【摘要】：目前,我國科研院所主要承擔(dān)著大量的科學(xué)研究工作,隨著信息技術(shù)的深入發(fā)展和國家科技創(chuàng)新體系的深入,科研項(xiàng)目的管理信息化也得到迅速的發(fā)展,對科項(xiàng)目經(jīng)費(fèi)管理提出了更高的要求�？蒲许�(xiàng)目課題經(jīng)費(fèi)的管理作為其中一個重要的環(huán)節(jié),如何將項(xiàng)目經(jīng)費(fèi)進(jìn)行有效的管理,提高財(cái)務(wù)人員的管理效率、減少重復(fù)工作、實(shí)現(xiàn)協(xié)同辦公、數(shù)據(jù)共享、同時給管理和科研人員提供便利,已成為各科研院所共同面對的問題。本文從實(shí)際出發(fā),以某科研院所為對象,調(diào)研科研項(xiàng)目經(jīng)費(fèi)管理系統(tǒng)的實(shí)際應(yīng)用水平,同時分析了目前國內(nèi)科研經(jīng)費(fèi)管理信息化的應(yīng)用和發(fā)展現(xiàn)狀,明確了科研院所的實(shí)際使用需求。隨后,本文從系統(tǒng)平臺、系統(tǒng)技術(shù)架構(gòu)和核心功能部分進(jìn)行了設(shè)計(jì),提出一套符合科目前科研院所項(xiàng)目經(jīng)費(fèi)管理系統(tǒng)的方案。此方案基于Client/Server技術(shù)架構(gòu),采用了Oracle 11g數(shù)據(jù)庫管理系統(tǒng)對數(shù)據(jù)進(jìn)行存儲,并使用Visual C++進(jìn)行程序編碼和整體實(shí)現(xiàn)。此外,項(xiàng)目還從安全方面著手進(jìn)行了部署和測試運(yùn)行,取得預(yù)期的效果。作者期冀,本項(xiàng)目能有助于解決科研院所項(xiàng)目經(jīng)費(fèi)管理中面臨的實(shí)際問題,對我國科研院所項(xiàng)目經(jīng)費(fèi)的信息化管理水平的提高有促進(jìn)作用。
[Abstract]:At present, scientific research institutes in our country are mainly responsible for a large amount of scientific research work. With the in-depth development of information technology and the deepening of the national scientific and technological innovation system, the management information of scientific research projects has also developed rapidly. A higher demand is put forward for the management of project funds. As one of the important links, how to manage the project funds effectively, improve the management efficiency of financial personnel, reduce duplication of work, realize cooperative office, data sharing, At the same time, providing convenience to management and scientific research personnel has become a common problem faced by all research institutes. Based on the actual situation, this paper investigates the practical application level of the fund management system for a scientific research project, and analyzes the application and development status of the information system for the management of scientific research funds in China. The actual application needs of scientific research institutes are clarified. Then, this paper designs the system platform, the system technical structure and the core function part, and puts forward a set of project fund management system according with the current research institutes. This scheme is based on the Client/Server technology architecture, and uses Oracle 11g database management system to store the data, and uses Visual C to code and realize the whole program. In addition, the project has been deployed and tested in terms of security and achieved the desired results. The author hopes that this project can help solve the practical problems in the project fund management of scientific research institutes and promote the improvement of the level of information management of the project funds of scientific research institutes in China.
