基于關鍵鏈的海關XX艇維修工程項目進度控制研究

【摘要】:海關總署認真貫徹落實中央關于“全面深化改革,建設法治海關”的部署和要求,而在海上執(zhí)法艦艇方面,也隨著艦艇維修保障的需要,為保證更多的艦艇處于良好狀態(tài),海關逐步加強了對艦艇維修的規(guī)范化管理,對艦艇維修工期的要求越來越嚴格。但是受到艦艇維修保障特點的限制,艦艇維修的進度常常存在較多的不可預見的進度風險,在艦艇維修方面,維修資源約束、器材采購周期的長短、故障維修難度的不可預見性、天氣因素等成為拖延進度的主要因素。本文擬結合海關XX艇維修工程項目,采用項目管理的方法就如何處理風險,控制項目進度做深入研究。本論文第一章總結了項目進度控制和艦艇維修管理問題的研究現(xiàn)狀。第二章對承擔本項目的H工廠MTU柴油機維修中心的概況和海關XX艇維修工程項目做了介紹,并提出了海關XX艇維修工程項目在MTU柴油機維修中心實施中進度控制方面可能存在的困難。第三章就如何解決海關XX艇維修工程項目在MTU柴油機維修中心實施中存在的進度控制困難提出了控制方案。第四章中,論文驗證了進度控制計劃在項目中的實施情況,檢測并評價了四個月的數(shù)據(jù)。第五章對控制效果進行了分析,并提出了進一步的改進方案。本論文提出了解決海關XX艇維修工程項目進度控制的有效方法,并在實際實施中得到了驗證。本論文的研究成果在艦艇維修項目進度控制中有借鑒作用。
[Abstract]:The General Administration of Customs has conscientiously implemented the central plan and requirements for "comprehensively deepening reform and building a customs under the rule of law." in the area of maritime law enforcement vessels, with the need for warship maintenance and support, to ensure that more ships are in good condition, Customs has gradually strengthened the standardized management of warship maintenance, and the requirements for warship maintenance period are becoming more and more strict. However, due to the limitation of the characteristics of warship maintenance and support, the progress of warship maintenance often has many unpredictable schedule risks. In the aspect of ship maintenance, the constraints of maintenance resources, the length of purchasing period, the unpredictability of trouble maintenance difficulty and weather factors are the main factors to delay progress. Using a project management approach to deal with risks, The first chapter of this paper summarizes the status quo of project schedule control and ship maintenance management. Chapter 2 summarizes the general situation of MTU diesel engine maintenance center of H factory and customs XX, which is responsible for the project. The boat maintenance project is introduced. The difficulties in the progress control of XX boat maintenance project in MTU diesel engine maintenance center are put forward. The third chapter deals with how to solve the maintenance project of XX boat in MTU diesel engine maintenance center. In Chapter 4th, the author puts forward the control scheme. The paper verifies the implementation of the progress control plan in the project, detects and evaluates the data of four months. Chapter 5th analyzes the control effect. In this paper, an effective method to solve the progress control of XX boat maintenance project is put forward. The research results of this paper can be used for reference in the progress control of warship maintenance project.
