基于可拓工程的代建單位綜合評價及選擇研究

【摘要】:從十多年的實踐來看,代建制這種管理模式能適應我國國情,不僅能有效減少政府工程相關官員的腐敗,并且提高了項目管理效率。從代建制的運行機制來看,代建單位處于項目管理的核心地位,代建單位綜合實力的優(yōu)劣關乎政府投資工程的成敗,因此全國各地的政府工程都在積極地開展實施代建制,但一種成熟的項目管理模式需要長期不斷地探索和實踐,雖然代建制在我國已有十幾年的發(fā)展,其相關的機制還不甚完善,還處于初期的完善階段。就代建單位的選擇機制而言,國家層面也沒有出臺相關的法律、法規(guī)來規(guī)范代建市場,各地在選擇代建單位的時候并沒有一個標準的范本可以去參照,所以如何選擇代建單位、怎樣確定代建單位的綜合評價指標成為最近幾年研究的熱點。本文以此為切入點,構建代建單位綜合評價指標體系,運用數(shù)學模型對備選代建單位進行評價分析,為政府選擇代建單位提供參考依據(jù)。本文通過查閱各方面的資料去了解代建制的運行機制及相關理論,并通過文獻分析、專家訪談的方法去收集評價指標,旨在做到指標收集的全面性。同時訪談對象和人數(shù)的確定保證了調查范圍的權威性、合理性,對回收的調查問卷做信度和效度檢驗,并且用Ridit方法對指標進行篩選確定最終指標體系,保證了指標體系建立過程的科學性。本文選用層次分析法與變異系數(shù)法結合的組合賦權模型對指標進行權重的計算,既減少了主觀確定權重的隨意性,又減少了客觀確定權重的不靈活性。同時本文選用可拓工程中的物元分析模型對備選的代建單位進行綜合評價,計算各備選單位的綜合關聯(lián)度,比較出備選單位的優(yōu)劣順序,可作為政府選擇代建單位的參考。本文最后從完善法律、法規(guī)及市場考評、建立市場準入制度方面對代建單位選擇機制提出建議,同時論述了代建取費的重要性、政府與代建單位建立長期合作伙伴關系的可行性。
[Abstract]:From the practice of more than ten years, the management mode of agent system can adapt to the situation of our country, not only can effectively reduce the corruption of government engineering officials, but also improve the efficiency of project management. Agency construction units are at the core of project management. The quality of the comprehensive strength of agency construction units is related to the success or failure of government investment projects. Therefore, government projects all over the country are actively implementing the agent system. However, a mature project management model needs to be explored and practiced continuously for a long time. Although the agent system has been developing in China for more than ten years, the relevant mechanism is still not perfect. It is still in the early stages of perfection. As far as the selection mechanism of the construction units is concerned, there are also no relevant laws and regulations at the national level to standardize the market for the construction of agencies. There is not a standard model to be used for reference in the selection of the agencies in various localities. Therefore, how to select the agent construction unit and how to determine the comprehensive evaluation index of the agent construction unit has become a hot topic in recent years. This paper takes this as the starting point to construct the comprehensive evaluation index system of the agent construction unit. This paper uses mathematical model to evaluate and analyze the alternative agent construction units, and provides the reference for the government to select the agency construction units. This paper, through consulting various aspects of information to understand the operating mechanism and related theories of the agency system, and through literature analysis, The method of expert interview is used to collect the evaluation index in order to achieve the comprehensiveness of the index collection. At the same time, the determination of the object and the number of the interview ensures the authority and rationality of the scope of the investigation, and the reliability and validity of the collected questionnaire are tested. The Ridit method is used to screen and determine the final index system, which ensures the scientific process of establishing the index system. In this paper, a combined weighting model combining AHP and coefficient of variation method is used to calculate the weight of the index. It not only reduces the arbitrariness of subjective weight determination, but also reduces the inflexibility of objective weight determination. At the same time, this paper selects the matter-element analysis model in extension engineering to comprehensively evaluate the alternative construction units. The comprehensive correlation degree of each alternative unit is calculated, and the order of advantages and disadvantages of the alternative unit is compared, which can be used as a reference for the government to select the substitute unit. In the aspect of establishing market access system, this paper puts forward some suggestions on the selection mechanism of agency construction units, and discusses the importance of agency fees and the feasibility of establishing a long-term cooperative partnership between government and construction agencies.
