【摘要】:在科技進(jìn)步的條件下,企業(yè)采用先進(jìn)的新技術(shù)、新工藝和新設(shè)備對(duì)現(xiàn)有的設(shè)施、生產(chǎn)工藝環(huán)境以及輔助設(shè)施進(jìn)行技術(shù)改造,實(shí)現(xiàn)擴(kuò)大再生產(chǎn)、增加新品種、減少資源浪費(fèi)、降低原材料消費(fèi),提高勞動(dòng)生產(chǎn)效率帶來個(gè)更高的經(jīng)濟(jì)收益。實(shí)踐證明,用先進(jìn)適用的技術(shù)改造傳統(tǒng)生產(chǎn)線,有利于改變企業(yè)增長(zhǎng)方式、在競(jìng)爭(zhēng)中占據(jù)更有利地位。生產(chǎn)線技術(shù)改造項(xiàng)目是一項(xiàng)投資大、風(fēng)險(xiǎn)性高的系統(tǒng)工程項(xiàng)目,在項(xiàng)目全周期存在各種不確定性風(fēng)險(xiǎn)因素,傳統(tǒng)的管理方法已不能滿足對(duì)風(fēng)險(xiǎn)因素的控制,必須利用科學(xué)的風(fēng)險(xiǎn)分析手段,建立風(fēng)險(xiǎn)管理體制對(duì)其采取控制措施。風(fēng)險(xiǎn)管理成為企業(yè)生產(chǎn)線改造項(xiàng)目管理過程中重要的一環(huán)。聚羧酸系高性能減水劑是最新一代高性能減水劑,技術(shù)工藝獨(dú)創(chuàng),總體性能高效,在各種強(qiáng)度的商用混凝土及其前期構(gòu)件物的生產(chǎn)中被認(rèn)為是滿意的外加劑。被廣泛用于工業(yè)生產(chǎn)廠房與居民住房、政府基礎(chǔ)建設(shè)工程、流水渠和電力工程、道路基建與橋梁建設(shè)、軌道交通等領(lǐng)域。LJ公司為了加快公司在城市建筑和基礎(chǔ)建設(shè)領(lǐng)域的發(fā)展,將聚羧酸系高性能減水劑產(chǎn)品生產(chǎn)專業(yè)化、規(guī)范化和規(guī);,提出對(duì)該生產(chǎn)控制過程自動(dòng)化改造,為了有效控制工控改造項(xiàng)目過程中的風(fēng)險(xiǎn),避免或降低風(fēng)險(xiǎn)帶來的影響,生產(chǎn)線工控改造項(xiàng)目的風(fēng)險(xiǎn)管理被放在重要位置。本文主要研究風(fēng)險(xiǎn)管理方法在生產(chǎn)線工控改造中的應(yīng)用。結(jié)合具體案例和工控改造項(xiàng)目風(fēng)險(xiǎn)管理的有關(guān)理論,對(duì)聚羧酸生產(chǎn)線工控改造項(xiàng)目進(jìn)行風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估和風(fēng)險(xiǎn)應(yīng)對(duì),提出項(xiàng)目風(fēng)險(xiǎn)控制方案。首先,在實(shí)施過程、項(xiàng)目組織和職責(zé)方面建立科學(xué)的風(fēng)險(xiǎn)管理體系,通過德爾菲風(fēng)險(xiǎn)識(shí)別方法和流程,在項(xiàng)目組織、設(shè)備系統(tǒng)和技術(shù)風(fēng)險(xiǎn)三個(gè)方面和10個(gè)指標(biāo)上確定項(xiàng)目風(fēng)險(xiǎn)點(diǎn);然后,利用風(fēng)險(xiǎn)評(píng)價(jià)體系確定風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo),確定設(shè)備系統(tǒng)風(fēng)險(xiǎn)屬于A類高風(fēng)險(xiǎn),技術(shù)風(fēng)險(xiǎn)作為B類中級(jí)風(fēng)險(xiǎn),項(xiàng)目組織風(fēng)險(xiǎn)屬于C類中級(jí)風(fēng)險(xiǎn),確定分級(jí)風(fēng)險(xiǎn)管理手段;最后,結(jié)合項(xiàng)目進(jìn)度,形成項(xiàng)目風(fēng)險(xiǎn)定期討論討論制度,對(duì)關(guān)鍵風(fēng)險(xiǎn)因素制定應(yīng)對(duì)措施,采用風(fēng)險(xiǎn)回避、緩解、轉(zhuǎn)移和自留等措施分別應(yīng)對(duì)各類風(fēng)險(xiǎn),強(qiáng)調(diào)科學(xué)籌劃降低技術(shù)風(fēng)險(xiǎn)、統(tǒng)籌協(xié)調(diào)做好施工管理、組織配置提高組織效率。本文結(jié)合具體項(xiàng)目實(shí)際情況進(jìn)行項(xiàng)目風(fēng)險(xiǎn)管理研究有以下兩個(gè)方面的意義:一方面,較為系統(tǒng)地進(jìn)行項(xiàng)目風(fēng)險(xiǎn)管理,確保工控改造項(xiàng)目能夠順利進(jìn)行,使該生產(chǎn)線產(chǎn)出品的質(zhì)量達(dá)到標(biāo)準(zhǔn)要求,性能穩(wěn)定。另一方面,通過該改造項(xiàng)目風(fēng)險(xiǎn)管理經(jīng)驗(yàn),建立該類技改項(xiàng)目的風(fēng)險(xiǎn)管理應(yīng)對(duì)方法,提高以后工控批量改造的項(xiàng)目風(fēng)險(xiǎn)管理水平。
[Abstract]:Under the conditions of scientific and technological progress, enterprises adopt advanced new technologies, new processes and new equipment to carry out technical transformation of existing facilities, production process environment and auxiliary facilities, so as to expand reproduction, increase new varieties, and reduce waste of resources.Reduce the consumption of raw materials, improve the efficiency of labor production to bring a higher economic benefits.It is proved by practice that the transformation of traditional production line with advanced and applicable technology is beneficial to changing the growth mode of enterprises and occupying a more favorable position in competition.The technical transformation project of production line is a system engineering project with large investment and high