【摘要】：水利工程項目建設(shè)長期以來都“重建輕管”的問題,使得水利工程防洪、供水、發(fā)電、灌溉等多方面的效益無法充分發(fā)揮。水利工程項目后評價時前期項目管理的不可或缺的自然延伸,通過項目后評價來系統(tǒng)的整理水利工程第一手的統(tǒng)計資料,并結(jié)合這些資料對水利工程的實際功能和管理進行全面分析,找出問題提出改進對策,總結(jié)經(jīng)驗,有利于水利工程項目整體設(shè)計水平的提高。本文以QP水電站工程為例進行項目后評價研究,主要采用定量和定性對比分析的方法來對QP水電站項目進行項目后評價,第一章介紹了研究背景意義及論文結(jié)構(gòu),提出問題;第二章則對項目管理和項目后評價的相關(guān)理論和方法進行了一定的介紹,主要包括了項目管理的定義、項目管理的相關(guān)理論和與項目后評價相關(guān)的理論和方法,有全過程項目管理理論、系統(tǒng)控制論的項目管理理論,另外,文章還對項目后評價的概念、理論、內(nèi)容和方法進行了一定的介紹;以及影子價格的定義等;第三章介紹了QP鄉(xiāng)水電站的基本情況,主要包括項目總體情況概述和項目工程計劃的情況;第四章為本文的重點,介紹了 QP水電站工程項目技術(shù)后評價和社會評價,其中技術(shù)后評價主要包括技術(shù)后評價的內(nèi)容、指標(biāo)體系及評價方法,項目工程建設(shè)過程中存在的問題及原因,項目工程建設(shè)管理過程的改進策略;社會評價方面主要包括QP水電站項目的環(huán)境影響后評價、移民效果后評價、地區(qū)經(jīng)濟影響后評價、居民收入影響后評價;第五章同樣為本文的重點,為QP水電站的經(jīng)濟后評價,主要包括國民經(jīng)濟后評價和財務(wù)評價;國民經(jīng)濟后評價包括國民經(jīng)濟后評價的評價原則和依據(jù)、評價指標(biāo)及相關(guān)參數(shù)、影子價格的確定、國民經(jīng)濟效果分析:財務(wù)評價包括財務(wù)后評價的評價指標(biāo)和相關(guān)參數(shù)、通貨膨脹因素的財務(wù)處理和QP水電站項目財務(wù)后評價的具體分析;第六章介紹了QP水電站工程項目后評價總結(jié)及改進意見,主要包括項目預(yù)期與項目后評價的對比及原因分析和針對原因分析提出的項目后評價改進建議;最后是全文的總結(jié)與展望,結(jié)合QP水電站的項目后評價的內(nèi)容提出對其他項目的借鑒意義以及對本項目運營的改進對策。本文通過QP水電站工程的項目后評價對己完成的水利建設(shè)項目進行科學(xué)的評價,在全面介紹了水利建設(shè)項目后評價的內(nèi)容、方法和機制后,詳細對變電站項目建設(shè)過程中及投產(chǎn)運營后的情況進行建設(shè)過程技術(shù)后評價、經(jīng)濟后評價和社會影響綜合后評價,從而能夠?qū)ζ浣ㄔO(shè)過程中的問題進行分析,并對管理控制效果進行檢查和總結(jié),通過對比查看水利項目建設(shè)項目設(shè)定的預(yù)定目標(biāo)是否實際達到,是否實現(xiàn)了項目確定的效益指標(biāo)。文章通過項目后評價這種方式,對我國水利工程項目后評價的相關(guān)工作提出了自己的設(shè)想和建議。
[Abstract]:For a long time, the construction of water conservancy project has the problem of "rebuilding light pipe", which makes the benefit of flood control, water supply, power generation, irrigation and other aspects of water conservancy project unable to give full play.The indispensable natural extension of the pre-project management in the post-evaluation of water conservancy project. Through the post-evaluation of the project, we systematically collate the first-hand statistical data of the water conservancy project.Combined with these data, the actual function and management of water conservancy project are comprehensively analyzed, and the improvement countermeasures are found out, and the experience is summarized, which is beneficial to the improvement of the overall design level of the water conservancy project.This paper takes the QP hydropower station project as an example to carry on the project post-evaluation research, mainly uses the quantitative and the qualitative contrast analysis method to carry on the project post-evaluation to the QP hydropower station project. The first chapter introduces the research background significance and the paper structure, raises the question;The second chapter introduces the relevant theories and methods of project management and post-project evaluation, including the definition of project management, the relevant theory of project management and the theory and method related to project post-evaluation.In addition, the paper also introduces the concept, theory, content and method of post-project evaluation, and the definition of shadow price, etc.The third chapter introduces the basic situation of QP township hydropower station, mainly including the general situation of the project and the project project plan, the fourth chapter is the emphasis of this paper, it introduces the post-technical evaluation and social evaluation of the QP hydropower station project.The post-technology evaluation mainly includes the content of the post-technology evaluation, the index system and the evaluation method, the existing problems and reasons in the process of project construction, and the improvement strategy of the management process of the project construction.The social evaluation mainly includes the environmental impact post-evaluation, the migration effect post-evaluation, the regional economic impact post-evaluation, the residents income post-evaluation of QP hydropower station project; the fifth chapter is also the focus of this paper, the economic post-evaluation of QP hydropower station.It mainly includes the post-evaluation of national economy and financial evaluation; the post-evaluation of national economy includes the evaluation principle and basis of post-evaluation of national economy, the evaluation index and related parameters, the determination of shadow price,National economy effect analysis: financial evaluation includes evaluation index and related parameters of financial post evaluation, financial treatment of inflation factor and specific analysis of financial post evaluation of QP hydropower station project;The sixth chapter introduces the summary and improvement opinions of the post evaluation of QP hydropower station project, mainly including the comparison between the project expectation and the post project evaluation and the reason analysis and the suggestion for the improvement of the project post evaluation in view of the reason analysis.Finally, the summary and prospect of the full text, combined with the content of the project post-evaluation of QP hydropower station, put forward the reference significance to other projects and the improvement countermeasures to the operation of the project.This paper carries on the scientific evaluation to the water conservancy construction project completed by the post evaluation of the project of QP Hydropower Station, after introducing the content, method and mechanism of the water conservancy construction project post-evaluation in an all-round way.In order to analyze the problems in the construction process of substation project, the technical post-evaluation, the economic post-evaluation and the comprehensive post-evaluation of social impact are carried out in detail during the construction process of the substation project and after it has been put into operation.And check and summarize the effect of management and control, through the contrast to see whether the water conservancy project construction project set the predetermined goals are actually achieved, whether the project has achieved the established benefit index.In this paper, the author puts forward his own ideas and suggestions on the post evaluation of water conservancy projects in China through the way of post evaluation of water conservancy projects.
