【摘要】：我國非常重視政企部門招標(biāo)工作的公開、公平、公正,廣州地鐵總公司為加強對有關(guān)評標(biāo)專家的規(guī)范管理,建立總公司高素質(zhì)的評標(biāo)專家隊伍,提高評標(biāo)質(zhì)量,確保招標(biāo)工作的公開、公平、公正,需要建設(shè)廣州地鐵內(nèi)部評標(biāo)專家管理系統(tǒng)。本文以廣州地鐵總公司為案例,分析其在內(nèi)部專家評標(biāo)工作中出現(xiàn)的系統(tǒng)問題、審批效率低下,專家管理混亂,專家抽取不夠完善等情況。在分析整合現(xiàn)有系統(tǒng)的基礎(chǔ)上,完善現(xiàn)有的業(yè)務(wù)流程,通過利用軟件隨機抽取和通知評標(biāo)專家減少人為操作風(fēng)險,促進公司招投標(biāo)業(yè)務(wù)規(guī)范管理,增強內(nèi)部控制管理水平,形成一套新的內(nèi)部專家評標(biāo)管理系統(tǒng)。本文通過分析廣州地鐵內(nèi)部評標(biāo)專家管理系統(tǒng)的業(yè)務(wù)需求、總體設(shè)計和邏輯設(shè)計,同時采用了基于.Net技術(shù)的Kiss-U框架來搭建系統(tǒng),建成了具備專家入庫、專家出庫、項目管理、專家抽取、查詢統(tǒng)計等功能的內(nèi)部評標(biāo)專家管理系統(tǒng),全面支撐了廣州地鐵的內(nèi)部評標(biāo)業(yè)務(wù)工作。目前廣州地鐵內(nèi)部評標(biāo)專家管理系統(tǒng)已通過用戶測試,并于2014年10月開始上線試運行,試運行期間,極大提高了用戶的工作效率,并獲得了用戶的好評。
[Abstract]:Our country attaches great importance to the openness, fairness and impartiality of the bidding work of the government and enterprise departments. In order to strengthen the normative management of the relevant bid evaluation experts, Guangzhou Metro Corporation has set up a team of high-quality bid evaluation experts from the head office to improve the quality of bid evaluation. To ensure the openness, fairness and fairness of the bidding work, it is necessary to build an expert management system for the internal bid evaluation of Guangzhou Metro. This paper takes Guangzhou Metro Corporation as a case to analyze the system problems in the internal expert bid evaluation work, and the examination and approval efficiency is low. On the basis of analyzing and integrating the existing system, perfecting the existing business process, using software random selection and notification of bid evaluation experts to reduce the risk of human operation, To promote the standard management of the bidding business of the company, enhance the management level of internal control, and form a new set of internal expert bid evaluation management system. The overall design and logic design, at the same time, the Kiss-U framework based on .net technology is adopted to build the system, and an internal bid evaluation expert management system with the functions of expert input, expert exit, project management, expert extraction, query and statistics is built. It has fully supported the internal bid evaluation business of Guangzhou Metro. At present, the expert management system for the internal bid evaluation of Guangzhou Metro has passed user testing and started to run online in October 2014. During the trial run, the efficiency of the users has been greatly improved. And has obtained the user's high praise.
