【摘要】：隨著大部制改革深入，科技、信息化部門等有關(guān)聯(lián)的政府部門的合并也逐步深入，新組建的部門各種軟件業(yè)務(wù)管理系統(tǒng)間也面臨著融合和改進(jìn)�？萍己托畔⒒�(xiàng)目管理部門肩負(fù)著轄區(qū)內(nèi)的科技和信息化建設(shè)的重任和信息化運(yùn)維管理建設(shè)的重任，隨著信息化高速發(fā)展，對(duì)社會(huì)范圍內(nèi)IT設(shè)施的持續(xù)運(yùn)行能力和IT服務(wù)管理能力帶來了挑戰(zhàn)，同時(shí)也給各地政府信息中心運(yùn)維管理水平和能力提出考驗(yàn)。外部環(huán)境的變化對(duì)科技項(xiàng)目管理提出了新的要求：新的信息產(chǎn)業(yè)項(xiàng)目提出更高的要求；項(xiàng)目管理標(biāo)準(zhǔn)化趨勢(shì)的要求；成為“服務(wù)型政府”典范。內(nèi)部管理和發(fā)展的需要：部門協(xié)作、資源共享；信息化專項(xiàng)經(jīng)費(fèi)的審批等管理；領(lǐng)導(dǎo)決策支持。 本文研究了基于ASP.NET的科技項(xiàng)目管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)，采用先進(jìn)的ASP.NET技術(shù)和B/S體系結(jié)構(gòu)，基于Visual C#和Visual Studio2005、SQL Server2005數(shù)據(jù)庫設(shè)計(jì)了一個(gè)科技項(xiàng)目管理系統(tǒng)。該系統(tǒng)將信息網(wǎng)絡(luò)技術(shù)運(yùn)用到科技項(xiàng)目管理的模式中來，實(shí)現(xiàn)了企事業(yè)單位科技項(xiàng)目申報(bào)的網(wǎng)上信息填寫和后臺(tái)管理部門審批及科技經(jīng)費(fèi)管理的功能，大大提高了科技項(xiàng)目管理的效率，加強(qiáng)了管理部門對(duì)科技項(xiàng)目管理的力度。該系統(tǒng)可實(shí)現(xiàn)包括信息和項(xiàng)目管理、科技經(jīng)費(fèi)和下?lián)芙?jīng)費(fèi)的管理、統(tǒng)計(jì)報(bào)表和文檔類管理、部門管理和系統(tǒng)管理等基本功能，具有一定的實(shí)用價(jià)值。 論文首先介紹了課題的研究背景和意義、國(guó)內(nèi)外相關(guān)的研究現(xiàn)狀及研究的主要內(nèi)容；然后對(duì)科技項(xiàng)目管理理論和系統(tǒng)開發(fā)環(huán)境及ASP.NET技術(shù)、Visual Studio2005和SQL Server2005數(shù)據(jù)庫做了相應(yīng)介紹；之后對(duì)科技項(xiàng)目管理系統(tǒng)進(jìn)行了系統(tǒng)需求和功能分析，提出了系統(tǒng)設(shè)計(jì)的目標(biāo)和方案，，指出系統(tǒng)體系結(jié)構(gòu)采用B/S模式，并對(duì)系統(tǒng)數(shù)據(jù)庫設(shè)計(jì)做了分析；最后闡述了系統(tǒng)功能的具體實(shí)現(xiàn)。
[Abstract]:With the big department system reform of science and technology, information technology departments with related government departments also gradually in-depth, all kinds of software business management system is also facing the newly formed between integration and improvement. And information technology project management department plays an important role in science and technology area and information construction and operation management informationization construction task with the rapid development of information technology, IT, the social facilities within the scope of the continuous operation ability and ability of IT service management challenges, also puts forward the challenge to the local government information center operation management level and ability. Put forward new requirements management changes in the external environment of science and technology project: new information industry project put forward higher requirements the trend of standardization project; management requirements; a "service-oriented government" model. Internal management and development, department cooperation, resource sharing; The management of the approval of the information special funds and so on; the decision support of the leaders.
This paper studies the design and implementation of science and technology project management system based on ASP.NET, using ASP.NET technology and B/S advanced architecture, Visual C# and Visual Studio2005 based on SQL Server2005 database to design a scientific project management system. The system will use the information network technology to the science and technology project management mode to achieve the declaration project of science and technology enterprises and fill in the online information management department for approval and funding of science and technology background management functions, can greatly improve the efficiency of science and technology project management, strengthen the management of department management efforts in science and technology projects. The system can include information and project management, science and technology funds and allocated funds management, statistical reports and documents the basic function of class management, department management and system management, has a certain practical value.
The paper firstly introduces the research background and significance, the main content and research status of related research at home and abroad; then the science and technology project management theory and system development environment and ASP.NET technology, Visual Studio2005 and SQL Server2005 database is introduced; then the project of science and technology management system analysis system requirements and functions, is put forward the goal and scheme of system design, and points out that the system architecture using B/S mode, and the design of the database system is analyzed; finally expounds the implementation of system functions.
