【摘要】：電力通信網(wǎng)絡(luò)是智能電網(wǎng)運行的基礎(chǔ),網(wǎng)絡(luò)的先進性和穩(wěn)定性是電力生產(chǎn)調(diào)度管理實現(xiàn)自動化的硬性需求,特別是在智能電網(wǎng)迅速發(fā)展的今天,電力通信網(wǎng)絡(luò)已經(jīng)成為一個復雜的網(wǎng)絡(luò)系統(tǒng),支撐著整個電力系統(tǒng)的正常運行。電力通信網(wǎng)的技術(shù)性能(網(wǎng)絡(luò)結(jié)構(gòu)和傳輸容量)落后也逐漸成為了制約智能電網(wǎng)發(fā)展的瓶頸,對電力通信網(wǎng)絡(luò)進行技術(shù)升級改造成為各省電力公司爭相進行的重點項目,對電力通信網(wǎng)的改造項目進行預評價研究是項目取得成功的基礎(chǔ),是項目決策更科學、更客觀、更符合實際避免失誤的重要保證,其研究方法、分析理論和研究成果是對電力建設(shè)項目管理理論的豐富和完善,具有十分重要的意義。本文以河北省農(nóng)電通信網(wǎng)PTN網(wǎng)絡(luò)升級改造項目為背景,依據(jù)項目管理的有關(guān)理論對河北省農(nóng)電通信網(wǎng)現(xiàn)狀、存在的問題和技術(shù)需求進行分析,并以滄州市農(nóng)電通信改造為例通過分析網(wǎng)絡(luò)改造項目的投資必要性、升級改造方案、網(wǎng)絡(luò)承載能力、升級設(shè)備技術(shù)先進性和融合性等技術(shù)層面和投資成本、建設(shè)周期、運行維護成本等經(jīng)濟效益等層面進行了詳細的項目預評價分析研究。在分析過程中,本文利用層次分析法(FAHP)算法賦予分析項目權(quán)重,通過權(quán)重分析和實際數(shù)據(jù)得到系統(tǒng)的綜合評判矩陣,最后進行模糊綜合評價實現(xiàn)了方案的優(yōu)化排序進而確定最優(yōu)方案,為河北農(nóng)電通信網(wǎng)的升級改造提供了可靠的預評價分析,也為其他電力通信項目的優(yōu)化和管理提供了有益的借鑒。
[Abstract]:The electric power communication network is the basis of operation of the smart grid, advanced and the stability of the network is to achieve the rigid demand automation of electric power production management, especially in today's rapid development of smart grid, electric power communication network has become a complex network system, to support the normal operation of the whole power system. The technical performance of the electric power communication network (network structure and transmission capacity) behind gradually become a bottleneck restricting the development of smart grid, the electric power communication network technology upgrades become power companies competing for the provincial key projects, reconstruction project of the power communication network pre evaluation research is the basis for the success of the project, the project decision-making more scientific, more objective more practical, an important guarantee to avoid mistakes, the research methods, analysis of theory and research of power construction project management theory of the rich And perfect, it has very important significance. This paper takes Hebei province rural power network PTN network upgrade project as the background, according to the relevant theory of project management on the status of rural power network in Hebei Province, analyzes the problems and technical requirements exist, and in Cangzhou city as an example by analyzing the transformation of rural power network reconstruction project investment necessity the upgrade program, network capacity, advanced technology and equipment upgrading and integration of technology level and cost of investment, construction period, analyses the project pre evaluation with operation and maintenance cost of economic benefits and other aspects. In the analysis process, this paper uses the analytic hierarchy process (FAHP) algorithm to analyze the project weight, comprehensive judging matrix is gained by weight analysis and the actual data, the fuzzy comprehensive evaluation to realize the optimization of scheduling scheme and determine the optimal solution That provides a reliable analysis of pre evaluation for the upgrading of Hebei electric power communication network, and provides a useful reference for the optimization and management of other power communication project.
