【摘要】：借助中俄全面戰(zhàn)略協(xié)作伙伴關(guān)系的持續(xù)演進,以及中俄能源貿(mào)易的強勢推進,東寧浙江工貿(mào)園區(qū)作為一個以企業(yè)名義來規(guī)劃、開發(fā)和管理的現(xiàn)代工業(yè)園區(qū),在國家、省、市、縣的支持下,正在努力建立東寧中俄能源通道和危化品專業(yè)口岸,以此打造黑龍江省對俄能源貿(mào)易新的經(jīng)濟增長極。基于此,本文對東寧浙江工貿(mào)園區(qū)的發(fā)展戰(zhàn)略進行研究,在歸集現(xiàn)狀的基礎(chǔ)上,重點剖析園區(qū)發(fā)展的宏觀和微觀環(huán)境,并根據(jù)工業(yè)園區(qū)(企業(yè))發(fā)展戰(zhàn)略相關(guān)理論,最終提出東寧浙江工貿(mào)園區(qū)具體的發(fā)展戰(zhàn)略和實施對策,以此促進東寧浙江工貿(mào)園區(qū)這一微觀經(jīng)濟個體的科學發(fā)展,并有助力于當?shù)亟?jīng)濟和中俄貿(mào)易的合作共贏和協(xié)同發(fā)展。東寧浙江工貿(mào)園區(qū)目前正面臨良好的發(fā)展機遇,擁有促進企業(yè)發(fā)展的優(yōu)越外部環(huán)境和內(nèi)部條件,主要包括中俄能源貿(mào)易發(fā)展加速、國家政策支持、具有充足的貨運量作為支撐、園區(qū)建設(shè)成本相對較低等。當然,由于東寧行政區(qū)劃對園區(qū)經(jīng)濟發(fā)展有所制約、園區(qū)對俄經(jīng)貿(mào)合作處于初級發(fā)展階段、園區(qū)的企業(yè)性質(zhì)對做好能源大文章有所限制、在黑龍江省內(nèi)面臨著諸多對俄貿(mào)易園區(qū)的競爭、園區(qū)人才隊伍建設(shè)能力相對滯后、園區(qū)管理水平和服務(wù)質(zhì)量有待進一步提高等,這些因素在某種程度上制約了東寧浙江工貿(mào)園區(qū)的跨越式發(fā)展。從企業(yè)發(fā)展的戰(zhàn)略方向上看,東寧浙江工貿(mào)園區(qū)不能僅僅定位于謀求建立一個貿(mào)易園區(qū)、借此招商收取管理費的傳統(tǒng)發(fā)展路徑,而應(yīng)該著眼于中俄邊境的特殊地理區(qū)域優(yōu)勢和資源互補特性,充分利用中俄邊貿(mào)發(fā)展進程中的潛在巨大商業(yè)機會,把東寧浙江工貿(mào)園區(qū)打造成東北地區(qū)與俄羅斯東部地區(qū)重要的�；穼I(yè)口岸、�；芳庸せ亍⑽；肺锪鲌@區(qū),并構(gòu)建近期、中期、遠期發(fā)展目標。在當前階段,東寧浙江工貿(mào)園區(qū)要積極推動俄液化氣進口牡丹江東寧口岸,加快推進中俄天然氣管線供氣合同設(shè)立預(yù)備線,推動東寧鐵路口岸立項和項目建設(shè)管理,為未來可持續(xù)發(fā)展奠定堅實的基礎(chǔ)。同時,東寧浙江工貿(mào)園區(qū)還應(yīng)該尋求政府支持、加強園區(qū)招商、規(guī)范項目管理、推進資本運營、積極引才引智等,以此形成東寧浙江工貿(mào)園區(qū)發(fā)展戰(zhàn)略的綜合體系,促進園區(qū)早日規(guī)模運營,獲得預(yù)期的跨越式發(fā)展效能。
[Abstract]:With the continuous evolution of the Sino-Russian comprehensive strategic partnership of cooperation and the strong promotion of Sino-Russian energy trade, Dongning Zhejiang Industrial and Trade Park, as a modern industrial park planned, developed and managed in the name of an enterprise, is located in the country, province, and city.With the support of the county, it is working hard to establish the energy channel between China and Russia and the specialized port of dangerous chemicals in Dongning, so as to create a new economic growth pole of energy trade between Heilongjiang Province and Russia.Based on this, this paper studies the development strategy of Dongning Zhejiang Industrial and Trade Park, analyzes the macro and micro environment of the park development on the basis of the present situation, and according to the relevant theories of the industrial park (enterprise) development strategy,Finally, the paper puts forward the specific development strategy and implementation countermeasures of Dongning Zhejiang Industrial and Trade Park, which can promote the scientific development of the micro-economic individual of Dongning Zhejiang Industrial and Trade Park, and can help the local economy and Sino-Russian trade cooperation to win and cooperate with each other.The Dongning Zhejiang Industrial and Trade Park is currently facing good development opportunities. It has a favorable external environment and internal conditions to promote the development of enterprises, mainly including the accelerated development of Sino-Russian energy trade, state policy support, and adequate cargo volume as the support.The construction cost of the park is relatively low.Of course, as the administrative divisions of Dongning restrict the economic development of the park, the park is in the primary stage of development of economic and trade cooperation with Russia. The nature of the enterprises in the park limits the ability to do a good job in energy resources.In Heilongjiang Province, there is a lot of competition for Russia's trade parks. The construction ability of talents in the park is lagging behind, and the management level and service quality of the park need to be further improved.To some extent, these factors restrict the leapfrog development of Dongning Zhejiang Industrial and Trade Park.In terms of the strategic direction of enterprise development, Dongning Zhejiang Industrial and Trade Park cannot only seek to establish a trade park, which is the traditional development path for attracting investors and collecting management fees.Instead, we should focus on the special geographical advantages of the Sino-Russian border and the complementary characteristics of resources, and make full use of the potential huge business opportunities in the development of Sino-Russian border trade.Dongning Zhejiang Industrial and Trade Park is made into an important professional port of dangerous chemicals in Northeast China and eastern Russia, dangerous chemicals processing base, dangerous chemicals logistics park, and the short-term, medium-term, long-term development goals.At this stage, the Dongning Zhejiang Industry and Trade Park will actively promote the import of Russian liquefied gas into the Mudanjiang Dongning port, speed up the establishment of the Sino-Russian natural gas pipeline gas supply contract, and promote the establishment of the project and project management at the Dongning railway port.Lay a solid foundation for sustainable development in the future.At the same time, the Dongning Zhejiang Industrial and Trade Park should also seek government support, strengthen the park's investment invitation, standardize project management, promote capital operation, and actively introduce talent to the industry and trade park, so as to form a comprehensive system for the development strategy of the Dongning Zhejiang Industrial and Trade Park.To promote the early scale operation of the park, and obtain the expected leapfrog development efficiency.
