【摘要】：近年來(lái),隨著國(guó)際工程承包市場(chǎng)的發(fā)展,模式作為工程總承包的一種形式已在國(guó)際上得到了廣泛的應(yīng)用,工程總承包模式的推廣力度不斷加大,應(yīng)用領(lǐng)域和規(guī)模日益擴(kuò)大,在污水處理領(lǐng)域發(fā)展前景十分廣闊。目前在國(guó)內(nèi)的總承包項(xiàng)目中該形式也得到了越來(lái)越多的應(yīng)用,受到全社會(huì)各界的關(guān)注和親睞。隨著我國(guó)污水處理行業(yè)的快速發(fā)展8采用模式建設(shè)污水處理工程的案例也逐漸增多。因此結(jié)合我國(guó)國(guó)情和污水處理行業(yè)的特點(diǎn)對(duì)采用模式建設(shè)污水處理工程進(jìn)行分析和研究具有重要的現(xiàn)實(shí)意義和應(yīng)用價(jià)值。目前我國(guó)污水處理廠(chǎng)建設(shè)呈現(xiàn)高速增長(zhǎng)的態(tài)勢(shì),但污水處理廠(chǎng)項(xiàng)目目標(biāo)管理方面的研究較少,實(shí)際應(yīng)用中目標(biāo)管理多采用粗獷型的管理模式。如何保證污水處理項(xiàng)目的建設(shè)按照既定的各項(xiàng)目標(biāo)順利建成,有待深入的研究,也正是本文探索和研究的主要問(wèn)題。本文分析了我國(guó)污水處理廠(chǎng)的建設(shè)現(xiàn)狀、以及我國(guó)工程總承包模式的發(fā)展現(xiàn)狀和趨勢(shì),闡述了工程總承包模式的內(nèi)涵、建設(shè)程序和管理模式,基于模式的管理與應(yīng)用理論8從行業(yè)應(yīng)用、市場(chǎng)發(fā)展、政策環(huán)境和合同條款應(yīng)用等方面總結(jié)和分析了模式在我國(guó)污水處理工程建設(shè)中的適用性和特點(diǎn)。分析模式運(yùn)用于污水處理建設(shè)項(xiàng)目的可行性,明確目標(biāo)管理的必要性;并對(duì)目標(biāo)管理理論做了簡(jiǎn)單的介紹�？偨Y(jié)工程總承包項(xiàng)目目標(biāo)考核的特點(diǎn),提出目標(biāo)考核指標(biāo)體系構(gòu)建的原則。在此基礎(chǔ)上深入探索指標(biāo)體系的構(gòu)建方法,并最終確定指標(biāo)考核體系。通過(guò)分析,選擇定量的方法進(jìn)行項(xiàng)目目標(biāo)考核,確立目標(biāo)考核量化的基本原則。結(jié)合工程總承包項(xiàng)目及污水處理行業(yè)項(xiàng)目的特點(diǎn),確定目標(biāo)考核的內(nèi)容,并制定基本的評(píng)價(jià)標(biāo)準(zhǔn)。構(gòu)建目標(biāo)考核模型,闡明模型的計(jì)算方法,為后續(xù)研究提供支持,奠定基礎(chǔ)。以武漢化學(xué)工業(yè)區(qū)污水處理廠(chǎng)項(xiàng)目一期一階段工程為案例展開(kāi)研究。簡(jiǎn)單介紹工程的基本情況、服務(wù)范圍與對(duì)象、建設(shè)規(guī)模及合同范圍、以及各參與方情況;深入分析工程建設(shè)的必要性,明確質(zhì)量、成本、進(jìn)度及(3等各項(xiàng)目標(biāo)。闡述了武漢項(xiàng)目工程質(zhì)量、項(xiàng)目管理、安全生產(chǎn)、資金成本、環(huán)境技術(shù)管理等目標(biāo)的基本的管理過(guò)程以及接口控制重點(diǎn);分析工程總承包項(xiàng)目目標(biāo)考核組織構(gòu)成,并嘗試構(gòu)建目標(biāo)考核體系,并針對(duì)武漢化學(xué)工業(yè)區(qū)污水處理廠(chǎng)項(xiàng)目建立模型,并提出目標(biāo)考核實(shí)施構(gòu)想�；仡櫸錆h化學(xué)工業(yè)區(qū)污水處理廠(chǎng)項(xiàng)目一期一階段工程目標(biāo)管理過(guò)程,總結(jié)目標(biāo)管理工作取得的成效;同時(shí),從中得到有益的啟示,對(duì)今后運(yùn)作總承包項(xiàng)目提供有價(jià)值的借鑒和參考。
[Abstract]:In recent years, with the development of the international project contracting market, as a form of general contracting, the mode has been widely used in the world. The prospect of development in the field of sewage treatment is very broad. At present, this form has been applied more and more in domestic general contracting projects. With the rapid development of sewage treatment industry in china, the cases of using mode to construct sewage treatment project have increased gradually. Therefore, according to the situation of our country and the characteristics of sewage treatment industry. It is of great practical significance and application value to analyze and study sewage treatment project by mode construction. At present, the construction of sewage treatment plant in our country is increasing at a high speed. However, there are few researches on the project objective management of sewage treatment plant. In the practical application, the objective management mostly adopts the rough management mode. How to ensure the construction of the sewage treatment project is built smoothly according to the established objectives, needs further study. This paper analyzes the present situation of the construction of sewage treatment plants in China, and the development status and trend of the general contracting mode in China, and expounds the connotation of the general contracting mode of the project. Construction procedures and management models, model-based management and application theory 8 from industry applications, market development, This paper summarizes and analyzes the applicability and characteristics of the model in the construction of sewage treatment projects in China from the aspects of policy environment and the application of contract terms, analyzes the feasibility of the application of the model in sewage treatment construction projects, and clarifies the necessity of objective management. It also introduces the theory of objective management, summarizes the characteristics of target assessment of general contracting project, and puts forward the principles of constructing target evaluation index system. On the basis of this, the paper explores the construction method of target system in depth. Through the analysis, the quantitative method is selected to evaluate the project objectives, and the basic principles of the quantification of the target assessment are established. The characteristics of the general contracting project and the sewage treatment industry project are combined. The content of target assessment is determined, and the basic evaluation standard is established. The objective assessment model is constructed, the calculation method of the model is clarified, and the following research is supported. To lay the foundation. Take the first stage project of Wuhan chemical industrial zone sewage treatment plant as a case study. Briefly introduce the basic situation of the project, service scope and object, construction scale and contract scope, as well as the situation of each participant; This paper analyzes the necessity of engineering construction, defines the quality, cost, schedule and other objectives of the project, and expounds the project quality, project management, safety production, capital cost, etc. The basic management process and interface control focus of environmental technology management and other objectives are analyzed, and the structure of the target assessment organization of the general contracting project is analyzed, and the target assessment system is tried to be constructed. The model of the wastewater treatment plant project in Wuhan chemical industrial zone is established, and the implementation conception of target assessment is put forward. The management process of the first phase of the wastewater treatment plant project in Wuhan chemical industrial area is reviewed, and the objective management process of the project is reviewed. At the same time, it can provide valuable reference and reference for the general contracting project in the future.
