【摘要】：改革開放以來,我國的社會經(jīng)濟(jì)迅速發(fā)展,政府投資在國民經(jīng)濟(jì)中所占的比重越來越大。政府資金的大量投入,其主要目的就是為了滿足人民群眾日常生活的需要、提高人民群眾生活質(zhì)量。隨著市場經(jīng)濟(jì)的發(fā)展和經(jīng)濟(jì)體制改革的深入,我國政府也在不斷探索新的政府投資項(xiàng)目管理模式,逐步引入專業(yè)化的項(xiàng)目管理機(jī)構(gòu)對工程造價進(jìn)行管理。工程造價管理最重要的內(nèi)容,就是如何準(zhǔn)確無誤的計算好價格并且行之有效地控制好造價,客觀并準(zhǔn)確的反映出某個工程項(xiàng)目的價值量,然后圍繞預(yù)定的造價目標(biāo)行之有效去控制,在整個造價形成過程中要對產(chǎn)生的一切費(fèi)用進(jìn)行合理計算和合理的監(jiān)控,并有相應(yīng)的解決措施對可能出現(xiàn)的問題及時糾正。政府工程集中管理模式是非經(jīng)營性政府項(xiàng)目常采用的方式,實(shí)踐證明,我國引入專業(yè)化的項(xiàng)目管理機(jī)構(gòu)在整個建設(shè)過程中造價控制發(fā)揮著巨大作用。本文對深圳政府集中管理模式下的造價管理研究,以造價控制為主線,靈活采用多種研究方法。首先分析了政府工程造價管理的有關(guān)概念以及國內(nèi)外政府工程集中管理模式下的造價管理現(xiàn)狀及特點(diǎn);其次向設(shè)計院、施工單位、監(jiān)理單位、造價咨詢單位、政府工程管理等部門發(fā)放調(diào)查問卷回訪的方式,收集不同角度的個體對此體系的看法,找出研究的必要性以及政府工程集中管理模式下的造價管理存在的問題;最后通過具體的工作實(shí)例提出完善的措施和對策。
[Abstract]:Since the reform and opening up, the social economy of our country has developed rapidly, and the proportion of government investment in the national economy is increasing. The main purpose of the massive investment of government funds is to meet the needs of people's daily life and to improve their quality of life. With the development of market economy and the deepening of economic system reform, our government is constantly exploring new government investment project management model, and gradually introducing specialized project management agencies to manage project cost. The most important content of project cost management is how to calculate the price correctly and control the cost effectively, and objectively and accurately reflect the value of a project. Then it can be effectively controlled around the predetermined cost target, and all the costs should be calculated and monitored reasonably in the whole process of cost formation, and there are corresponding solutions to correct the possible problems in time. The mode of centralized management of government projects is often adopted by non-profit-making government projects. It has been proved by practice that the introduction of specialized project management institutions plays a great role in cost control in the whole process of construction. This paper studies the cost management under the centralized management mode of Shenzhen government, takes the cost control as the main line, adopts many kinds of research methods flexibly. Firstly, this paper analyzes the concept of government project cost management and the current situation and characteristics of cost management under the mode of centralized government project management at home and abroad, secondly, to the design institute, construction unit, supervision unit, cost consulting unit, The way that the government project management and other departments distribute the questionnaire back to visit, collect the individual's view of this system from different angles, find out the necessity of the research and the problems existing in the cost management under the government project centralized management mode; Finally, the author puts forward the perfect measures and countermeasures through the concrete working examples.
