【摘要】：隨著中國互聯(lián)網(wǎng)的高速發(fā)展,我國的傳統(tǒng)媒體加速向網(wǎng)絡(luò)媒體轉(zhuǎn)型。地方新聞網(wǎng)站作為中國網(wǎng)絡(luò)媒體的重要組成部分,既面臨著前所未有的發(fā)展契機(jī),也面臨著前所未有的激烈競爭和巨大考驗。作為我國網(wǎng)絡(luò)新聞事業(yè)的重要力量之一,地方新聞網(wǎng)站具有獨特的信息傳播平臺和輿論陣地作用,既是地方網(wǎng)民了解當(dāng)?shù)匦畔⒌闹匾?也是地方政府對外宣傳的主要陣地,承擔(dān)起越來越大的社會責(zé)任和公眾影響力,所以對地方新聞網(wǎng)站建設(shè)風(fēng)險管理問題開展研究相當(dāng)有必要和有價值。本文站在南寧新聞網(wǎng)的角度上,結(jié)合項目管理的相關(guān)理論,綜合運用了風(fēng)險識別、風(fēng)險評估和風(fēng)險管理對策方面的知識和方法,對南寧新聞網(wǎng)二期建設(shè)項目全過程可能面臨的風(fēng)險進(jìn)行了系統(tǒng)的較為深入的研究。本文首先介紹了國內(nèi)外對網(wǎng)絡(luò)媒體建設(shè)的研究與實踐,并對南寧新聞網(wǎng)概況、運營管理情況、存在問題和需要在二期建設(shè)項目中進(jìn)行的改進(jìn)分別進(jìn)行了詳細(xì)介紹。然后以項目管理理論為基礎(chǔ),運用頭腦風(fēng)暴法、SW0T分析法、魚刺圖分析法等風(fēng)險識別方法,對項目風(fēng)險因素進(jìn)行識別分析,總結(jié)出項目存在政治風(fēng)險、經(jīng)濟(jì)風(fēng)險、技術(shù)風(fēng)險和環(huán)境風(fēng)險的四大類型風(fēng)險和12個風(fēng)險因素,并對這些風(fēng)險因素進(jìn)行了一一分析。接著運用德爾菲法對風(fēng)險因素進(jìn)行評估,得出了四個對該項目影響較為重大的風(fēng)險因素,最后針對性地提出了應(yīng)對風(fēng)險的方法和措施。本文的研究,旨在以南寧新聞網(wǎng)二期建設(shè)項目為例提出地方新聞網(wǎng)站建設(shè)過程中有效實行風(fēng)險識別、風(fēng)險評估、風(fēng)險應(yīng)對及風(fēng)險控制管理方法,為國內(nèi)其它地方新聞網(wǎng)站建設(shè)風(fēng)險管理提供一定的理論依據(jù)和實踐指導(dǎo)。
[Abstract]:With the rapid development of the Internet in China, the traditional media of our country are speeding up the transformation to the network media. As an important part of the Chinese network media, local news websites are faced with an unprecedented opportunity for development. As one of the most important forces in our country's network news business, local news websites play a unique role in information dissemination platform and public opinion position. It is not only an important channel for local netizens to learn about local information, but also a major front for local governments to propagandize to the outside world. They assume increasing social responsibility and public influence. Therefore, it is necessary and valuable to study the risk management of local news website construction. This paper, from the point of view of Nanning News Network, combined with the relevant theory of project management, comprehensively applies risk identification. Knowledge and methodologies in risk assessment and risk management responses, This paper makes a systematic and in-depth study on the risks that may be faced in the whole process of Nanning News Network II construction project. Firstly, this paper introduces the research and practice of network media construction at home and abroad, and gives a general situation of Nanning News Network and its operation and management. The existing problems and the improvements that need to be carried out in the second phase construction project are introduced in detail. Then, based on the project management theory, the risk identification methods such as brainstorming method SW0T analysis, fish-prickly chart analysis, etc., are used. By identifying and analyzing the risk factors of the project, we conclude that there are four types of risk and 12 risk factors, including political risk, economic risk, technical risk and environmental risk. These risk factors are analyzed one by one. Then the Delphi method is used to evaluate the risk factors, and four risk factors that have a significant impact on the project are obtained. Finally, the paper puts forward the methods and measures to deal with the risks. The purpose of this paper is to put forward the risk identification and risk assessment in the construction of local news websites, taking the second phase of Nanning News Network as an example. The methods of risk management and risk control provide some theoretical basis and practical guidance for the construction risk management of other local news websites in China.
