【摘要】：高等院校利用獎學(xué)金制度對優(yōu)秀學(xué)生進(jìn)行獎勵,以期望對學(xué)生起到激勵作用。獎學(xué)金管理體現(xiàn)出環(huán)節(jié)多、涉及面廣、工作內(nèi)容復(fù)雜、程序多等特點。正是由于這些特殊復(fù)雜性的存在,致使很多高校在學(xué)生獎學(xué)金管理方面存在許多問題,例如管理制度不完善、效率低、出錯率高、缺乏公平性等。因此,將高等院校獎學(xué)金管理作為一個項目來研究,運用項目管理的技術(shù)、理論與方法來完善高校獎學(xué)金的管理理念和流程是值得繼續(xù)深入研究和探討的。本文從JK學(xué)院獎學(xué)金管理現(xiàn)狀分析出發(fā),設(shè)計并組織開展調(diào)查問卷和訪談,針對當(dāng)前JK學(xué)院獎學(xué)金管理中存在的問題,從項目管理的實踐角度出發(fā),確定獎學(xué)金項目的范圍,按照一定的規(guī)律把獎學(xué)金中的重要項目分解成一個一個的工作單元,并對獎學(xué)金的預(yù)算管理、類別設(shè)定、申請程序、平衡管理、事后評價等關(guān)鍵環(huán)節(jié)提出有效的措施,解決當(dāng)前獎學(xué)金管理中存在的問題。本文針對JK學(xué)院獎學(xué)金管理中的主要關(guān)鍵環(huán)節(jié)展開了可操作方法的研究,主要有：根據(jù)學(xué)院的管理體系,在項目工作結(jié)構(gòu)分析的基礎(chǔ)上設(shè)定了工作落實的環(huán)節(jié)；進(jìn)而在獎學(xué)金宏觀管理的類別設(shè)計、預(yù)算及機構(gòu)上提出了可操作的方法；設(shè)計了更具可操作性的評審過程流程；對專業(yè)之間的平衡問題提出了分?jǐn)?shù)規(guī)范化的方法。本文的研究期望給JK學(xué)院的實際獎學(xué)金工作提供幫助。
[Abstract]:Institutions of higher learning use the scholarship system to reward outstanding students in order to encourage students. Scholarship management reflects many links, involving a wide range of work, complex content, procedures and other characteristics. Because of these special complexity, many colleges and universities have many problems in the management of student scholarships, such as imperfect management system, low efficiency, high error rate, lack of fairness and so on. Therefore, it is worthwhile to study the scholarship management of colleges and universities as a project, and to use the technology, theory and method of project management to perfect the management idea and process of university scholarship. Based on the analysis of the present situation of the scholarship management in JK College, this paper designs and organizes the questionnaire and interviews. Aiming at the problems existing in the scholarship management of JK College, the scope of the scholarship project is determined from the point of view of project management. Break down the important items in the scholarship into a single work unit according to certain rules, and put forward effective measures for the key links of scholarship budget management, category setting, application procedure, balance management, post evaluation and so on. Solve the problems existing in scholarship management. In this paper, the main key links in JK College scholarship management are studied, including: according to the management system of the college, on the basis of the analysis of the project work structure, the implementation of the work is set; Then, the author puts forward operational methods in the category design, budget and organization of the macro management of scholarships, designs a more operable evaluation process flow, and puts forward the method of score normalization for the balance between majors. The research in this paper is expected to be helpful to the practical scholarship work of JK College.
