【摘要】：隨著我國國力的不斷增強(qiáng),軍隊(duì)建設(shè)正處于良好的發(fā)展階段,所承擔(dān)的工程建設(shè)任務(wù)也日益繁重。與政府非盈利性投資項(xiàng)目相同,軍隊(duì)工程建設(shè)也面臨著許多矛盾和問題,在傳統(tǒng)工程建設(shè)管理模式下,逐漸暴露出很多弊端。軍隊(duì)于2013年頒布了關(guān)于實(shí)行工程代建制的管理辦法,是軍隊(duì)工程建設(shè)領(lǐng)域的一項(xiàng)重大變革。但由于軍隊(duì)剛剛開始推行代建制,與之相關(guān)的法規(guī)機(jī)制和管理體制尚不完善。因此,深入研究軍隊(duì)工程項(xiàng)目代建管理模式成為一個(gè)亟待解決的問題,而判斷軍隊(duì)推行工程代建制是否成功的關(guān)鍵就是能否建立起一套合理有效的管理績效評價(jià)體系。本文首先通過分析軍隊(duì)工程項(xiàng)目管理模式的歷史演變過程以及當(dāng)前的現(xiàn)狀,歸納總結(jié)出了當(dāng)前軍隊(duì)工程項(xiàng)目管理存在的問題,然后結(jié)合軍隊(duì)工程建設(shè)實(shí)際,以政府集中代建項(xiàng)目實(shí)踐為基礎(chǔ),展開對集中代建理論的研究,同時(shí)對軍隊(duì)實(shí)施工程項(xiàng)目集中代建進(jìn)行必要性分析,分別從組織管理和體制兩方面構(gòu)建了軍隊(duì)工程項(xiàng)目集中代建模式,并對其運(yùn)行機(jī)制進(jìn)行了深入探討。接著本文基于平衡計(jì)分卡方法,從五個(gè)維度選取了績效評價(jià)指標(biāo),構(gòu)建出軍隊(duì)工程項(xiàng)目集中代建績效評價(jià)指標(biāo)體系。最后運(yùn)用層次分析法計(jì)算權(quán)重。本文的研究對推進(jìn)我國軍隊(duì)工程項(xiàng)目代建制的實(shí)施,發(fā)展軍隊(duì)工程項(xiàng)目管理理論具有很好的借鑒作用。
[Abstract]:With the increasing of our country's national strength, the army construction is in a good stage of development, and the construction task is increasingly heavy. Similar to the government's non-profit investment projects, military engineering construction also faces many contradictions and problems. Under the traditional management mode of engineering construction, a lot of disadvantages are gradually exposed. In 2013, the army promulgated the management method of implementing the engineering agent system, which is a major change in the field of military engineering construction. However, as the army has just begun to implement the agent system, the related legal mechanism and management system are not perfect. Therefore, it is an urgent problem to study the management mode of military engineering project agent construction. The key to judge the success of military engineering agent system is to establish a set of reasonable and effective management performance evaluation system. By analyzing the historical evolution process and current situation of military engineering project management mode, this paper summarizes the problems existing in the current military engineering project management, and then combines with the military engineering construction practice. Based on the practice of centralized agent construction project by the government, the research on the theory of centralized agent construction is carried out. At the same time, the necessity of implementing centralized agent construction in military engineering project is analyzed. In this paper, the centralized agent construction model of military engineering project is constructed from the aspects of organization, management and system, and its operation mechanism is discussed in depth. Then, based on the balanced scorecard method, this paper selects the performance evaluation indicators from five dimensions, and constructs the performance evaluation index system of military engineering projects. Finally, analytic hierarchy process is used to calculate the weight. The research in this paper can be used for reference to promote the implementation of military engineering project agent system and to develop the theory of military engineering project management.
