【摘要】:工程總承包是我國(guó)建設(shè)項(xiàng)目管理的主要模式之一。設(shè)計(jì)-建造模式(Design-build,簡(jiǎn)稱DB模式)在實(shí)踐上已經(jīng)被證明是一種有效的工程建造模式。在DB模式中總承包商需要在勘察、設(shè)計(jì)、施工等多個(gè)領(lǐng)域和專業(yè)承擔(dān)相應(yīng)的責(zé)任,并且總承包商能有效利用其技術(shù)全面的專業(yè)優(yōu)勢(shì)和豐富的協(xié)調(diào)、控制管理經(jīng)驗(yàn),以使項(xiàng)目順利的完成,在時(shí)間、質(zhì)量、數(shù)量上達(dá)到業(yè)主的要求。本文涉及的A醫(yī)院總承包項(xiàng)目采用DB總承包模式。本文擬通過對(duì)DB總承包項(xiàng)目管理特征的分析,以項(xiàng)目管理理論、協(xié)調(diào)管理理論等現(xiàn)代管理理論方法為基礎(chǔ),圍繞總承包企業(yè)如何針對(duì)A醫(yī)院總承包項(xiàng)目開展協(xié)調(diào)管理。首先,通過分析A醫(yī)院項(xiàng)目的項(xiàng)目特點(diǎn)和存在的問題,結(jié)合DB總承包項(xiàng)目協(xié)調(diào)管理原則和模式,在該項(xiàng)目組織格局和管理體制前提條件下,構(gòu)建出與A醫(yī)院項(xiàng)目相匹配的協(xié)調(diào)管理框架,分為三個(gè)層次:目標(biāo)協(xié)調(diào)管理層,組織協(xié)調(diào)管理層和協(xié)調(diào)管理機(jī)制層。第二,在協(xié)調(diào)管理的實(shí)施過程中,通過建立A醫(yī)院項(xiàng)目的目標(biāo)體系,并提出質(zhì)量、進(jìn)度、成本等目標(biāo)的協(xié)調(diào)控制流程和管理要點(diǎn),構(gòu)建出A醫(yī)院項(xiàng)目目標(biāo)系統(tǒng)管理體系;通過分析A醫(yī)院項(xiàng)目的組織網(wǎng)絡(luò)結(jié)構(gòu),提出了項(xiàng)目?jī)?nèi)部和與相關(guān)干系人的協(xié)調(diào)管理措施,協(xié)調(diào)各方的目標(biāo)一致,實(shí)現(xiàn)組織的預(yù)定目標(biāo),構(gòu)建出A醫(yī)院項(xiàng)目組織協(xié)調(diào)管理體系。第三,通過A醫(yī)院項(xiàng)目機(jī)制層的溝通、激勵(lì)和合作機(jī)制的的運(yùn)作,有效的確保目標(biāo)和組織管理體系的順利實(shí)施,使A醫(yī)院項(xiàng)目協(xié)調(diào)管理始終處在動(dòng)態(tài)提升之中,不斷提高管理的績(jī)效和水平,構(gòu)建完整的協(xié)調(diào)管理機(jī)制體系。最后,本文還著重探索了A醫(yī)院項(xiàng)目通過目標(biāo)和組織的協(xié)調(diào)管理,采用溝通、激勵(lì)和合作的協(xié)調(diào)手段和甘特圖等進(jìn)度控制的方法,使得A醫(yī)院項(xiàng)目設(shè)計(jì)和施工進(jìn)度符合預(yù)期的目標(biāo),確保項(xiàng)目的進(jìn)度目標(biāo)。本文通過A醫(yī)院項(xiàng)目構(gòu)建了一個(gè)與DB總承包項(xiàng)目匹配的協(xié)調(diào)管理模式,通過協(xié)調(diào)管理,能順利完成項(xiàng)目的目標(biāo)和有效提高項(xiàng)目的效益,對(duì)當(dāng)前DB總承包項(xiàng)目有一定的借鑒意義。
[Abstract]:General contracting is one of the main modes of construction project management in China. Design-build model (DB model) has been proved to be an effective construction model in practice. In the DB model, the general contractor should be responsible in many fields and professions, such as survey, design, construction, etc., and the contractor can effectively take advantage of his technical comprehensive professional advantages and rich coordination, control and management experience. To enable the project to be completed smoothly, in time, quality, quantity to meet the requirements of the owner. The general contracting project of A hospital involved in this paper adopts DB general contracting mode. Based on the analysis of the characteristics of DB general contracting project management and modern management theories such as project management theory and coordination management theory, this paper focuses on how to carry out coordinated management for A hospital general contracting projects in general contracting enterprises. First of all, by analyzing the project characteristics and existing problems of A hospital project, combining with the principle and mode of coordination and management of DB general contracting project, under the premise of the project organization and management system, A coordination management framework matching the A hospital project is constructed, which is divided into three levels: target coordination management, organizational coordination management and coordination management mechanism. Secondly, in the process of implementing coordinated management, through establishing the target system of A hospital project, and putting forward the coordinated control flow and management essentials of quality, schedule, cost and so on, the project objective system management system of A hospital is constructed. Based on the analysis of the network structure of A hospital project, this paper puts forward the coordinated management measures within the project and with relevant stakeholders, coordinates the objectives of all parties, realizes the predetermined objectives of the organization, and constructs a coordinated management system of the project organization in A hospital. Third, through the communication of A hospital project mechanism layer, the operation of incentive and cooperation mechanism, effectively ensure the smooth implementation of the goal and organization management system, so that the A hospital project coordination management is always in the dynamic promotion. Constantly improve the performance and level of management, and build a complete coordinated management mechanism system. Finally, this paper also focuses on the A hospital project through the goal and organization of coordinated management, the use of communication, incentive and cooperation of coordination means and Gantt chart, and other progress control methods. Make the A hospital project design and construction schedule in line with the expected objectives, to ensure the project schedule objectives. In this paper, a coordinated management model matching DB general contracting project is constructed through A hospital project. Through coordination management, the goal of the project can be successfully completed and the benefit of the project can be effectively improved, which has certain reference significance for the current DB general contract project.
