工作流管理系統(tǒng)在電子政務(wù)中的研究與應(yīng)用

【摘要】:電子政務(wù)作為政府服務(wù)管理的重要手段和流行趨勢,伴隨著信息技術(shù)的飛速發(fā)展,對推進(jìn)政府部門政務(wù)工作的自動化、無紙化有巨大的推動作用。隨著電子政務(wù)信息管理系統(tǒng)的不斷發(fā)展信息孤島這一問題日益突出,如何解決信息資源的分散現(xiàn)象,實現(xiàn)跨部門之間信息資源的有效整合是我們需要深入研究的問題。因此,為了進(jìn)一步發(fā)揮電子政務(wù)信息管理系統(tǒng)的優(yōu)勢作用,我們亟需將工作流管理系統(tǒng)應(yīng)用到電子政務(wù)服務(wù)中,不但節(jié)約了人力、物力資源,促進(jìn)了資源共享,還大幅提高了政府部門的工作效率。 本文研究分析了工作流的基本理論及其過程,具體研究工作流技術(shù)在電子政務(wù)中的應(yīng)用,對電子政務(wù)系統(tǒng)實現(xiàn)進(jìn)行了分析,結(jié)合作者親自參與的陜西省科技計劃管理系統(tǒng)為具體實例,對項目申報的業(yè)務(wù)流程進(jìn)行了分析,提出基于工作流技術(shù)的系統(tǒng)體系結(jié)構(gòu),對電子政務(wù)實現(xiàn)技術(shù)及其工作流在這一環(huán)境中的應(yīng)用進(jìn)行了研究與實現(xiàn)。 陜西省科技計劃管理系統(tǒng)采用“一站式、全過程”管理服務(wù),將以前人工實現(xiàn)的項目指南征集、申報、評審、立項、結(jié)題驗收等所有流程全部采用網(wǎng)上實施,實質(zhì)是充分利用工作流手段,以互聯(lián)網(wǎng)為載體來實現(xiàn)科技項目管理,新建設(shè)開發(fā)的陜西省科技計劃管理系統(tǒng)從項目申報到成果推薦生成一個完整的數(shù)據(jù)鏈,實現(xiàn)全面的動態(tài)管理。并不斷更新充實省科技廳的項目數(shù)據(jù),建立起全省科技計劃項目申報項目庫、立項項目庫、合同項目庫和驗收項目庫等,實現(xiàn)項目的檢索、查重、統(tǒng)計,對各類計劃進(jìn)行全過程的定義、分類和管理,產(chǎn)生符合政府部門規(guī)定所要求的全部報表,包括申報表格、合同表格、驗收表格和各類統(tǒng)計表格等,真正做到為各大院校、研究所、企業(yè)和廣大科技工作者服務(wù)建立了便捷的、互通的信息化服務(wù)基礎(chǔ)平臺。
[Abstract]:As an important means and popular trend of government service management, E-government, with the rapid development of information technology, promotes the automation of government administration. With the continuous development of e-government information management system, the problem of information island becomes more and more prominent. How to solve the problem of dispersing information resources? To realize the effective integration of information resources among different departments is a problem that we need to study deeply. Therefore, in order to further exert the advantages of e-government information management system, It is urgent for us to apply workflow management system to E-government service, which not only saves manpower and material resources, promotes resource sharing, but also greatly improves the efficiency of government departments. In this paper, the basic theory and process of workflow are analyzed, the application of workflow technology in E-government is studied, and the realization of E-government system is analyzed. Based on the concrete example of Shaanxi Provincial Science and Technology Plan Management system, this paper analyzes the business process of the project declaration, and puts forward the system architecture based on workflow technology. The realization technology of e-government and the application of workflow in this environment are studied and implemented. The Shaanxi science and technology plan management system adopts the "one-stop, whole process" management service. All the processes of collecting, declaring, evaluating, establishing project items and completing the acceptance of projects that were previously realized manually are implemented on the net. In essence, it is to make full use of workflow means to realize the scientific and technological project management with the Internet as the carrier. The newly developed Shaanxi Provincial Science and Technology Plan Management system generates a complete data link from project declaration to product recommendation. To realize comprehensive and dynamic management, to continuously update and enrich the project data of the provincial science and technology department, to establish the provincial science and technology plan project declaration project database, the project establishment project database, the contract project database and the acceptance project database, etc., to realize the project retrieval, recheck, statistics, etc. To define, classify and manage all kinds of plans throughout the process, and to produce all the statements that meet the requirements of government departments, including declaration forms, contract forms, acceptance forms and all kinds of statistical forms, so as to truly serve the universities and colleges, The research institute, the enterprise and the broad science and technology worker service has established the convenient, the mutual information service foundation platform.
