【摘要】：當(dāng)前在政府投資管理體制發(fā)生變革的大背景下,有好多投資項(xiàng)目由原來(lái)的“審批制”和“核準(zhǔn)制”轉(zhuǎn)為“備案制”管理,致使政府相關(guān)職能管理部門所辦理的企業(yè)投資備案項(xiàng)目工作量與日俱增,目前迫切需要利用當(dāng)代先進(jìn)的計(jì)算機(jī)信息技術(shù)來(lái)開(kāi)發(fā)一款為濰坊市企業(yè)投資項(xiàng)目備案過(guò)程服務(wù)的基于現(xiàn)代網(wǎng)絡(luò)技術(shù)和數(shù)據(jù)庫(kù)技術(shù)實(shí)現(xiàn)的一個(gè)網(wǎng)上電子政務(wù)系統(tǒng)。本系統(tǒng)可實(shí)現(xiàn)項(xiàng)目備案、項(xiàng)目審核、項(xiàng)目綜合管理、項(xiàng)目查詢、項(xiàng)目統(tǒng)計(jì)分析等多種功能。它的應(yīng)用實(shí)施有利于政府管理部門提高辦事效率、及時(shí)了解和掌握企業(yè)投資信息促進(jìn)企業(yè)投資的健康發(fā)展。濰坊市企業(yè)投資項(xiàng)目備案信息管理系統(tǒng)開(kāi)發(fā)完成后,將所有與項(xiàng)目備案有關(guān)的數(shù)據(jù)信息都錄入系統(tǒng)中進(jìn)行數(shù)據(jù)處理,數(shù)據(jù)信息一旦錄入系統(tǒng),數(shù)據(jù)審核和數(shù)據(jù)維護(hù)建立在信息共享的基礎(chǔ)上,投資備案業(yè)務(wù)流程的設(shè)計(jì),要求各職能部門提供規(guī)范的業(yè)務(wù)信息,實(shí)現(xiàn)備案數(shù)據(jù)網(wǎng)上上報(bào)、網(wǎng)上傳遞、網(wǎng)上修改、和網(wǎng)上下發(fā)信息等,通過(guò)系統(tǒng)實(shí)現(xiàn)上報(bào)數(shù)據(jù)的統(tǒng)計(jì)、分析、匯總和輔助決策的功能,切實(shí)提高項(xiàng)目審批流程效率。系統(tǒng)技術(shù)架構(gòu)基于J2EE^u發(fā)技術(shù)的MVC三層架構(gòu),系統(tǒng)網(wǎng)絡(luò)拓?fù)浼軜?gòu)采用先進(jìn)的B/S架構(gòu)設(shè)計(jì),系統(tǒng)的詳細(xì)設(shè)計(jì)包括系統(tǒng)的包圖、類圖、時(shí)序圖、活動(dòng)圖一級(jí)數(shù)據(jù)庫(kù)設(shè)計(jì)。數(shù)據(jù)庫(kù)設(shè)計(jì)是系統(tǒng)設(shè)計(jì)中的一個(gè)重要方面,通過(guò)設(shè)計(jì)數(shù)據(jù)表的實(shí)體屬性關(guān)系、E-R關(guān)系圖、邏輯結(jié)構(gòu)和物理結(jié)構(gòu)等過(guò)程來(lái)實(shí)現(xiàn)。系統(tǒng)首頁(yè)、項(xiàng)目申報(bào)、項(xiàng)目管理和系統(tǒng)管理等模塊的實(shí)現(xiàn)都得到詳細(xì)說(shuō)明。系統(tǒng)功能的實(shí)現(xiàn)程度通過(guò)系統(tǒng)的測(cè)試得到證明。濰坊市投資主管部門作為地方性投資主管單位,試圖建立投資備案信息系統(tǒng),在自身資源的基礎(chǔ)上尋找解決問(wèn)題的途徑,借助先進(jìn)的網(wǎng)絡(luò)技術(shù)開(kāi)發(fā)企業(yè)投資項(xiàng)目備案的信息管理系統(tǒng),以此來(lái)提高政府職能部門的管理效率和能力,這在國(guó)內(nèi)尚屬先例,對(duì)其他地區(qū)的政府開(kāi)發(fā)企業(yè)投資項(xiàng)目備案信息管理系統(tǒng)將提供某些開(kāi)發(fā)和使用方面的借鑒意義。
[Abstract]:The big background of the change in government investment management system, there are a lot of investment projects from the original "approval system" and the "approval system" to "filing system management, the relevant government departments for the management of enterprise investment projects for the record work there is an urgent need to grow with each passing day, the use of advanced computer information technology to contemporary the development of a Weifang enterprise investment project service implementation of modern network technology and database technology based on an online e-government system. This system can achieve the project, project evaluation, project management, project query, statistical analysis and other functions of project application. It is helpful to implement the government work the efficiency of healthy development, understand and grasp the enterprise investment information to promote business investment. Weifang enterprise investment project information management System development is completed, all the relevant information and record data items are entered into the system for data processing, data once the information input system, data auditing and data maintenance is established on the basis of information sharing, investment for business process design, requirements of various departments to provide standardized business information, achieve the record data online reporting. Online transfer, online modification, and online information, through the system implementation, reporting statistics, analysis, summary and decision support function, and effectively improve the efficiency of the project approval process. The system architecture of J2EE^u technology based on MVC three layers architecture, system architecture, network topology adopts advanced B/S architecture design, detailed design of the system the system includes the package diagram, class diagram, sequence diagram, activity diagram. A database design system design database design is an important aspect of the design. Entity attribute relational data tables, E-R diagram, logical structure and physical structure of the process to achieve. The system home page, project application, project management and system management module are described in detail. The system function realization degree is proved through system testing. The investment department of Weifang city as a local unit in charge of investment and try to establish investment record information system, to find ways to solve the problem based on their own resources, information management system with the development of network technology and advanced enterprise investment project, in order to improve the management efficiency and the ability of government departments, there is precedent in China, investment in other areas of government enterprise development project the record information management system will provide some development and use of reference.
