【摘要】：近幾年,隨著我國大中型制造企業(yè)發(fā)展逐步壯大,項目管理應(yīng)用進入了一個新的高潮。與常規(guī)生產(chǎn)制造項目不同,大型機械制造項目企業(yè)面臨巨大挑戰(zhàn),任務(wù)繁重。采購管理是企業(yè)實施生產(chǎn)成本控制,縮短生產(chǎn)周期起步階段,也是工程項目管理的重要組成部分。它是整個工程項目建設(shè)全過程的第一階段,是企業(yè)實現(xiàn)其生產(chǎn)任務(wù)的物質(zhì)基礎(chǔ)。項目采購中一旦出現(xiàn)問題將會直接影響到整個生產(chǎn)項目的順利運行。因此對其進行采購管理績效進行有效評價顯得十分必要和重要�？v觀現(xiàn)有研究發(fā)現(xiàn),當(dāng)前企業(yè)項目采購績效評價整體上存在著重結(jié)果、輕過程,重過去、輕未來的問題,忽略了長期戰(zhàn)略績效的評估。本文以北方重工為研究對象依據(jù)項目采購管理的理論及流程,結(jié)合北方重工集團生產(chǎn)實踐的現(xiàn)狀,以其現(xiàn)有項目采購管理流程為基礎(chǔ),對其項目的采購管理績效評價體系進行研究,為其他大中型生產(chǎn)制造企業(yè)有效的進行生產(chǎn)項目采購管理績效評價提供方法上的參考。本文通過設(shè)計評價指標(biāo)體系,對北方重工集團項目采購管理績效進行有效評價,旨在發(fā)現(xiàn)其采購管理中存在的不足和問題,從而找到解決問題的方法,提高物資采購的效率,降低物資采購成本。本文運用層次分析法從定性及定量的角度對北方重工項目采購績效評價體系進行了構(gòu)建。全文主要分為六個部分展開,通過了解北方重工現(xiàn)有項目采購績效考核體系,分析其存在問題,有針對性的設(shè)計出更加科學(xué)的考核指標(biāo)體系,最終構(gòu)建出了其項目采購的績效考核體系及步驟,并就考核體系的實施,從組組織和制度層面提出了保障措施,實現(xiàn)研究目的。
[Abstract]:In recent years, with the development of large and medium-sized manufacturing enterprises in China, the application of project management has entered a new climax. Unlike conventional manufacturing projects, large-scale machinery manufacturing enterprises face enormous challenges and heavy tasks. Purchasing management is an important part of project management. It is the first stage of the whole project construction process and the material basis for the enterprise to realize its production task. Once the project procurement problems will directly affect the smooth operation of the entire production project. Therefore, it is necessary and important to evaluate purchasing management performance effectively. Looking at the existing studies, it is found that there are some problems in the evaluation of enterprise project procurement performance, such as paying attention to the results, the process, the past and the future, and neglecting the evaluation of long-term strategic performance. This paper takes Northern heavy Industry as the research object, according to the theory and process of project purchasing management, combined with the present situation of production practice of Northern heavy Industry Group, and based on its existing project purchasing management process. This paper studies the performance evaluation system of purchasing management in order to provide a reference for other large and medium-sized manufacturing enterprises to effectively evaluate the performance of purchasing management of production projects. By designing the evaluation index system, this paper evaluates the project purchasing management performance of the Northern heavy Industry Group effectively, aiming to find out the shortcomings and problems existing in the procurement management, and to find the solution to the problem and improve the efficiency of the material procurement. Reduce the cost of purchasing goods. In this paper, Analytic hierarchy process (AHP) is used to construct the procurement performance evaluation system of Northern heavy Industry Project from the qualitative and quantitative aspects. This paper is divided into six parts, through understanding the existing project procurement performance appraisal system of North heavy Industry, analyzing its existing problems, and designing a more scientific evaluation index system. Finally, the paper constructs the performance appraisal system and steps of project procurement, and puts forward the safeguard measures from the aspect of organization and system to realize the purpose of the research on the implementation of the evaluation system.
