【摘要】：項(xiàng)目管理理論發(fā)源于二戰(zhàn)時(shí)期的美國(guó),迄今已有近百年的歷史,并且大量的事實(shí)證明,項(xiàng)目管理的應(yīng)用水平和經(jīng)濟(jì)發(fā)展程度息息相關(guān)。自項(xiàng)目管理引入我國(guó),就得到了廣泛的重視和應(yīng)用,在一些項(xiàng)目驅(qū)動(dòng)型企業(yè)中,項(xiàng)目管理的實(shí)施在很大程度上促進(jìn)了企業(yè)的發(fā)展,給企業(yè)帶來(lái)了可觀的經(jīng)濟(jì)效益和社會(huì)效益。第三方檢測(cè)機(jī)構(gòu)作為國(guó)際貿(mào)易壁壘的產(chǎn)物,在我國(guó)的數(shù)量在中國(guó)加入世界貿(mào)易組織后實(shí)現(xiàn)了井噴式的增長(zhǎng),目前已經(jīng)形成相當(dāng)?shù)囊?guī)模,市場(chǎng)進(jìn)入快速成長(zhǎng)期。山東XX檢測(cè)評(píng)價(jià)技術(shù)服務(wù)有限公司是山東省內(nèi)成立較早的第三方檢測(cè)機(jī)構(gòu),自2012年起開(kāi)始在全公司范圍內(nèi)推廣項(xiàng)目管理,以期通過(guò)創(chuàng)新管理方式來(lái)拉動(dòng)業(yè)務(wù)工作上水平。通過(guò)近三年的應(yīng)用實(shí)踐,項(xiàng)目管理確實(shí)在很大程度上使山東XX的各項(xiàng)工作更加規(guī)范,運(yùn)作更加順暢,員工精神面貌煥然一新。但不可忽視的是,作為非項(xiàng)目驅(qū)動(dòng)型企業(yè),山東XX在應(yīng)用項(xiàng)目管理的過(guò)程中,存在生搬硬套、項(xiàng)目管理和日常工作“兩張皮”的問(wèn)題。因此如何根據(jù)企業(yè)現(xiàn)實(shí),對(duì)現(xiàn)行項(xiàng)目管理模式作出相應(yīng)調(diào)整,建立具有山東XX特色的項(xiàng)目管理體系,已成為擺在山東XX面前必須要解決的首要問(wèn)題。本文對(duì)項(xiàng)目管理的相關(guān)概念、演變過(guò)程以及項(xiàng)目管理理論體系做了介紹,通過(guò)職業(yè)病危害評(píng)價(jià)的案例闡述了項(xiàng)目管理應(yīng)用于業(yè)務(wù)工作的具體構(gòu)建,指出在山東XX公司范圍內(nèi)的每項(xiàng)工作都可以納入項(xiàng)目管理的范疇,并且通過(guò)項(xiàng)目管理的順利實(shí)施,可以使工作的水平得到極大的提高,但所有這一切的實(shí)現(xiàn)皆是以建立科學(xué)、客觀、操作性強(qiáng)的項(xiàng)目管理體系為前提。通過(guò)對(duì)項(xiàng)目管理應(yīng)用于山東XX的現(xiàn)狀分析,指出山東XX在項(xiàng)目管理實(shí)踐應(yīng)用方面存在的問(wèn)題及原因,并就如何提升應(yīng)用水平提出了對(duì)策和建議,就如何優(yōu)化項(xiàng)目管理流程做了嘗試。本文討論的主要案例是職業(yè)病危害評(píng)價(jià)項(xiàng)目,因?yàn)槁殬I(yè)病危害評(píng)價(jià)具有較大的社會(huì)影響,并且涉及的主體是多方面的,該項(xiàng)目管理應(yīng)用的具體構(gòu)建,不僅可以成為檢測(cè)企業(yè)謀求更大利潤(rùn)的有效手段,對(duì)政府相關(guān)行政部門對(duì)建設(shè)項(xiàng)目單位實(shí)施監(jiān)管也有不可忽視的作用,希望通過(guò)本文的研究能夠?yàn)橄嚓P(guān)行業(yè)在今后的工作中提供有價(jià)值的參考。
[Abstract]:The theory of project management originated in the United States in the period of World War II and has a history of nearly 100 years, and a large number of facts have proved that the level of application of project management is closely related to the degree of economic development. In some project-driven enterprises, the implementation of project management has greatly promoted the development of enterprises. It has brought considerable economic and social benefits to enterprises. As a product of international trade barriers, third-party testing institutions have achieved blowout growth in the number of China after China's accession to the World Trade Organization. At present, the market has entered a period of rapid growth. Shandong XX Test and Evaluation Technology Service Co., Ltd. is an early third-party testing organization in Shandong Province. Since 2012, it has been promoting project management throughout the company. Through the application practice of nearly three years, project management has to a large extent made the work of XX in Shandong more standardized and smooth. The spirit of the employees has taken on a new look. However, as a non-project-driven enterprise, Shandong XX has a hard copy in the process of applying project management. Therefore, how to adjust the current project management mode and establish the project management system with the characteristics of XX in Shandong Province according to the reality of the enterprise, It has become the first problem that must be solved in the face of Shandong XX. This paper introduces the related concepts, evolution process and the theory system of project management. Through the case of occupational disease hazard evaluation, this paper expounds the concrete construction of the application of project management in business work, and points out that every work in Shandong XX Company can be brought into the scope of project management, and through the smooth implementation of project management, The level of work can be greatly improved, but all of these are based on the establishment of a scientific, objective and operational project management system. This paper points out the problems and reasons in the practical application of project management in Shandong XX, and puts forward some countermeasures and suggestions on how to improve the application level. The main case discussed in this paper is the occupational disease hazard evaluation project, because the occupational disease hazard evaluation has great social impact, and the main body involved is many aspects. The concrete construction of the project management application can not only be an effective means to detect the enterprises seeking greater profits, but also can not be ignored by the relevant administrative departments of the government to supervise the construction project units. Through this study, I hope to provide valuable reference for the related industries in the future work.
