【摘要】：森林火災(zāi)是世界八大自然災(zāi)害之一，其特點(diǎn)是破壞性大、突發(fā)性強(qiáng)、處置較為困難，不僅嚴(yán)重破壞森林資源，還危及人民生命財(cái)產(chǎn)安全，并對(duì)自然生態(tài)環(huán)境和林區(qū)社會(huì)穩(wěn)定造成不同程度的影響。近年來，隨著國家對(duì)保護(hù)森林資源的重視程度不斷加大，各級(jí)林業(yè)部門分別組建了以森林防火滅火為主要任務(wù)的專業(yè)撲火隊(duì)。專業(yè)撲火隊(duì)以靈活、快捷的滅火方式，在撲救森林火災(zāi)中發(fā)揮著重要作用。隨著時(shí)代的發(fā)展，科技不斷進(jìn)步，森林滅火的手段和方式都在發(fā)生著日新月異的變化，陳舊的、低下的滅火效率正在制約著新形勢(shì)下專業(yè)撲火隊(duì)的發(fā)展。利用先進(jìn)的管理學(xué)理論，將高科技手段融入到森林火災(zāi)滅火組織實(shí)施中，從而更好地提高滅火效率，正是專業(yè)撲火隊(duì)未來應(yīng)該認(rèn)真研究的一項(xiàng)重要課題。 本文緒論部分提出了選題背景及意義，說明了本文的研究目的和研究方法。第二章陳述了論文依據(jù)的相關(guān)理論基礎(chǔ)，為論文的順利展開提供了理論支持。正文部分對(duì)專業(yè)撲火隊(duì)JP在森林火災(zāi)滅火組織實(shí)施中存在的問題進(jìn)行研究，依據(jù)項(xiàng)目管理和業(yè)務(wù)流程改造的基礎(chǔ)理論，結(jié)合JP撲火隊(duì)在森林火災(zāi)滅火組織實(shí)施的多年實(shí)踐經(jīng)驗(yàn)，提出了較為科學(xué)的滅火組織實(shí)施改進(jìn)對(duì)策，通過對(duì)JP森林火災(zāi)滅火組織實(shí)施改進(jìn)對(duì)策的研究，進(jìn)一步論證了運(yùn)用項(xiàng)目管理和業(yè)務(wù)流程優(yōu)化手段，不僅能夠提高撲火隊(duì)自身的管理水平和滅火效率，更能夠大幅提高森林火災(zāi)防范效果。論文的結(jié)尾部分對(duì)全文進(jìn)行了總結(jié)，并對(duì)預(yù)期實(shí)施情況進(jìn)行了展望。通過本文的研究，，可為期望運(yùn)用現(xiàn)代項(xiàng)目管理和業(yè)務(wù)流程改造理論來改進(jìn)問題、提高效率的單位提供參考和借鑒。
[Abstract]:Forest fire is one of the eight major natural disasters in the world, which is characterized by its destructive, sudden and difficult disposal, which not only seriously destroys forest resources, but also endangers the safety of people's lives and property. And the natural ecological environment and social stability in forest areas caused varying degrees of impact. In recent years, with the increasing attention paid to the protection of forest resources, forest departments at all levels have set up specialized fire fighting teams with forest fire prevention and fire fighting as their main tasks. Professional fire fighting team plays an important role in forest fire fighting with flexible and quick fire extinguishing method. With the development of the times and the progress of science and technology, the means and methods of forest fire extinguishing are changing with each passing day. The old and low fire fighting efficiency is restricting the development of professional fire fighting teams under the new situation. It is an important subject that professional fire fighting team should study seriously in the future by using advanced management theory to integrate high-tech means into the implementation of forest fire extinguishing organization so as to improve the fire extinguishing efficiency. The introduction part of this paper proposes the background and significance of the topic, explains the purpose and research methods of this paper. The second chapter describes the theoretical basis of the paper, which provides theoretical support for the smooth development of the paper. In the main part, the problems existing in the implementation of forest fire extinguishing organization by JP are studied. According to the basic theory of project management and business process transformation, combined with the practical experience of JP fire fighting team in forest fire extinguishing organization for many years, This paper puts forward more scientific measures to improve the fire extinguishing organization. Through the research on the improvement countermeasures of JP forest fire extinguishing organization, it further demonstrates the use of project management and business process optimization means. It can not only improve the management level and fire fighting efficiency of the fire fighting team, but also improve the forest fire prevention effect. At the end of the thesis, the author summarizes the whole paper and looks forward to the expected implementation. Through the research of this paper, we can provide reference and reference for the unit that expects to use modern project management and business process transformation theory to improve the problem and improve the efficiency.
