【摘要】：自主創(chuàng)新是國家和地區(qū)科技創(chuàng)新發(fā)展的中心和核心環(huán)節(jié),是統(tǒng)領(lǐng)一個(gè)國家和地區(qū)未來科技創(chuàng)新發(fā)展的戰(zhàn)略主線,科技計(jì)劃項(xiàng)目(為方便表述,在文中有時(shí)簡稱為項(xiàng)目)作為科技創(chuàng)新活動(dòng)的重要載體,在促進(jìn)國家和地區(qū)的科技進(jìn)步、經(jīng)濟(jì)發(fā)展具有不可忽視的作用。科技計(jì)劃項(xiàng)目管理的成效對(duì)科技計(jì)劃行政管理部門、項(xiàng)目承擔(dān)單位及相關(guān)的服務(wù)機(jī)構(gòu)都起著十分重要的作用,建立科學(xué)高效的科技計(jì)劃項(xiàng)目管理體系勢在必行,因此對(duì)科技計(jì)劃項(xiàng)目管理進(jìn)行研究具有十分重要的意義。進(jìn)入二十一世紀(jì)以來,在經(jīng)濟(jì)全球化和一體化趨勢下,各個(gè)國家和地區(qū)的競爭形勢也發(fā)生了變化,對(duì)科技創(chuàng)新也要素差異化轉(zhuǎn)變?yōu)榄h(huán)境優(yōu)質(zhì)化的競爭。因此,在繼續(xù)營造良好國際化創(chuàng)新環(huán)境的同時(shí),必須更加積極提高科技計(jì)劃項(xiàng)目的管理水平,吸引包括人才在內(nèi)的各類創(chuàng)新資源要素是每個(gè)科技及城市管理者需要思考的問題。毫無疑問,本文是在前人工作的基礎(chǔ)上,探索適合GZ科技計(jì)劃項(xiàng)目管理的問題當(dāng)前研究這一問題的專家學(xué)者很多,有的比較理論、有的比較宏觀,對(duì)一個(gè)地級(jí)市結(jié)合實(shí)際情況來研究的較少,且研究的角度不同,結(jié)論也有所差別。本文按照:“評(píng)估對(duì)象分析→評(píng)估方法的選擇→評(píng)估指標(biāo)體系確定→模型的建立→評(píng)估結(jié)果分析→提出相關(guān)對(duì)策”的技術(shù)路線,從科技共同體的視角,在指標(biāo)體系中加入科技共體作用的因素,在確定指標(biāo)體系的過程中,也有一定科技共同體專家的體現(xiàn),以期得到更符合實(shí)際的結(jié)論。除模型評(píng)估外,本研究還采取實(shí)際走訪的方式,調(diào)研了相關(guān)的科技工作,從兩者相結(jié)合的基礎(chǔ)出發(fā),以期找出GZ科技計(jì)劃項(xiàng)目管理中存在的問題,并有針對(duì)性的提出對(duì)策建議。在指標(biāo)體系的設(shè)計(jì)過程中,先設(shè)計(jì)了一個(gè)初步的體系,再征求高校、研究機(jī)構(gòu)、服務(wù)機(jī)構(gòu)、相關(guān)協(xié)會(huì)以及承擔(dān)單位中的專家、實(shí)際科技計(jì)劃項(xiàng)目組成員的意見,形成一個(gè)較成熟和意見較統(tǒng)一的指標(biāo)體系。再采用德爾菲法確定相應(yīng)指標(biāo)的權(quán)重,以及非定量指標(biāo)的打分等量化工作,在此基礎(chǔ)上應(yīng)用綜合模糊評(píng)價(jià)的方法,結(jié)果定量指標(biāo),計(jì)算評(píng)估結(jié)果。以此分析GZ科技計(jì)劃項(xiàng)目管理中存的不足,并提出相關(guān)的對(duì)策。本文形成過程中問卷調(diào)查和言談的對(duì)象包括:高校、科研機(jī)構(gòu)、服務(wù)機(jī)構(gòu)、協(xié)會(huì)、項(xiàng)目承擔(dān)、孵化器、科技園區(qū)以及創(chuàng)新聯(lián)盟等。采用定量數(shù)據(jù)以2013年正式公布的數(shù)據(jù)為準(zhǔn),定性數(shù)據(jù)以本次問卷調(diào)研的結(jié)果為基礎(chǔ)進(jìn)行處理。指標(biāo)體系的確定共咨詢了20位專家學(xué)者、企業(yè)管理人員的意見,權(quán)重確定發(fā)放調(diào)查表50份,收回41份,確定有效的36份,有效回收率72%。打分表20份,現(xiàn)場調(diào)研20份,全部收回。本文在充分學(xué)習(xí)前人研究成果的基礎(chǔ)上,采用文獻(xiàn)分析法、社會(huì)調(diào)查法、比較分析法、層次分析法以及理論分析與實(shí)證分析相結(jié)合的方法,以層次分析法和模糊綜合評(píng)價(jià)法為主,以2013年數(shù)據(jù)為準(zhǔn),從科技共同體角度對(duì)科技管理存在的問題進(jìn)行研究,并提出相應(yīng)的對(duì)策措施,為相關(guān)人員提供參考。從科技創(chuàng)新活動(dòng)本身,以及本文研究結(jié)果來看,科學(xué)共同體總是參與科技創(chuàng)新、知識(shí)傳播、改造世界的工作,其用也是突出和顯著的,理應(yīng)成為科技計(jì)劃項(xiàng)目管理評(píng)估活動(dòng)的重要力量,同樣共同體內(nèi)的專家學(xué)者參與科技評(píng)估,其作用也會(huì)反作用于科學(xué)共同體,科技共同體、科技工作者、科技管理部門、科技計(jì)劃項(xiàng)目承擔(dān)單位之間有著天然的,不可分割的聯(lián)系。因此,從科學(xué)共同體的視角考察科技計(jì)劃項(xiàng)目管理的評(píng)估,對(duì)做到真正的“公平公正、科學(xué)合理”,推動(dòng)科學(xué)事業(yè)健康發(fā)展有一定的作用。
