HC項(xiàng)目采購方法與策略研究

【摘要】:自改革開放以來項(xiàng)目管理越來越受到國內(nèi)企業(yè)的重視。作為企業(yè)核心競爭力之一的采購管理,在市場經(jīng)濟(jì)快速發(fā)展,企業(yè)間的競爭越來越激烈的今天,它的重要性日益明顯。作為當(dāng)今世界發(fā)展最快產(chǎn)業(yè)之一的工業(yè)監(jiān)控產(chǎn)業(yè),重視新產(chǎn)品的開發(fā),但由于國內(nèi)工業(yè)監(jiān)控設(shè)備產(chǎn)業(yè)起步較晚,HQ公司項(xiàng)目采購管理水平與國外先進(jìn)的工業(yè)監(jiān)控設(shè)備廠家相比存在較大的差距。如果項(xiàng)目階段采購管理不規(guī)范,將為新產(chǎn)品開發(fā)項(xiàng)目帶來很多風(fēng)險(xiǎn),并且會(huì)為項(xiàng)目結(jié)束后的產(chǎn)品大批量生產(chǎn)埋下隱患。因此加強(qiáng)項(xiàng)目采購管理是必要的。而項(xiàng)目采購管理的重點(diǎn)在于項(xiàng)目計(jì)劃和設(shè)計(jì)階段對(duì)采購管理的整體設(shè)計(jì)和規(guī)劃。這一階段的采購管理活動(dòng)將為項(xiàng)目采購活動(dòng)指明工作方向,是采購工作的基礎(chǔ)。本文對(duì)HQ公司HC項(xiàng)目前期采購策略進(jìn)行研究。HC項(xiàng)目前期采購方法包括HC項(xiàng)目的自制外包分析和制定HC項(xiàng)目的供應(yīng)商選擇范圍規(guī)劃,或稱采購策略。通過HC項(xiàng)目自制外包分析找出哪些物資可以外包,哪些物資必須是自制。通過分析決策可以使HQ公司的有限資源能夠合理用于HC項(xiàng)目。通過制定HC項(xiàng)目供應(yīng)商選擇范圍規(guī)劃的研究,可以明確HC項(xiàng)目的采購方向,減少后期因意見不同給HQ公司造成不必要的資源浪費(fèi)。這兩個(gè)采購活動(dòng)可以規(guī)范HC項(xiàng)目中供應(yīng)商開發(fā)活動(dòng),減少違規(guī)操作,減小供應(yīng)商開發(fā)風(fēng)險(xiǎn),減小物料選擇風(fēng)險(xiǎn)。通過對(duì)HC項(xiàng)目計(jì)劃與設(shè)計(jì)階段的采購管理活動(dòng)的研究,找出了對(duì)HC新產(chǎn)品開發(fā)項(xiàng)目和HC項(xiàng)目后期大批量生產(chǎn)有重大影響的兩項(xiàng)采購管理活動(dòng)。對(duì)這兩項(xiàng)采購管理活動(dòng)進(jìn)行了深入分析和研究,闡述了每個(gè)活動(dòng)的內(nèi)容和方式,形成標(biāo)準(zhǔn)化的工作規(guī)范,為新產(chǎn)品開發(fā)項(xiàng)目中的采購管理活動(dòng)提供了有益的借鑒。
[Abstract]:Since the reform and opening up, project management has been paid more and more attention to by domestic enterprises. As one of the core competitiveness of enterprises, procurement management is developing rapidly in the market economy and the competition among enterprises is becoming more and more intense today. As one of the fastest-growing industries in the world today, the industrial monitoring industry attaches importance to the development of new products. However, due to the late start of domestic industrial monitoring equipment industry, there is a big gap between the level of project procurement management of HQ Company and that of foreign advanced industrial monitoring equipment manufacturers. If the procurement management in the project phase is not standardized, Will bring a lot of risks to new product development projects, Therefore, it is necessary to strengthen the project procurement management. The emphasis of the project procurement management lies in the overall design and regulation of the procurement management in the project planning and design phase. This phase of procurement management activities will provide direction for project procurement activities, It is the basis of purchasing work. In this paper, the purchasing strategy of HC project in HQ company is studied. The purchasing method of HC project includes the analysis of self-made outsourcing of HC project and the planning of supplier selection scope of HC project. Or purchasing strategy. Find out which materials can be outsourced by using a home-made outsourcing analysis of HC projects. Which materials must be self-made. The limited resources of HQ can be reasonably used in HC projects through analysis and decision. Through the study of the selection scope planning of HC suppliers, the purchasing direction of HC projects can be clearly defined. These two purchasing activities can standardize the supplier development activities in HC project, reduce the illegal operation, and reduce the risk of supplier development. Reduce the risk of material selection. Through the HC project planning and design phase of procurement management activities, Two purchasing management activities which have great influence on HC new product development project and large batch production of HC project are found out. The two purchasing management activities are deeply analyzed and studied, and the contents and methods of each activity are expounded. A standardized working standard is formed, which provides a useful reference for purchasing management activities in new product development projects.