risk. There are various uncertain risk factors in the whole period of the project. The traditional management method can no longer satisfy the control of the risk factors.It is necessary to establish a risk management system to control it by means of scientific risk analysis.Risk management has become an important link in the process of enterprise line transformation project management.Polycarboxylic acid series high performance water reducing agent is the latest generation of high performance water reducing agent. It is considered to be a satisfactory additive in the production of commercial concrete with various strength and its components.The production of polycarboxylic acid series high performance water reducer is specialized, standardized and large-scale, and the automation transformation of the production control process is put forward, in order to effectively control the risks in the process of industrial control transformation, and to avoid or reduce the impact of risks.The risk management of the production line industrial control transformation project is placed in the important position.This paper mainly studies the application of risk management method in industrial control transformation of production line.Combined with specific cases and relevant theories of risk management of industrial control and transformation project, the project risk identification, risk assessment and risk response are carried out. The project risk control scheme is put forward.First of all, in the implementation process, project organization and responsibility to establish a scientific risk management system, through Delphi risk identification method and process, in the project organization,The project risk point is determined from three aspects of equipment system and technology risk and 10 indexes. Then, the risk evaluation index is determined by risk evaluation system, and the equipment system risk is classified as A high risk, and technology risk is regarded as B intermediate risk.The risk of project organization belongs to the intermediate risk of class C and determines the means of risk management. Finally, combining with the progress of the project, the project risk is discussed regularly, and the countermeasures for key risk factors are formulated, and the risk avoidance and mitigation are adopted.The measures such as transfer and retention should deal with all kinds of risks, emphasize scientific planning and reduce technical risks, coordinate construction management, and improve organizational efficiency.The research of project risk management in this paper has the following two meanings: on the one hand, the project risk management is carried out systematically to ensure that the project of industrial control and transformation can be carried out smoothly.The quality of the output products of the production line meets the standard requirements and the performance is stable.On the other hand, through the risk management experience of the transformation project, the risk management response method of this kind of technical transformation project is established to improve the project risk management level of the industrial control batch transformation in the future.
