寧煤集團煤制油項目建設風險管理研究

【摘要】:隨著經(jīng)濟的高速增長,我國對油品的需求量也迅猛遞增,導致了對進口石油的依賴程度日益加深,截止2013年底,石油對外依存度達58.1%,天然氣對外依存度達31.6%,嚴重影響了我國的石油安全。我國基本能源結構的特征為富煤、缺油、少氣,因此,通過發(fā)展煤變油等煤基替代液體燃料技術,提高煤炭的使用效益,對我國的石油供需起到了一定的緩解作用,使能源轉(zhuǎn)型逐步升級,是建立保障國家能源尤其是石油安全體系的重要手段。煤制油是一個投資成本大、建設時間長,風險因素多,風險失誤損失十分嚴重的項目。為避免風險、防范嚴重的損失后果,如何保證項目風險處于受控狀態(tài),有效規(guī)避、轉(zhuǎn)移風險,并且合理分擔、降低風險損失已經(jīng)成為項目管理的重要內(nèi)容之一。本文從風險及風險管理的概念入手,對煤制油項目特別是寧煤集團煤制油項目進行風險研究,希望對項目本身及類似項目給予借鑒。
[Abstract]:With the rapid economic growth, the demand for oil products in China is also increasing rapidly, which leads to the increasing dependence on imported oil. As of end of 2013, the degree of dependence on foreign oil reached 58.1%. The external dependence of natural gas is 31.6b, which has seriously affected the oil security of our country. The basic energy structure of our country is characterized by rich coal, lack of oil and less gas. Through the development of coal-based alternative liquid fuel technology, such as coal to oil, to improve the efficiency of coal use, China's oil supply and demand has played a certain role in alleviating the energy transformation and upgrading. Coal oil production is a project with large investment cost, long construction time, many risk factors and very serious risk error loss, in order to avoid the risk. How to prevent the consequences of serious losses, how to ensure that the project risk is in a controlled state, effectively circumvent, transfer the risk, and reasonably share the risk. Reducing risk loss has become one of the important contents of project management. This paper starts with the concept of risk and risk management, carries on the risk research to the coal oil production project, especially to the Ningmei coal oil production project. Hope to use for reference to the project itself and similar projects.
