【摘要】:綠色電力是電力行業(yè)發(fā)展的必然趨勢,風(fēng)電產(chǎn)業(yè)具有儲量大、分布廣、清潔、可靠的特點,已成為世界發(fā)展最為迅猛的高新科技綠色能源產(chǎn)業(yè)之一。 發(fā)展風(fēng)電對于改善能源結(jié)構(gòu)、保護生態(tài)環(huán)境、保障能源安全和實現(xiàn)經(jīng)濟的可持續(xù)發(fā)展等方面有著極其重要的意義,大力發(fā)展風(fēng)電這已經(jīng)成為世界上的共識。風(fēng)電項目的建設(shè)周期短、任務(wù)重,面臨著造價、質(zhì)量、進度等目標的有效控制問題。隨著我國風(fēng)力發(fā)電容量的不斷增長,不僅在工程建設(shè)中存在這樣那樣的問題,,而且在生產(chǎn)運營過程中也日益凸顯工程建設(shè)存在的缺陷,因此對風(fēng)電項目管理進行研究具有重要意義。 本文首先對風(fēng)電項目工程管理關(guān)鍵環(huán)節(jié)進行研究,其次結(jié)合河北華電尚義風(fēng)力發(fā)電有限公司王悅梁風(fēng)電項目實踐,提出以設(shè)計優(yōu)化為龍頭,建立標準化體系,以風(fēng)電場整個運行期利潤最大化為目標,以達標投產(chǎn)考核為激勵考核手段的風(fēng)電項目工程管理方法。本案例的研究,希冀能將其成功經(jīng)驗向其它風(fēng)電場建設(shè)中推廣,從而進一步規(guī)范風(fēng)電場的工程管理工作。
[Abstract]:Green power is the inevitable trend of the development of power industry. Wind power industry has the characteristics of large reserves, wide distribution, clean and reliable, has become one of the most rapid development of high-tech green energy industry in the world. The development of wind power has great significance in improving the energy structure, protecting the ecological environment, ensuring energy security and realizing the sustainable development of economy. It has become a consensus in the world to develop wind power vigorously. The construction period of wind power project is short, the task is heavy, and it faces the problem of effective control of cost, quality, schedule and so on. With the continuous growth of wind power generation capacity in China, there are not only some problems in the engineering construction, but also the defects in the engineering construction in the process of production and operation. Therefore, it is of great significance to study the project management of wind power. In this paper, the key links of wind power project management are studied first, and then combining with the practice of Wang Yueliang wind power project of Hebei Huadian Shangyi Wind Power Co., Ltd., it is proposed that the design optimization should be the leading factor and the standardization system should be established. The project management method of wind power project, which aims at maximizing the profit of wind farm during the whole operation period, and takes the standard of commissioning examination as the means of incentive assessment. It is hoped that the successful experience of this case will be extended to other wind farm construction so as to further standardize the engineering management of wind farm.
