【摘要】：隨著社會的進步,世界經(jīng)濟全球化的變革,項目管理已逐步深入到各行各業(yè),現(xiàn)代項目管理技術(shù)方法的應(yīng)用日益普及。然而,項目管理雖然可以提高單個項目的成功率,只有組織級項目管理體系的建設(shè)才能保證企業(yè)所有項目的成功。因此,企業(yè)級項目管理體系的建設(shè)是提高企業(yè)項目管理水平的重要保證。T公司是一家專門從事智能化工程設(shè)計、工程承包、系統(tǒng)集成、技術(shù)顧問、咨詢等服務(wù)的高新技術(shù)企業(yè)。公司現(xiàn)有的項目管理水平已無法滿足企業(yè)快速發(fā)展的需求。為提升公司整體的項目管理水平,本文構(gòu)建了T公司的企業(yè)級項目管理體系,包括項目管理體制、項目管理流程、項目管理平臺、項目管理績效評價體系和項目管理改進路線,并對其進行了優(yōu)化。主要內(nèi)容如下:(1)T公司項目管理組織體系的優(yōu)化:(1)將信息總監(jiān)納入總經(jīng)理辦公室,發(fā)揮首席信息官(CIO)對企業(yè)戰(zhàn)略部署的作用;(2)成立項目管理辦公室(PMO),實現(xiàn)資源的統(tǒng)一調(diào)配;(3)工程部由原來的職能層調(diào)整至項目層,由PMO對工程部進行統(tǒng)一管理,提高項目的成功率。(2)T公司項目管理流程的優(yōu)化:(1)T公司項目決策工作由總經(jīng)理辦公室調(diào)整為項目管理辦公室(PMO),下放總經(jīng)理辦公室的權(quán)力;(2)增加項目管理過程信息錄入環(huán)節(jié);(3)項目管理辦公室在項目啟動階段為企業(yè)不同項目的管理提供統(tǒng)一的規(guī)范、模版和標準;(4)項目管理辦公室協(xié)同企業(yè)決策層管理企業(yè)各類項目,集成企業(yè)以往所有項目的經(jīng)驗。(3)T公司項目管理平臺的建設(shè)。通過構(gòu)建項目管理平臺,強化企業(yè)內(nèi)部協(xié)同管理,統(tǒng)籌內(nèi)外部資源,實現(xiàn)企業(yè)信息的一體化管控。(4)T公司項目管理績效評價體系的建設(shè)。通過建立一套有效的項目管理績效評價體系,有效地對企業(yè)目前項目管理活動的情況做出判斷和衡量,為企業(yè)管理部門采取下一步行動提供參考。(5)提出T公司項目管理改進路線,通過制定項目管理改進的近期、中期、遠期目標,控制改進過程,逐步實現(xiàn)企業(yè)戰(zhàn)略目標。最后,總結(jié)了T公司企業(yè)級項目管理體系建設(shè)過程中的難點和重點;提出T公司項目管理體系建設(shè)的推進策略和支撐措施。
[Abstract]:With the progress of society and the change of the world economy, project management has gradually penetrated into all kinds of industries, and the application of modern project management technology is becoming more and more popular. However, project management can improve the success rate of single project. Only the construction of the project management system at the organizational level can guarantee the success of all the projects in the enterprise. Therefore, the construction of the project management system at the enterprise level is an important guarantee to improve the level of project management in the enterprise. Project contracting, system integration, technical consultant, consulting and other high-tech enterprises. The company's existing project management level can no longer meet the needs of the rapid development of enterprises. In order to improve the company's overall project management level, This paper constructs the enterprise project management system of T Company, including project management system, project management process, project management platform, project management performance evaluation system and project management improvement route. And it was optimized. The main contents are as follows: the optimization of the project management organizational system of the company: 1 / 1) bringing the Chief Information Officer into the General Manager's Office. Give full play to the role of CIO (CIO) in the strategic deployment of enterprises; (2) set up the Project Management Office (PMO) to realize the unified allocation of resources; (3) the Engineering Department will be adjusted from the original functional level to the Project layer, and the Engineering Department shall be uniformly managed by the PMO. Improve the success rate of the project. Optimize the project management process of the company. Optimize the project decision making work of the company from the General Manager's Office to the Project Management Office, and delegate the authority of the General Manager's Office to increase the information record of the project management process. The project management office provides a unified standard for the management of different projects in the project start-up stage. The project management office, in collaboration with the enterprise decision-making level, manages all kinds of enterprise projects and integrates the experience of all previous projects in the construction of the project management platform of the company. Through the construction of the project management platform, the cooperative management within the enterprise is strengthened. In order to realize the construction of project management performance evaluation system of integrated management and control of enterprise information, an effective project management performance evaluation system is established. To effectively judge and measure the current project management activities of the enterprise, to provide reference for the next step of the enterprise management department, to put forward the project management improvement route of T Company, through the formulation of the project management improvement in the near and medium term, In the end, the paper summarizes the difficulties and key points in the construction of enterprise project management system of T Company, and puts forward the strategies and supporting measures for the construction of project management system of T Company.
