【摘要】:工程建設(shè)項(xiàng)目后評價(jià)是指工程建設(shè)項(xiàng)目已經(jīng)竣工驗(yàn)收或已經(jīng)投入使用一段時(shí)間后,對項(xiàng)目建設(shè)的初步設(shè)計(jì)、項(xiàng)目施工建設(shè)過程、項(xiàng)目投產(chǎn)后取得的收益、項(xiàng)目投產(chǎn)的作用以及影響等進(jìn)行系統(tǒng)的、客觀的分析和總結(jié)的一種技術(shù)經(jīng)濟(jì)活動(dòng),是國務(wù)院國資委對固定資產(chǎn)投資項(xiàng)目進(jìn)行閉環(huán)管理的重要環(huán)節(jié)。 工程項(xiàng)目的評價(jià)分為兩種,一是前期評價(jià),主要指工程建設(shè)項(xiàng)目開工前的可行性研究和初步設(shè)計(jì);二是后期評價(jià),主要是對工程項(xiàng)目建設(shè)完成后的總體評價(jià)和投產(chǎn)運(yùn)行一段時(shí)間后的生產(chǎn)運(yùn)行評價(jià)和經(jīng)濟(jì)效益評價(jià)。 本文是對大水菠蘿風(fēng)電項(xiàng)目進(jìn)行后期評價(jià)研究,通過對項(xiàng)目的前期管理、施工建設(shè)、自2011年投產(chǎn)運(yùn)行三年以來的運(yùn)行指標(biāo)、經(jīng)濟(jì)效益、社會(huì)效益、環(huán)境影響等方面進(jìn)行評價(jià),運(yùn)用對比分析法、因果分析法、綜合評價(jià)法等多種分析方法,對該項(xiàng)目建設(shè)進(jìn)行綜合評價(jià),以確定本項(xiàng)目是否達(dá)到投資預(yù)期的目標(biāo)收益,規(guī)劃設(shè)計(jì)還有哪些需要優(yōu)化的地方,過程管理中存在哪些問題,分析原因,總結(jié)經(jīng)驗(yàn),為以后投資建設(shè)二期項(xiàng)目及同類型項(xiàng)目提供理論依據(jù)。 研究結(jié)果表明:(1)該項(xiàng)目前期決策是成功的。該項(xiàng)目前期批復(fù)符合內(nèi)蒙古自治區(qū)發(fā)改委的項(xiàng)目核準(zhǔn)流程,取得了所需要的各級(jí)審批文件,前期合規(guī)性沒有問題。對外部環(huán)境進(jìn)行了充分的評估、論證,對當(dāng)?shù)氐慕煌、水資源、電網(wǎng)規(guī)劃情況進(jìn)行了嚴(yán)格的調(diào)研,在各項(xiàng)條件都具備的情況下,做出了建設(shè)風(fēng)電場的決策,符合集團(tuán)公司項(xiàng)目前期決策的要充分論證,決策要嚴(yán)謹(jǐn)?shù)木。?)項(xiàng)目建設(shè)過程控制較好。該工程項(xiàng)目管理科學(xué)合理,措施得當(dāng),工期控制較好,如期竣工,工程造價(jià)較預(yù)算低。工程質(zhì)量管理較好,未發(fā)生安全事故。(3)該項(xiàng)目具有較強(qiáng)的可持續(xù)發(fā)展能力。項(xiàng)目建設(shè)地區(qū)風(fēng)力資源豐富,電網(wǎng)外送通道較好,生產(chǎn)運(yùn)行指標(biāo)高于可研值;企業(yè)擁有一套完善的管理機(jī)構(gòu)和規(guī)章制度,人員配備較齊全;企業(yè)經(jīng)營狀況良好,,盈利能力相對較強(qiáng)。 因此,通過對項(xiàng)目的前期管理、施工建設(shè)、投產(chǎn)運(yùn)行一段時(shí)間后的生產(chǎn)指標(biāo)、經(jīng)濟(jì)效益等方面進(jìn)行評價(jià)、分析,評價(jià)項(xiàng)目是否達(dá)到了預(yù)期目標(biāo),施工建設(shè)過程還有哪些能夠改進(jìn)的地方,總結(jié)經(jīng)驗(yàn)、查找不足,為以后建設(shè)的同類型項(xiàng)目提供參考依據(jù),有利于提高項(xiàng)目管理水平,確保擬建設(shè)項(xiàng)目都能夠達(dá)到預(yù)期目標(biāo)。
[Abstract]:Post-evaluation of a project construction project refers to the initial design of the project construction, the construction process of the project, and the profits obtained after the project has been completed and accepted or put into use for a period of time, The function and influence of project putting into production is a systematic, objective analysis and summary of the technical and economic activities, which is an important link in the closed-loop management of fixed assets investment project by the State Administration and Administration Commission of the State Council. The evaluation of engineering projects can be divided into two types, one is the pre-evaluation, which mainly refers to the feasibility study and preliminary design before the construction project starts, the other is the post-evaluation. It is mainly about the overall evaluation after the completion of the construction of the engineering project and the evaluation of the production and operation and the evaluation of the economic benefit after a period of time of putting into operation. This article is to carry on the later stage appraisal research to the big water pineapple wind power project, through the early stage management of the project, the construction construction, the operation index, the economic benefit, the social benefit, the environment influence and so on since the 2011 put into operation three years, carries on the appraisal. By means of comparative analysis, causality analysis, comprehensive evaluation and other analytical methods, the construction of the project is evaluated synthetically to determine whether the project achieves the expected target income of the investment, and what else needs to be optimized in the planning and design. What problems exist in the process management, analyze the reasons, sum up the experience, and provide the theoretical basis for the investment and construction of the second phase project and the same type project in the future. The research results show that the early decision of the project was successful. The preliminary approval of the project was in line with the approval process of the Inner Mongolia Autonomous region Development and Reform Commission, and the required approval documents at all levels were obtained. There is no problem of early compliance. The external environment has been fully evaluated, demonstrated, and local traffic, water resources, and power grid planning have been strictly investigated. Under the conditions that all the conditions are available, The decision of wind farm construction is made, which is in line with the need to fully demonstrate the decision in the early stage of the project of the Group Company, and the strict spirit of decision making. (2) the construction process of the project should be controlled better, the project management is scientific and reasonable, the measures are appropriate, and the duration of the project is controlled well. When completed on schedule, the project cost is lower than the budget. The quality management of the project is better, and no safety accident has occurred. The project has a strong ability of sustainable development. The production and operation index is higher than the research value; the enterprise has a set of perfect management organization and rules and regulations, the personnel is more complete; the enterprise management condition is good, the profit ability is relatively strong. Therefore, through the pre-project management, construction, production indicators after a period of operation, economic benefits and other aspects of evaluation, analysis, evaluation whether the project has achieved the expected objectives, What can be improved in the process of construction construction, summing up experience, finding out deficiencies, for the future construction of the same type of projects to provide reference for improving the level of project management, to ensure that the proposed construction projects can achieve the expected objectives.
