【摘要】：高�；椖砍司哂幸话憬ㄔO(shè)項目的特性之外,還存在涉及面廣、綜合性強(qiáng)、建設(shè)過程中存在不可預(yù)見的因素多等特點,因此任何風(fēng)險都有可能會影響它的順利開展。雖然風(fēng)險管理在我國已經(jīng)存在了20年,但是與國外相比我國還處于初級階段,在國內(nèi)的運用也僅限于建筑業(yè)極少數(shù)領(lǐng)域,針對高校新校區(qū)基建項目的風(fēng)險管理研究則更加少見。自改革開放以來,由于經(jīng)濟(jì)條件的不斷改善,使得人們在滿足自身基本需求的基礎(chǔ)上,希望可以受到更高的教育。同時我國學(xué)校近年來不斷擴(kuò)招,高校也為了擴(kuò)大規(guī)模開始建設(shè)新校區(qū),但由于新校區(qū)基建項目的特殊狀況,它不僅要求保證項目質(zhì)量安全而且還需要兼顧施工進(jìn)度。此外現(xiàn)在人們較少關(guān)注此類項目,而且沒有成熟的技術(shù)支撐。基于以上原因,此類項目的風(fēng)險系數(shù)遠(yuǎn)大于一般項目。因此,將風(fēng)險管理理論與高校新校區(qū)基建項目相結(jié)合,不僅可以有效保證建設(shè)項目的順利進(jìn)行,而且能夠促進(jìn)我國高等教育事業(yè)向更輝煌的階段進(jìn)發(fā)。綜上,本文通過對Z高校新校區(qū)基建項目進(jìn)行了探討,引入理論對其風(fēng)險進(jìn)行分析。首先,本文敘述了項目風(fēng)險管理的近況及問題,通過學(xué)習(xí)項目風(fēng)險管理部分理論知識以及與該理論相呼應(yīng)的項目生命周期理論,在此基礎(chǔ)上詳細(xì)論述了高校新校區(qū)基建項目的所具有的特點、可能導(dǎo)致風(fēng)險的因素、現(xiàn)階段存在的普遍問題等內(nèi)容;其次,本文將理論結(jié)合到Z高校新校區(qū)基建項目中,先表述了Z高校的實際狀況,立足于基建項目生命周期理論,對每個階段的可能存在的風(fēng)險皆做了不同程度的分析。最后,本文從所有分析方法中選擇了層次分析法(AHP),運用其特殊的兩兩比較的方式對實際項目風(fēng)險進(jìn)行了系統(tǒng)性識別及分析,并根據(jù)所得出的結(jié)果梳理了有效的應(yīng)對措施。本文不僅從風(fēng)險項目的四大層次逐個分析了Z高校新校區(qū)基建項目,而且通過層次分析法與生命周期理論相結(jié)合的形式為風(fēng)險項目研究做到了內(nèi)容的補(bǔ)充。所以本文不但能夠為高校基建項目風(fēng)險管理發(fā)展起到拋磚引玉的作用,還可豐富風(fēng)險管理的研究文獻(xiàn),推廣風(fēng)險管理在工程項目中的應(yīng)用,為其他高�；椖抗芾硖峁┯袃r值的參考。
[Abstract]:In addition to the characteristics of general construction projects, capital construction projects in colleges and universities also have the characteristics of wide coverage, strong comprehensiveness, and many unforeseen factors in the construction process. Therefore, any risk may affect its smooth development. Although risk management has existed in China for 20 years, compared with foreign countries, our country is still in its infancy, and its application in China is limited to a few fields in the construction industry. Since the reform and opening up, because of the continuous improvement of economic conditions, people are meeting their basic needs on the basis of. I hope to receive higher education. At the same time, Chinese schools have been expanding their enrollment in recent years, and colleges and universities have begun to build new campuses in order to expand their scale. However, due to the special conditions of the new campus infrastructure projects, It requires not only the quality and safety of the project, but also the progress of the construction. In addition, there is less attention to such projects nowadays, and there is no mature technical support. The risk coefficient of this kind of project is much higher than that of the general project. Therefore, combining the risk management theory with the new campus capital construction project in colleges and universities can not only ensure the smooth progress of the construction project, And it can promote the development of higher education in our country to a more brilliant stage. In summary, this paper discusses the new campus infrastructure project of Z university, and introduces the theory to analyze its risk. This paper describes the recent situation and problems of project risk management. By studying some theoretical knowledge of project risk management and the theory of project life cycle echoing the theory, On this basis, the paper discusses in detail the characteristics of the new campus infrastructure project, the possible risk factors, the common problems existing at the present stage, and so on. Secondly, this paper combines the theory into the new campus infrastructure project of Z university. This paper first describes the actual situation of Z university, based on the life cycle theory of infrastructure projects, and analyzes the possible risks in each stage to varying degrees. Finally, In this paper, the analytic hierarchy process (AHP) is selected from all the analytical methods, and the systematic identification and analysis of the actual project risk is carried out by using its special pairwise comparison method. According to the results, this paper not only analyzes the new campus infrastructure projects of Z university from the four levels of risk projects, but also analyzes the effective countermeasures. Moreover, through the combination of AHP and life cycle theory, the content of risk project research is supplemented. Therefore, this paper can not only serve as a source of inspiration for the development of risk management of infrastructure projects in colleges and universities, but also in the form of life cycle theory. It can also enrich the research literature of risk management, popularize the application of risk management in engineering projects, and provide valuable reference for the management of capital construction projects in other colleges and universities.
