【摘要】：近幾年來,隨著我國經(jīng)濟(jì)的快速發(fā)展,商業(yè)銀行從效益到規(guī)模都得到了很快的提高,商業(yè)銀行的集中采購金額也呈快速上升的勢態(tài)"。在2009年,僅我國一個(gè)國有商業(yè)銀行的集中采購金額就達(dá)到了50余億元之巨。所以,對我國商業(yè)銀行集中采購這個(gè)金額巨大的領(lǐng)域進(jìn)行管理是必須的。然而,自2001年財(cái)政部下發(fā)《關(guān)于加強(qiáng)國有金融企業(yè)集中采購管理的若干規(guī)定》以來,各商業(yè)銀行雖都逐漸以集中采購作為銀行的采購方式。但各行制定的一系列集中采購規(guī)章制度卻參差不齊,有的只在總行的層面規(guī)定了集中采購制度,對轄屬分支行的采購業(yè)務(wù)則不進(jìn)行管理;有的只有集中采購制度沒有集中采購流程規(guī)范;有的只在一定范圍內(nèi)對分支行進(jìn)行了授權(quán);總之,現(xiàn)在的商業(yè)銀行集中采購管理可謂是五花八門,管理漏洞多處存在,對這個(gè)金額巨大的領(lǐng)域尚沒有形成有力的管理。所以,應(yīng)采用哪些優(yōu)化方案來加強(qiáng)對商業(yè)銀行集中采購的管理就急迫地?cái)[在了面前。本文的論述分為六個(gè)部分進(jìn)行:第一部分提出本論文研究的問題。明確研究該題目的意義和目的,以及表達(dá)寫作的思路和方法。第二部分是理論分析部分。著重對采購管理、集中采購、項(xiàng)目管理等概念進(jìn)行了界定,介紹了商業(yè)銀行集中采購的來源和特征,并且分析了商業(yè)銀行集中采購項(xiàng)目管理的目標(biāo)及風(fēng)險(xiǎn)問題。第三部分著重對C銀行集中采購的內(nèi)容、集中采購方式及適用范圍等管理現(xiàn)狀進(jìn)行描述,并揭露C銀行集中采購項(xiàng)目管理方面存在的問題,為下一步有針對地優(yōu)化設(shè)計(jì)集中采購模式打下基礎(chǔ);第四部分是本論文的重點(diǎn),著重優(yōu)化設(shè)計(jì)C銀行的集中采購模式。首先提出集中采購項(xiàng)目管理的原則,然后建立有效的集中采購組織結(jié)構(gòu),完善集中采購的招標(biāo)制度,最后完善集中采購的業(yè)務(wù)流程,并且提出集中采購出現(xiàn)的風(fēng)險(xiǎn)和規(guī)避措施。最后在第五部分得出結(jié)論及展望。
[Abstract]:In recent years, with the rapid development of China's economy, commercial banks have been rapidly improved in terms of efficiency and scale, and the amount of centralized procurement of commercial banks has also shown a rapid increase. "in 2009, The centralized purchasing amount of a state-owned commercial bank in China alone has reached more than 5 billion yuan. Therefore, it is necessary to manage the huge area of centralized procurement of commercial banks in China. Since 2001, when the Ministry of Finance issued the "regulations on strengthening the centralized Procurement Management of State-owned Financial Enterprises", Although all commercial banks have gradually taken centralized procurement as their procurement method, the series of centralized procurement rules and regulations formulated by each bank are not uniform. Some of them only stipulate centralized procurement system at the level of the head office. The procurement business under the jurisdiction of the branch bank is not managed; some only have centralized procurement system without centralized procurement process specification; some have only authorized the branch branch to a certain extent; in short, The current centralized procurement management of commercial banks can be described as a variety of, there are many management loopholes, the huge amount of money in the field has not yet formed a strong management. Which optimization schemes should be adopted to strengthen the management of commercial banks' centralized procurement? this paper is divided into six parts: the first part puts forward the problems of this paper, and makes clear the significance and purpose of the research. The second part is the theoretical analysis part. It focuses on the definition of purchasing management, centralized procurement, project management and so on, and introduces the source and characteristics of commercial bank centralized procurement. The third part focuses on the content, mode and scope of centralized procurement of C Bank, and describes the current situation of the management, such as the content of the centralized procurement, the mode of centralized procurement and the scope of application, and so on. It also reveals the problems existing in the management of the centralized purchasing project in C Bank, and lays a foundation for the next step to optimize the centralized purchasing mode. Part 4th is the focus of this paper. Focusing on the optimization of the centralized procurement model of Bank C, this paper first puts forward the principle of centralized procurement project management, then establishes an effective centralized procurement organization structure, consummates the bidding system of centralized procurement, and finally consummates the business process of centralized procurement. And put forward the risk of centralized procurement and circumvent measures. Finally in the 5th part of the conclusions and prospects.
