五大連池市朝陽35kV輸變電工程建設(shè)規(guī)劃及實(shí)施策略

【摘要】:朝陽鄉(xiāng)是五大連池市的一個山區(qū)鄉(xiāng),也是革命老區(qū)鄉(xiāng),朝陽鄉(xiāng)人民發(fā)揚(yáng)艱苦創(chuàng)業(yè)的優(yōu)良傳統(tǒng),大力發(fā)展鄉(xiāng)鎮(zhèn)工業(yè)。近年來政府加大招商建設(shè)力度,相繼建立蕨菜、木耳、蘑菇等無公害為主的山野菜加工業(yè)、木制品加工業(yè)、糧食和畜產(chǎn)品加工業(yè)等,有力推進(jìn)了老區(qū)經(jīng)濟(jì)的發(fā)展。隨著朝陽鄉(xiāng)經(jīng)濟(jì)社會的快速發(fā)展,,電力供需矛盾日益突出。朝陽鄉(xiāng)現(xiàn)由嫩江白云變電所配出的10kV供電線路供電,距離最近的村有18公里,大部分村屯達(dá)50—60公里,嚴(yán)重超過10kV線路供電范圍,線路老化嚴(yán)重,線路損耗大,電力嚴(yán)重不足。在春節(jié)等負(fù)荷高峰期間經(jīng)常限電,嚴(yán)重制約了革命老區(qū)的經(jīng)濟(jì)發(fā)展。隨著招商引資工作的開展,新項(xiàng)目的投產(chǎn),在帶動當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的同時,也使當(dāng)?shù)氐碾娏┬杳芨油怀。為了促進(jìn)革命老區(qū)朝陽鄉(xiāng)的發(fā)展和進(jìn)步,黑龍江電力公司在朝陽鄉(xiāng)建立35kV輸變電工程,這是入選入《黑龍江省“十二五”電力發(fā)展規(guī)劃》的能源類建設(shè)項(xiàng)目。 本文以“五大連池市朝陽35kV輸變電工程建設(shè)”這一具體輸變電工程為案例進(jìn)行研究,分析了朝陽35kV輸變電工程項(xiàng)目現(xiàn)階段的電網(wǎng)現(xiàn)狀;構(gòu)建了朝陽35kV輸變電工程對未來電力需求分析預(yù)測;變電所接入系統(tǒng)方案;35kV線路建設(shè)方案;35kV變電所建設(shè)方案;電氣計(jì)算;系統(tǒng)通信、保護(hù)、調(diào)度自動化配置方案;投資估算等工作。并特別在第二章對電力項(xiàng)目管理、質(zhì)量管理進(jìn)行了介紹,在第五章對整個項(xiàng)目的建設(shè)實(shí)施過程設(shè)計(jì)了策略,以保證工程按時按質(zhì)的完成。在項(xiàng)目質(zhì)量管理理論的指導(dǎo)下,結(jié)合項(xiàng)目的設(shè)計(jì)、施工、后期檢查各階段提出了工程質(zhì)量管理重點(diǎn),對輸變電工程的質(zhì)量管理方法進(jìn)行了歸納總結(jié),并給出提高項(xiàng)目質(zhì)量管理水平的策略。本文提出的輸變電工程質(zhì)量管理策略對該輸變電工程項(xiàng)目質(zhì)量故管理有一定現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:Chaoyang Township is a mountainous township in Wudalianchi City, and is also a village in the old revolutionary area. Chaoyang Township has developed the fine tradition of hard work and vigorously developed township industry. In recent years, the government has stepped up the construction of investment, and has successively established a non-polluting processing industry of wild vegetables, wood products, grain and livestock products, and so on, which has pushed forward the economic development of the old areas. With the rapid economic and social development of Chaoyang Township, the contradiction between power supply and demand is becoming more and more prominent. Chaoyang Township is now powered by the 10kV power supply line allocated by the Nenjiang Baiyun Substation. It is 18 kilometers from the nearest village, and most villages run 50 to 60 kilometers, which seriously exceeds the power supply range of the 10kV line. There is a serious shortage of electricity. During the peak period of the Spring Festival and other load, the economic development of the old revolutionary areas was seriously restricted. With the development of investment promotion and new projects, the contradiction between supply and demand of local electric power is more prominent while promoting the development of local economy. In order to promote the development and progress of Chaoyang Township in the old revolutionary area, Heilongjiang Electric Power Company established the 35kV transmission and transformation project in Chaoyang Township, which was selected as the energy construction project in the 12th Five-Year Plan of Heilongjiang Province. This paper takes "Chaoyang 35kV transmission and transformation project construction" as a case study, and analyzes the current situation of Chaoyang 35kV transmission and transformation project. The analysis and prediction of the future power demand of Chaoyang 35kV transmission and transformation project, the substation access system scheme, the 35 kV line construction scheme, the electric calculation, the system communication, the protection, the dispatch automation configuration scheme, the substation access system scheme, the 35 kV line construction plan, the electric calculation, the system communication, the protection, the dispatch automation configuration plan, have constructed; Investment estimation, etc. Especially in the second chapter, the power project management and quality management are introduced. In the fifth chapter, the strategy of the whole project implementation process is designed to ensure the completion of the project on time and according to the quality. Under the guidance of project quality management theory, combined with the design, construction and later inspection of the project, the key points of project quality management are put forward, and the quality management methods of transmission and transformation projects are summarized and summarized. The strategy of improving the quality management level of the project is also given. The quality management strategy proposed in this paper is of practical significance to the quality management of the transmission and transformation project.
