【摘要】：技術(shù)創(chuàng)新是企業(yè)可持續(xù)發(fā)展的基礎(chǔ)和創(chuàng)新新市場的手段,不斷增加的研發(fā)項目對企業(yè)研發(fā)項目管理提出了更高的要求。農(nóng)藥行業(yè)隨著低水平重復(fù)建設(shè)型的過剩,高技術(shù)含量的中間體、原藥、制劑仍舊十分短缺。大部分企業(yè)盈利模式為仿制已過專利保護期的原藥產(chǎn)品,另外在制劑方面部分企業(yè)能做一些制劑方面的研究,盈利水平相對較高。很明顯,中國農(nóng)藥企業(yè)不是技術(shù)創(chuàng)新的真正主體。因此從技術(shù)實力、產(chǎn)品差異化、節(jié)能環(huán)保等方面出發(fā),挖掘企業(yè)潛質(zhì)以及推動企業(yè)成為具有競爭力的公司。因此本文認(rèn)為對農(nóng)藥行業(yè)新產(chǎn)品研發(fā)項目管理能力進行評價具有重要意義,企業(yè)只有認(rèn)識到研發(fā)項目管理存在的問題,才能加以改進從而提升研發(fā)能力。本文從涉足農(nóng)藥科研開發(fā)、原藥合成、制劑加工及植物營養(yǎng)產(chǎn)品RD的高新技術(shù)J企業(yè)農(nóng)藥產(chǎn)品研發(fā)項目管理為研究對象,首先,通過對J企業(yè)的調(diào)查發(fā)現(xiàn)企業(yè)研發(fā)項目管理中存在的問題,如,研發(fā)管理模式、組織結(jié)構(gòu)、溝通管理、績效評價四個方面。然后,通過借鑒國內(nèi)外新產(chǎn)品研發(fā)項目管理的先進經(jīng)驗,對研發(fā)管理模式、組織結(jié)構(gòu)、溝通管理、績效評價四個方面進行了優(yōu)化分析,提出了并行工程的結(jié)構(gòu)化研發(fā)流程;強矩陣組織結(jié)構(gòu)下的PDT項目組;以項目經(jīng)理為核心的溝通管理框架體系和溝通辦法;以成果、質(zhì)量、行為為導(dǎo)向的績效評價指標(biāo)體系。最后,對項目管理軟件的功能及在質(zhì)量管理、時間管理、組織管理方面的應(yīng)用進行了整理分析;以及提出與績效評價相匹配的自助式激勵薪酬體系、公開的競爭機制、知識型員工管理。本文借鑒新產(chǎn)品研發(fā)項目管理的先進經(jīng)驗,重在對J企業(yè)農(nóng)藥產(chǎn)品研發(fā)項目管理優(yōu)化研究,研發(fā)項目管理理論與實踐案例相佐證,通過實地調(diào)研整理出的理論內(nèi)容為復(fù)雜的農(nóng)藥開發(fā)項目提供科學(xué)、嚴(yán)謹(jǐn)?shù)难邪l(fā)管理思路,具有一定的借鑒意義。
[Abstract]:Technological innovation is the basis of sustainable development of enterprises and means of innovating new markets. The increasing number of R & D projects puts forward higher requirements for R & D project management.The pesticide industry is still short of intermediates, raw drugs and preparations with low level of redundant construction.The profit model of most enterprises is the imitation of raw medicine products that have passed the patent protection period. In addition, some enterprises can do some research on the preparation, and the profit level is relatively high.Clearly, Chinese pesticide enterprises are not the real subject of technological innovation.Therefore, from the aspects of technical strength, product differentiation, energy saving and environmental protection, we can tap the potential of enterprises and promote them to become competitive companies.Therefore, it is of great significance to evaluate the R & D project management ability of new products in pesticide industry. Only when enterprises realize the problems in R & D project management, can they improve the R & D capability.This paper focuses on the research and development of pesticide R & D project in high-tech J enterprise, including pesticide research and development, raw drug synthesis, preparation processing and plant nutrition product Rd.Through the investigation of J enterprise, we find the problems in R & D project management, such as R & D management model, organizational structure, communication management and performance evaluation.Then, by drawing lessons from the advanced experience of domestic and foreign new product R & D project management, this paper optimizes the R & D management mode, organizational structure, communication management and performance evaluation, and puts forward the structured R & D process of concurrent engineering.The PDT project team under the strong matrix organization structure; the communication management framework system and the communication method with the project manager as the core; the achievement, the quality, the behavior as the performance appraisal index system.Finally, the function of project management software and its application in quality management, time management and organization management are analyzed, and the self-service incentive compensation system matching with performance evaluation is put forward, and the open competition mechanism is put forward.Knowledge management.Based on the advanced experience of R & D project management of new products, this paper focuses on the optimization of R & D project management in enterprise J, which is supported by the theory and practice of R & D project management.The theoretical content of the field investigation provides scientific and rigorous research and development management ideas for the complex pesticide development project, which has certain reference significance.
