【摘要】: 流域治理是對流域水資源的開發(fā)、利用、配置、節(jié)約、保護以及水土保持等活動的綜合管理,主要包括防洪減淤、水資源保障、節(jié)水改造、水污染防治、水土保持等類項目,具有影響廣泛性、效益公益性、任務艱巨性、規(guī)劃系統(tǒng)性、投資單一性的典型特征。當前流域治理項目建設管理主要面臨著:①行業(yè)、部門分割治理,未形成統(tǒng)一管理體制;②政府、法人、建設管理單位間關系沒有理順;③投資主體相對單一,渠道狹窄,缺乏風險約束機制;④項目管理專業(yè)化程度低等幾大問題。以流域治理項目為典型特征的水利工程建設管理體制已成為當前改革和研究的焦點問題。 本論文通過文獻查閱、實際考察、理論研究,針對流域治理項目建設管理中存在的問題,全面分析了流域治理項目建設管理體制研究的基本理論、政策法規(guī)及國內外實踐環(huán)境。通過規(guī)范研究與實證分析結合,對陜西省渭河流域重點治理項目建設管理體制的建設進行實證研究。本論文研究取得的主要成果體現在以下幾個方面: 1)全面分析了流域治理項目建設管理體制研究的理論基礎和外部環(huán)境,包括水利工程建設管理體制改革歷程和現行體制、現行水資源流域管理體制、流域管理機構職能、國內外流域治理和流域管理的經驗、重要水利工程建設管理的實踐。 2)在分析現行渭河流域管理體制和重點治理項目建設管理現狀的基礎上,通過構造渭河治理項目建設管理體制建設環(huán)境SWOT矩陣,分析當前體制建設管理面臨的機遇、挑戰(zhàn)、機會和威脅,繼而提出體制建設的總體思路和目標。 3)從改革的要求和建設管理的實際出發(fā),優(yōu)化現行渭河治理項目建設管理組織機構,根據建設依據,提出三套建議方案,應用模糊數學理論建立評價模型,選擇流域管理下的法人管理方案,即陜西省渭河流域管理局擔任項目總法人。 4)針對渭河治理項目資金籌措渠道相對單一的現狀,按照項目經濟特性,分公益性項目、準公益性項目、經營性項目分別提出了相應的資金籌措渠道,構筑與市場經濟相適應的多元的渭河治理項目建設資金籌措體系。 5)基于現代信息技術,創(chuàng)新流域治理項目建設管理手段,構建了基于B/S的渭河治理項目建設管理信息支持平臺框架,實例開發(fā)了項目交易平臺,為建設管理單位進行項目規(guī)劃計劃、建設管理、政務管理提供信息服務和決策支持。 本研究課題為渭河流域重點治理項目建設管理體制的改革提供理論依據,有效的保障渭河流域治理項目的順利實施,推動渭河流域的綜合治理和統(tǒng)一管理;同時對我國水利工程建設管理體制改革的理論和實踐具有一定指導和借鑒意義。
[Abstract]:Watershed management is the comprehensive management of water resources exploitation, utilization, allocation, saving, protection and soil and water conservation, including flood control and siltation reduction, water resources protection, water saving and water pollution prevention and control. Soil and water conservation and other types of projects have the typical characteristics of extensive influence, benefit, task arduous, systematic planning, single investment. At present, the construction and management of watershed management projects are mainly faced with the industry of "1: 1". Division of department governance, no unified management system; (2) the relationship between government, legal person and construction management unit is not straightened out; (3) the investment subject is relatively single, the channel is narrow, and the risk constraint mechanism is lacking; (4) some problems such as low specialization of project management and so on. The water conservancy project construction management system, which is typical of watershed management project, has become the focus of current reform and research. Based on literature review, practical investigation and theoretical research, this paper comprehensively analyzes the basic theory of watershed governance project construction management system research in view of the existing problems in watershed management project construction and management. Policies and regulations and domestic and foreign practice environment. Through normative research and empirical analysis combined. This paper makes an empirical study on the construction and management system of the key projects of Weihe River Basin in Shaanxi Province. The main achievements of this paper are reflected in the following aspects: 1) the theoretical basis and external environment of the research on the construction and management system of watershed management project are analyzed comprehensively, including the reform course and current system of water conservancy project construction management system, and the current water resources basin management system. Functions of watershed management institutions, experience in watershed management and watershed management at home and abroad, practice of construction and management of important water conservancy projects. 2) on the basis of analyzing the current management system of Weihe River Basin and the current situation of construction and management of key projects, the SWOT matrix of the construction and management system of Weihe River control project is constructed. This paper analyzes the opportunities, challenges, opportunities and threats faced by the current system building management, and then puts forward the general ideas and objectives of the system building. 3) from the requirements of reform and the reality of construction management, optimize the current Weihe River treatment project construction management organization, according to the construction basis, put forward three sets of proposals, the application of fuzzy mathematics theory to establish the evaluation model. The plan of legal person management under watershed management, namely Shaanxi Weihe River Basin Management Bureau, is chosen as the total legal person of the project. 4) in view of the relatively single financing channel of the Weihe River harnessing project, according to the economic characteristics of the project, the paper puts forward the corresponding financing channels for the public welfare project, the quasi-public welfare project and the operating project respectively. To build up a diversified financing system for Weihe River Project Construction in accordance with the market economy. 5) based on modern information technology and innovating the means of project construction and management of watershed governance, the framework of Weihe River governance project construction management information support platform based on B / S is constructed, and the project transaction platform is developed by an example. Provide information services and decision support for project planning, construction management and government administration for construction management units. This research topic provides the theoretical basis for the reform of the construction and management system of the key projects of the Weihe River Basin, effectively guarantees the smooth implementation of the Weihe River Basin Management Project, and promotes the comprehensive management and unified management of the Weihe River Basin. At the same time, it has certain guiding and referential significance to the theory and practice of water conservancy construction management system reform in our country.
