(yè),在政府控制下行駛行政服務(wù)職能。工程建設(shè)管理公司承擔(dān)著集團(tuán)公司基本建設(shè)任務(wù)。隨著我國城市化建設(shè)進(jìn)入到快速發(fā)展的階段,在國家法律和相應(yīng)規(guī)章制度進(jìn)行辦理和實(shí)施的前提要求下,工程建設(shè)項(xiàng)目的實(shí)施進(jìn)度往往不能按計(jì)劃進(jìn)度實(shí)現(xiàn),原有內(nèi)部流程已不符合現(xiàn)行管理要求,逐漸暴露出典型國有企業(yè)持續(xù)發(fā)展需求與落后的管理水平之間突出矛盾。為有效控制工程建設(shè)項(xiàng)目施工進(jìn)度,逐步完善優(yōu)化建管公司內(nèi)部管理流程,本文以流程優(yōu)化理論為基礎(chǔ),利用五維度分析法和三要素分析法找出公司現(xiàn)有核心業(yè)務(wù)管理流程,并對計(jì)劃管理、工程招標(biāo)管理、工程變更及資金支付流程現(xiàn)狀說明。而后運(yùn)用流程診斷分析法對上述關(guān)鍵流程進(jìn)行問題診斷。最后結(jié)合流程優(yōu)化目標(biāo)與優(yōu)化原則,對建管公司管理流程進(jìn)行優(yōu)化,對比現(xiàn)行流程取得優(yōu)化效果。同時(shí)在優(yōu)化方案的實(shí)施中,采用成立流程優(yōu)化專項(xiàng)小組、制度修訂、組織機(jī)構(gòu)調(diào)整、優(yōu)化宣貫、方案試運(yùn)行及固化的步驟,建立了流程優(yōu)化的評價(jià)體系和配套措施的保障體系。通過開展優(yōu)化工作研究使建管公司內(nèi)部管理流程順暢、工程順利實(shí)施。雖然國內(nèi)外對流程優(yōu)化的研究較多,但針對使用者相對比較寬泛,與建管公司的企業(yè)背景和建設(shè)特點(diǎn)不具備直觀借鑒性。本論文力爭將內(nèi)容縮小到市政燃?xì)夤こ探ㄔO(shè)這一特定企業(yè)中,使問題具體化,為同類企業(yè)管理流程優(yōu)化積累經(jīng)驗(yàn),具有更強(qiáng)的參考性。
[Abstract]:Beijing Gas Group Co., Ltd. is a city gas supply enterprise, under the control of the government to drive the administrative service function. The project construction management company is undertaking the group company capital construction task. With the rapid development of urbanization construction in our country, under the precondition of national laws and corresponding rules and regulations, the implementation progress of engineering construction projects can not be realized according to the planned schedule. The original internal process has not been in line with the current management requirements, and gradually exposed the typical state-owned enterprises sustainable development needs and backward management level between the outstanding contradiction. In order to effectively control the construction progress of the construction project and gradually improve the internal management process of the construction and management company, this paper, based on the theory of process optimization, finds out the existing core business management process of the company by using the five-dimension analysis method and the three-factor analysis method. And to plan management, project bidding management, engineering change and fund payment process status. Then the process diagnosis method is used to diagnose the above key processes. Finally, combined with the objective and principle of process optimization, the management process of CCM is optimized, and the optimization effect is compared with the current process. At the same time, in the implementation of the optimization scheme, the steps of setting up a process optimization special group, revising the system, adjusting the organization, optimizing the publicity, the trial operation and the solidification of the scheme are adopted, and the evaluation system of the process optimization and the guarantee system of the supporting measures are established. Carry out optimization research to make the internal management process smooth, project implementation smoothly. Although there are many researches on process optimization at home and abroad, it is relatively broad for users, and has no intuitionistic reference with the enterprise background and construction characteristics of CCM. This paper tries to reduce the content to the municipal gas engineering construction in this particular enterprise, make the problem specific, and accumulate experience for the similar enterprise management process optimization, which has a stronger reference.
