【摘要】：油田物資采購效能監(jiān)察作為企業(yè)效能監(jiān)察工作的一個(gè)重要方面,從企業(yè)管理的角度看,一方面物資采購效能監(jiān)察是企業(yè)監(jiān)察職能的重要體現(xiàn),對(duì)物資采購業(yè)務(wù)完善管理、糾錯(cuò)補(bǔ)漏、降低損耗、節(jié)約開支、增加效益、完善內(nèi)控等方面起著積極的作用,避免或減少物資采購工作中失職、瀆職等違紀(jì)行為,物資采購效能監(jiān)察是強(qiáng)化監(jiān)督、堵塞漏洞、改善管理的重要手段和有效途徑;另一方面物資采購效能監(jiān)察項(xiàng)目管理的規(guī)范化可提高效能監(jiān)察工作的效率和質(zhì)量,更有效的發(fā)揮效能監(jiān)察工作成果的作用,為強(qiáng)化效能監(jiān)察工作的管理起到拋磚引玉的作用。在上述兩種情形下,油田物資采購效能監(jiān)察項(xiàng)目管理規(guī)范化體系和措施研究是一個(gè)值得認(rèn)真研究的課題。本文以大慶油田物資采購效能監(jiān)察項(xiàng)目管理的規(guī)范化作為研究對(duì)象,采用了比較分析、實(shí)地調(diào)查、規(guī)范研究、實(shí)證分析、定量與定性分析等方法開展研究。主要的研究?jī)?nèi)容包括四部分:一是介紹國內(nèi)外油田物資采購效能監(jiān)察項(xiàng)目規(guī)范化管理的研究成果、研究思路以及未來發(fā)展趨勢(shì);二是闡述油田物資采購效能監(jiān)察項(xiàng)目規(guī)范化管理的基本理論,從規(guī)范化管理的概念、原則等角度進(jìn)行了介紹;三是在介紹油田物資采購效能監(jiān)察項(xiàng)目的特點(diǎn)和問題的基礎(chǔ)上,對(duì)油田物資采購效能監(jiān)察項(xiàng)目管理規(guī)范化工作的現(xiàn)狀和問題進(jìn)行深入分析,為油田效能監(jiān)察規(guī)范化管理體系的建立和措施完善提供有力的依據(jù);四是針對(duì)油田物資采購效能監(jiān)察項(xiàng)目規(guī)范化管理面臨的形勢(shì)和任務(wù),提出具體應(yīng)對(duì)體系和解決辦法,并結(jié)合大慶油田實(shí)際案例,進(jìn)一步分析油田物資采購效能監(jiān)察項(xiàng)目規(guī)范化管理措施在實(shí)際工作中的具體應(yīng)用。
[Abstract]:As an important aspect of enterprise efficiency supervision, oil field material procurement efficiency supervision is an important embodiment of enterprise supervision function from the point of view of enterprise management.Error-correcting, reducing wastage, saving expenses, increasing efficiency and perfecting internal control play an active role in avoiding or reducing dereliction of duty and dereliction of duty in the procurement of goods and materials, and strengthening supervision and plugging loopholes in the supervision of material procurement effectiveness.On the other hand, the standardization of project management of material procurement efficiency supervision can improve the efficiency and quality of the efficiency supervision work, and play the role of the results of the efficiency supervision work more effectively.In order to strengthen the effectiveness of the management of supervision play a role.In the above two cases, the research on the standardized management system and measures of oil field material procurement efficiency supervision project is a subject worthy of serious study.This paper takes the standardization of the project management of material procurement efficiency supervision in Daqing Oilfield as the research object, and adopts the methods of comparative analysis, field investigation, normative research, empirical analysis, quantitative and qualitative analysis and so on.The main research contents include four parts: first, introduce the research results, research ideas and future development trend of the standardization management of the oil field material procurement efficiency supervision project at home and abroad;The second is to explain the basic theory of standardized management of oil field material procurement efficiency supervision project, to introduce the concept and principle of standardized management, and the third is to introduce the characteristics and problems of oil field material procurement efficiency supervision project.The present situation and problems of the project management standardization of oil field material procurement efficiency supervision are analyzed in depth to provide a strong basis for the establishment of the standardized management system and the improvement of the measures for oil field efficiency monitoring.Fourth, in view of the situation and tasks faced by the standardized management of the oil field material procurement effectiveness monitoring project, the specific response system and solution are put forward, and combined with the actual case of Daqing Oilfield,This paper further analyzes the concrete application of the standardized management measures of the oil field material purchasing efficiency supervision project in the actual work.
