【摘要】：區(qū)別于傳統(tǒng)項目監(jiān)測評估,社區(qū)主導多級參與式監(jiān)測評估模式不僅是一種項目監(jiān)測評估方法,更是一種創(chuàng)新性的項目管理方法。其借助對項目實施進度的持續(xù)性記錄和監(jiān)測,達到項目管理的目的。該模式在小流域治理管理項目中的實踐運用對項目社會效益、經(jīng)濟效益、環(huán)境效益等方面作出合理評價的同時,對項目順利實施亦起到極大作用。通過側(cè)重對此模式運行機構、工作機制等方面的說明,達到對該模式在實際操作、運用層面上的認識和理解。
[Abstract]:Different from the traditional project monitoring and evaluation, the community-led multi-level participatory monitoring and evaluation model is not only a project monitoring and evaluation method. It is also an innovative method of project management, which relies on the continuous recording and monitoring of the progress of project implementation. To achieve the purpose of project management, the model in small watershed management project practice to make a reasonable evaluation of social benefits, economic benefits, environmental benefits and other aspects of the evaluation at the same time. It also plays a great role in the smooth implementation of the project. By focusing on the description of the operation organization and working mechanism of this model, the author has reached the understanding and understanding of the mode on the practical operation and application level.
