【摘要】：隨著我國軍事現(xiàn)代化建設(shè)的不斷向前推進(jìn),軍隊在營房工程建設(shè)的投資也大大加強(qiáng)。傳統(tǒng)的項目管理模式難以較好地完成當(dāng)前的建設(shè)任務(wù),制約著營房工程建設(shè)的發(fā)展。因此,有必要分析當(dāng)前營房工程建設(shè)管理過程中存在的問題,研究提高營房工程建設(shè)管理水平的新型項目管理模式。本文從模式設(shè)計、模式運(yùn)行支持系統(tǒng)構(gòu)建(含采購集中管理、人員集中管理、信息集中管理三部分)兩方面進(jìn)行營房工程集中統(tǒng)管模式研究。文章借鑒國內(nèi)外相關(guān)研究理論,運(yùn)用文獻(xiàn)分析、問卷調(diào)查、面對面訪談、模型構(gòu)建、實證分析等方法開展了如下研究：首先,在參考國內(nèi)外項目管理模式相關(guān)研究的基礎(chǔ)上,結(jié)合營房工程特點及建設(shè)管理要求,全面分析了總參現(xiàn)行項目管理模式存在的問題,提出了集中統(tǒng)管模式的內(nèi)涵和總體運(yùn)作,并從組織構(gòu)建、責(zé)權(quán)利分配、工作流程等幾個方面對集中統(tǒng)管模式進(jìn)行了具體設(shè)計。其次,鑒于模式運(yùn)作需要,構(gòu)建模式運(yùn)行支持系統(tǒng)支撐模式的實施。采購集中管理支持系統(tǒng)：劃定了集中采購范圍、設(shè)立了管理原則與職責(zé)分工,并對集中采購流程進(jìn)行了設(shè)計；人員集中管理支持系統(tǒng)：設(shè)計了人員集中調(diào)配機(jī)制,構(gòu)建了建設(shè)單位人員項目管理能力評價指標(biāo)體系和ANP-FCE模型；信息集中管理支持系統(tǒng)：建立了信息管理平臺,并對通用標(biāo)準(zhǔn)庫、人才信息庫、優(yōu)秀企業(yè)庫進(jìn)行了構(gòu)建。最后,通過實證分析,驗證了集中統(tǒng)管模式及其運(yùn)行支持系統(tǒng)的可行性,并提出了集中統(tǒng)管模式推廣應(yīng)用的適用范圍及注意事項。
[Abstract]:With the development of military modernization in our country, the investment in barracks construction has been greatly strengthened. The traditional project management mode is difficult to complete the current construction tasks and restricts the development of barracks construction. It is necessary to analyze the problems existing in the current management process of barracks project construction, and to study a new project management model to improve the management level of barracks engineering construction. Personnel centralized management, information centralized management of three parts) two aspects of the barracks project centralized management model research. The article draws lessons from domestic and foreign related research theory, using literature analysis, questionnaire investigation, face to face interview, model construction, The empirical analysis and other methods have carried out the following research: firstly, on the basis of reference to the related research of project management model at home and abroad, combined with the characteristics of barracks engineering and the requirements of construction management, this paper comprehensively analyzes the problems existing in the current project management model of the General staff member. This paper puts forward the connotation and overall operation of the centralized management model, and designs the centralized management mode from the aspects of organization construction, responsibility and right distribution, work flow and so on. Secondly, in view of the mode operation needs, Construction mode operation support system support mode implementation. Procurement centralized management support system: delimit the scope of centralized procurement, set up the management principles and responsibilities, and the centralized procurement process design; The personnel centralized management support system: designed the personnel centralized deployment mechanism, constructed the personnel project management ability evaluation index system and the ANP-FCE model of the construction unit, the information centralized management support system: established the information management platform, Finally, through the empirical analysis, it verifies the feasibility of centralized management mode and its running support system. The scope of application of centralized management mode and the matters needing attention are put forward.
