某海油工程公司承建的涉外LNG項目風險管理問題研究

【摘要】:根據(jù)國務(wù)院最新發(fā)布全國海洋主體功能區(qū)規(guī)劃,提出要提高海洋資源開發(fā)能力,實施海洋強國戰(zhàn)略。而海洋石油工程項目作為一個高投入、高技術(shù)、高風險的行業(yè),在建設(shè)過程中有許多因素相互交叉相互制約。如不對這些因素加以防范輕則導致項目的財產(chǎn)損失,重則導致生命及生態(tài)系統(tǒng)災(zāi)難的發(fā)生。隨著我國海上能源開發(fā)占據(jù)全球市場份額越來越多,對于項目的風險管控也越來越重要。本文首先在提出研究背景、研究意義、對國內(nèi)研究現(xiàn)狀進行分析的基礎(chǔ)上,引入了海油工程相關(guān)概念,并對涉外海油工程項目與國內(nèi)項目的差異性進行了重點分析,對目前涉外海油工程普遍采用的管理模式做了相關(guān)介紹。同時,結(jié)合理論知識介紹了風險辨識和風險控制的經(jīng)典方法和步驟。本文通過具體的某大型涉外LNG項目作為案例,應(yīng)用具體的風險因素辨識、風險評估和風險控制,在項目的投標階段、實施階段、完工階段建立起風險控制表。最后從采辦管理人員角度出發(fā),結(jié)合項目特點,重點介紹了該涉外LNG項目的采購風險管控采取措施及取得成效。本文通過對涉外工程建造特點的全面分析,提出了此類工項目中普遍遇到的問題,從而總結(jié)了項目管理風險管控的必要性。同時,在涉外海油工程項目采辦管理方面,也提出了一些創(chuàng)新性的觀點,對以后涉外項目如何提升采辦能力具有一定的借鑒意義。
[Abstract]:According to the State Council's newly released national plan for marine mainstay functional areas, it is proposed to improve the development capacity of marine resources and implement the strategy of a strong marine power. As an industry with high investment, high technology, and high risk, the offshore oil engineering project is regarded as an industry with high investment, high technology and high risk. In the process of construction, many factors are intersected and mutually restricted. If these factors are not taken care of, it will lead to the loss of property of the project. As China's offshore energy development occupies more and more of the global market share, the risk management of the project is becoming more and more important. Firstly, this paper puts forward the research background, research significance, Based on the analysis of the present situation of domestic research, the related concepts of sea oil engineering are introduced, and the differences between foreign sea oil engineering projects and domestic projects are emphatically analyzed. At the same time, the classical methods and steps of risk identification and risk control are introduced in combination with theoretical knowledge. In this paper, a large foreign LNG project is used as a case study. Using specific risk factor identification, risk assessment and risk control, a risk control table is established in the bidding stage, implementation stage and completion stage of the project. This paper mainly introduces the measures and achievements of the procurement risk control of the foreign LNG project. Through the comprehensive analysis of the construction characteristics of the foreign project, this paper puts forward the common problems encountered in this kind of engineering project. The necessity of project management risk management is summarized. At the same time, some innovative viewpoints are put forward in the aspect of project acquisition and management of offshore oil project involving foreign affairs, which has certain reference significance for how to improve the acquisition ability of foreign projects in the future.
