【摘要】:近年來,隨著我國(guó)國(guó)民經(jīng)濟(jì)迅速發(fā)展和移動(dòng)互聯(lián)網(wǎng)時(shí)代的全面到來,人們對(duì)電力的需求量日益增加,與我國(guó)電網(wǎng)基建工程質(zhì)量安全管理發(fā)展相對(duì)緩慢的基本國(guó)情相矛盾,迫切需要采用新思路和新技術(shù)實(shí)現(xiàn)基建工程安全質(zhì)量一體化的管理模式。隨著計(jì)算機(jī)軟件技術(shù)的不斷發(fā)展,信息化技術(shù)為解決上述問題提供了技術(shù)支持。我國(guó)電網(wǎng)基建工程項(xiàng)目建設(shè)主要依賴于技術(shù)管理人員的積累和經(jīng)驗(yàn),對(duì)人的依賴性很強(qiáng),沒有科學(xué)的管理和有效的傳承,尤其是基建工程的質(zhì)量管理人員不具備相應(yīng)的專業(yè)管理資質(zhì)和管理經(jīng)驗(yàn),管理方面缺乏力度,流于形式,沒有將責(zé)任制落實(shí)到位,是造成我國(guó)電網(wǎng)基建工程質(zhì)量安全管理發(fā)展相對(duì)緩慢的根本原因。因此,在基建工程項(xiàng)目管理的實(shí)際工作中,合理的結(jié)合安全質(zhì)量預(yù)案,形成新型的基于預(yù)案的質(zhì)量安全管理模式,將管理工作電子化、流程化和規(guī)范化,加強(qiáng)對(duì)業(yè)主項(xiàng)目部、施工項(xiàng)目部、監(jiān)理項(xiàng)目部在安全、質(zhì)量工作方面的管理,伴隨著相應(yīng)的規(guī)章制度、考核辦法的建立,構(gòu)建適應(yīng)堅(jiān)強(qiáng)智能電網(wǎng)建設(shè)要求的大建設(shè)體系,提高電網(wǎng)建設(shè)安全質(zhì)量和工藝水平,提升建設(shè)管理效率與效益提供保障。本課題在《國(guó)家電網(wǎng)公司“十一五”信息發(fā)展規(guī)劃》及國(guó)家電網(wǎng)公司“SG186工程”框架的指導(dǎo)下,從公司基建工程質(zhì)量、安全管理體系化、規(guī)范化發(fā)展的基本需求入手,結(jié)合天津某電力公司的信息化發(fā)展需要,將質(zhì)量、安全一體化預(yù)案內(nèi)容與天津某電力公司基建部已經(jīng)梳理完成的工程建設(shè)標(biāo)準(zhǔn)化節(jié)點(diǎn)內(nèi)容相結(jié)合,采用JAVA Web編程、SQL SERVER數(shù)據(jù)庫(kù)等技術(shù)構(gòu)建基建工程安全一體化管理信息系統(tǒng),實(shí)現(xiàn)項(xiàng)目進(jìn)度管理、檔案管理、文件管理、參建單位管理和預(yù)案管理等主要功能,將電網(wǎng)建設(shè)工程安全質(zhì)量管理形成標(biāo)準(zhǔn)化、信息化、流程化、規(guī)范化的工作模式,在提高質(zhì)量安全管理的效率和實(shí)際作用等方面具有重要意義。
[Abstract]:In recent years, with the rapid development of our national economy and comprehensive mobile Internet era, people demand for electric power is increasing, the basic situation and the development of China's power grid construction project quality and safety management is relatively slow in contradiction, there is an urgent need to achieve the integration of construction engineering safety and quality with new ideas and new technology with management. The continuous development of computer software technology, information technology provides technical support to solve the above problems. The construction of China's power grid construction project mainly depends on the technology management and the accumulation of experience, dependence on people is very strong, there is no scientific management and effective transmission, especially in construction project quality management personnel do not have the corresponding the professional management qualification and management experience, management lacks of strength, a mere formality, not in place to implement the responsibility system, is caused by the base in China Power Grid The fundamental reason of construction quality and safety management of relatively slow development.
