【摘要】：2017年我國(guó)地方政府債券發(fā)行推出了基于項(xiàng)目收益與融資自求平衡的項(xiàng)目收益?zhèn)?這是地方政府專項(xiàng)債券精細(xì)化改革過(guò)程中的一項(xiàng)探索嘗試。目前改革選取了相對(duì)成熟的土地儲(chǔ)備和收費(fèi)公路兩個(gè)項(xiàng)目作為試點(diǎn),但是試點(diǎn)擴(kuò)面仍有賴于管理制度完善。本文選取普通專項(xiàng)債券、美國(guó)市政債券和城投企業(yè)債券三個(gè)債券品種,在債券發(fā)行、監(jiān)管、預(yù)算管理等方面與現(xiàn)階段我國(guó)地方政府項(xiàng)目收益?zhèn)M(jìn)行比較,通過(guò)比較研究推動(dòng)地方政府項(xiàng)目收益?zhèn)贫冉ㄔO(shè)。本文在監(jiān)管方面提出地方政府項(xiàng)目收益?zhèn)O(jiān)管應(yīng)中央財(cái)政監(jiān)管與外部市場(chǎng)約束并重的思路,推動(dòng)不同債券品種"共管共治";在發(fā)行環(huán)節(jié)提出完善信息披露、實(shí)現(xiàn)債券信用評(píng)級(jí)客觀真實(shí);在項(xiàng)目管理方面提出應(yīng)該允許適度放寬債券存續(xù)期限限制,做實(shí)項(xiàng)目收益?zhèn)趦?nèi)部"自求平衡";在配套建設(shè)方面提出推動(dòng)項(xiàng)目收益?zhèn)袌?chǎng)化保險(xiǎn)增信體系建設(shè)。
[Abstract]:In 2017, the local government bond issued in China launched a project income bond based on the balance between project income and self-financing. This is an exploratory attempt in the process of fine-tuning the reform of local government special bonds. At present, the reform has selected two relatively mature projects, land reserves and toll roads, as pilot projects. However, the pilot expansion still depends on the improvement of the management system. This paper selects three kinds of bonds, namely, ordinary special bonds, US municipal bonds and corporate bonds, to issue and supervise bonds. Budget management and other aspects are compared with the income bonds of local government projects in China at this stage. Through the comparative study to promote the construction of the local government project income bond system, this paper puts forward the idea that the local government project income bond supervision should pay equal attention to the central financial supervision and the external market constraint in the aspect of supervision. To promote the "co-management and co-management" of different bond varieties; to improve information disclosure in the issuing link, to realize the objective and truthful credit rating of bonds; and to put forward in the project management that the limit on the duration of bonds should be appropriately relaxed. In the aspect of supporting construction, it proposes to promote the construction of market-oriented insurance and credit enhancement system of project income bonds.
