【摘要】：承建方是信息系統(tǒng)工程開發(fā)的執(zhí)行者和主要責(zé)任人,信息系統(tǒng)工程的成敗與承建方的開發(fā)實(shí)力和管理水平直接相關(guān),加強(qiáng)對(duì)承建方資格的審查對(duì)改善我國信息系統(tǒng)工程實(shí)施中存在的問題具有重要作用。針對(duì)信息系統(tǒng)工程的特性和我國信息系統(tǒng)工程開發(fā)現(xiàn)狀,分析歸屬承建方的問題所在,并基于現(xiàn)有的招投標(biāo)和政府采購等相關(guān)法規(guī)和條例,就對(duì)信息系統(tǒng)工程承建方資格甄選的必須滿足的基本條件和參考執(zhí)行的補(bǔ)充條件進(jìn)行探討。
[Abstract]:The contractor is the executor and the main responsible person in the development of the information system project. The success or failure of the information system project is directly related to the development strength and management level of the contractor.Strengthening the examination of the contractor's qualification plays an important role in improving the problems existing in the implementation of information systems engineering in China.In view of the characteristics of information systems engineering and the current situation of information systems engineering development in China, the problems that belong to the contractor are analyzed, and based on the existing relevant laws and regulations, such as bidding and government procurement,This paper probes into the basic conditions which must be satisfied and the supplementary conditions of reference execution for the qualification selection of the contractors of the information systems engineering.
