【摘要】：隨著我國(guó)經(jīng)濟(jì)社會(huì)的快速發(fā)展和能源需求的持續(xù)增長(zhǎng),電網(wǎng)工程建設(shè)進(jìn)入新的大規(guī)模建設(shè)時(shí)期。同時(shí),國(guó)家電網(wǎng)推行“三集五大”管理模式,推進(jìn)電網(wǎng)項(xiàng)目管理的專業(yè)化、扁平化、精益化。銀川供電公司隨著電網(wǎng)建設(shè)任務(wù)和管理要求的增加,原來(lái)粗放型的項(xiàng)目管理模式已經(jīng)不能適應(yīng)新的形勢(shì)。本文以大建設(shè)體系背景下電網(wǎng)建設(shè)項(xiàng)目為研究對(duì)象,在消化吸收組織項(xiàng)目管理成熟度模型相關(guān)研究和應(yīng)用的基礎(chǔ)上,結(jié)合電網(wǎng)建設(shè)項(xiàng)目的特點(diǎn)和銀川供電公司項(xiàng)目建設(shè)管理的現(xiàn)狀,構(gòu)建了電網(wǎng)建設(shè)項(xiàng)目管理成熟度模型,進(jìn)行了實(shí)例評(píng)價(jià),并給出了建設(shè)管理改進(jìn)的方向和措施。論文主要包括以下內(nèi)容：第一,介紹了項(xiàng)目管理成熟度模型的基本概念、特點(diǎn)及作用,同時(shí)對(duì)幾種常見(jiàn)的成熟度模型及優(yōu)缺點(diǎn)進(jìn)行了詳細(xì)的介紹。第二,對(duì)大建設(shè)體系下銀川供電公司電網(wǎng)建設(shè)項(xiàng)目管理的現(xiàn)狀進(jìn)行了總結(jié),分析了大建設(shè)體系下現(xiàn)階段銀川電網(wǎng)工程建設(shè)管理中存在的問(wèn)題。第三,構(gòu)建了電網(wǎng)建設(shè)工程項(xiàng)目管理成熟度模型和評(píng)價(jià)指標(biāo)體系,引入層次分析及灰色綜合評(píng)價(jià)方法對(duì)電網(wǎng)建設(shè)項(xiàng)目管理成熟度進(jìn)行評(píng)價(jià)。第四,以銀川暖泉220kV輸變電工程項(xiàng)目為例,進(jìn)行模型驗(yàn)證,得出目前銀川供電公司項(xiàng)目管理成熟度等級(jí)及薄弱環(huán)節(jié),并提出了有效的改進(jìn)措施。最后,對(duì)論文進(jìn)行了總結(jié)和展望。
[Abstract]:With the rapid development of our country's economy and society and the continuous growth of energy demand, the construction of power grid project has entered a new period of large-scale construction.At the same time, State Grid carries out the "three sets and five" management mode to promote the specialization, flattening and lean of power grid project management.With the increase of power grid construction tasks and management requirements, the original extensive project management model can not adapt to the new situation.This paper takes the grid construction project under the background of large construction system as the research object, on the basis of digesting and absorbing the relevant research and application of the maturity model of organizational project management,Based on the characteristics of the power grid construction project and the present situation of the project construction management in Yinchuan Power supply Company, the maturity model of the power grid construction project management is constructed, an example evaluation is carried out, and the direction and measures for the improvement of the construction management are given.This paper mainly includes the following contents: first, the basic concept, characteristics and functions of the project management maturity model are introduced. At the same time, several common maturity models and their advantages and disadvantages are introduced in detail.Secondly, the paper summarizes the current situation of Yinchuan Power supply Company's power network construction project management under the big construction system, and analyzes the existing problems in the Yinchuan power grid construction management at the present stage under the big construction system.Thirdly, the management maturity model and evaluation index system of power grid construction project are constructed, and the management maturity of power grid construction project is evaluated by introducing the analytic hierarchy process (AHP) and the grey comprehensive evaluation method.Fourthly, taking Yinchuan Huanquan 220kV transmission and transformation project as an example, the model verification is carried out, and the maturity level and weak link of project management in Yinchuan Power supply Company are obtained, and the effective improvement measures are put forward.Finally, the paper is summarized and prospected.
