【摘要】：我國(guó)是一個(gè)人口大國(guó),糧食安全是關(guān)系國(guó)計(jì)民生、國(guó)家安全的大課題。我國(guó)糧食產(chǎn)量在一系列惠農(nóng)政策鼓勵(lì)下持續(xù)增長(zhǎng),但由于糧食作為農(nóng)產(chǎn)品本身具有弱質(zhì)性,因此保障我國(guó)糧食安全是一個(gè)戰(zhàn)略時(shí)間長(zhǎng)、涉及諸環(huán)節(jié)相互聯(lián)系相互制約的復(fù)雜體系。在目前國(guó)際經(jīng)濟(jì)一體化、國(guó)內(nèi)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)形勢(shì)下,2015年中央一號(hào)文件明確提出,糧食產(chǎn)量實(shí)現(xiàn)“十一年增”后,仍然需要“不斷增強(qiáng)糧食生產(chǎn)能力”。在此背景下對(duì)糧食從生產(chǎn)到流通、儲(chǔ)備、進(jìn)出口各環(huán)節(jié)的探討具有一定的現(xiàn)實(shí)意義。本文以人口理論、農(nóng)業(yè)危機(jī)理論、農(nóng)業(yè)經(jīng)濟(jì)學(xué)等相關(guān)理論為基礎(chǔ)探討我國(guó)糧食安全的隱患以及制約因素,并提出相應(yīng)的對(duì)策建議。本文在梳理糧食安全概念基礎(chǔ)上,提出糧食安全是涉及糧食生產(chǎn)、流通、儲(chǔ)備、進(jìn)出口主要環(huán)節(jié)相互聯(lián)系相互制約下的糧食安全,是一個(gè)系統(tǒng)的安全。對(duì)我國(guó)糧食生產(chǎn)、流通、儲(chǔ)備、進(jìn)出口四個(gè)方面進(jìn)行數(shù)據(jù)匯總整理,分析我國(guó)糧食在各環(huán)節(jié)的現(xiàn)狀及隱患、存在的制約因素及對(duì)策分析。本文通過(guò)六個(gè)部分來(lái)闡述我國(guó)糧食安全的現(xiàn)狀及隱患、制約因素以及對(duì)策研究。第一部分介紹本文選題與意義,對(duì)國(guó)內(nèi)外關(guān)于糧食安全的相關(guān)概念,我國(guó)對(duì)于糧食安全現(xiàn)狀、問(wèn)題及解決方案進(jìn)行文獻(xiàn)梳理。第二部分為糧食安全的相關(guān)概述以及主要論述的理論基礎(chǔ)。第三部分為我國(guó)糧食的現(xiàn)狀及存在的隱患分析。分別從糧食生產(chǎn)、流通、儲(chǔ)備、進(jìn)出口四個(gè)方面分析我國(guó)糧食現(xiàn)狀。從總體數(shù)據(jù)來(lái)看,我國(guó)糧食生產(chǎn)環(huán)節(jié)包括糧食生產(chǎn)自然資源,糧食生產(chǎn)政策,勞動(dòng)力資源,糧食產(chǎn)量及品種結(jié)構(gòu)幾方面分析我國(guó)糧食生產(chǎn)的現(xiàn)狀。糧食流通主體、糧食物流體系方面的現(xiàn)狀。糧食儲(chǔ)備方式以及糧食儲(chǔ)備區(qū)域和品種方面的現(xiàn)狀。在糧食進(jìn)出口數(shù)量方面以及主要農(nóng)產(chǎn)品進(jìn)口價(jià)格等幾方面分析。我國(guó)糧食在新經(jīng)濟(jì)形勢(shì)、國(guó)際環(huán)境影響下,進(jìn)一步持續(xù)保持糧食增產(chǎn)仍然存在許多隱患。第四部分分別對(duì)應(yīng)分析糧食生產(chǎn)、流通、儲(chǔ)備、進(jìn)出口四個(gè)方面的制約因素。第五部分從持續(xù)提高糧食綜合生產(chǎn)能力,政府宏觀調(diào)控,健全和完善糧食流通體系,進(jìn)一步完善糧食儲(chǔ)備制度,全面履行糧食安全新戰(zhàn)略,充分利用國(guó)際市場(chǎng)應(yīng)對(duì)當(dāng)前我國(guó)糧食安全存在的隱患。第六部分為結(jié)語(yǔ)。
[Abstract]:China is a large population country, food security is related to the national economy and people's livelihood, national security major issue. China's grain production is continuously increasing with the encouragement of a series of preferential agricultural policies, but because of the weak quality of grain as an agricultural product itself, it is a long-term strategy to ensure food security in our country. A complex system involving links and mutual constraints. Under the current international economic integration and domestic economic development into the new normal situation, the Central Committee document No. 1 in 2015 clearly proposed that after the "11-year increase" in grain production, there is still a need to "continuously enhance the grain production capacity." In this context, the discussion of grain from production to circulation, reserve, import and export links has certain practical significance. On the basis of population theory, agricultural crisis theory, agricultural economics and other related theories, this paper discusses the hidden dangers and restrictive factors of food security in China, and puts forward corresponding countermeasures and suggestions. On the basis of combing the concept of food security, this paper puts forward that food security is a systematic security, which is related to the main links of grain production, circulation, reserve and import and export under the mutual restriction of each other. The data collection and arrangement of grain production, circulation, reserve, import and export in China are carried out, and the present situation and hidden dangers of grain in China are analyzed. The existing restrictive factors and countermeasures are analyzed. This paper expounds the present situation and hidden trouble of food security in China through six parts, as well as the restrictive factors and countermeasures. The first part introduces the topic and significance of this paper, the related concepts of food security at home and abroad, the present situation, problems and solutions of food security in China. The second part is the related summary of food security and the theoretical basis of the main discussion. The third part is the analysis of the present situation and hidden danger of grain in our country. From the grain production, circulation, reserve, import and export four aspects to analyze the current situation of China's grain. From the overall data, China's grain production links include grain production natural resources, grain production policies, labor resources, grain output and variety structure to analyze the current situation of grain production in China. The main body of grain circulation, the current situation of grain logistics system. The way of grain reserve and the current situation of grain reserve region and variety. In grain import and export quantity and main agricultural product import price and so on several aspects analysis. Under the influence of the new economic situation and the international environment, there are still many hidden dangers to keep the grain production continuously in China. The fourth part of the corresponding analysis of grain production, circulation, reserves, imports and exports of four aspects of constraints. In the fifth part, we will continue to improve the comprehensive grain production capacity, the government's macro-control, improve and improve the grain circulation system, further improve the grain reserve system, and comprehensively implement the new strategy of grain security. Make full use of the international market to deal with the existing hidden dangers of food security in our country. The sixth part is the conclusion.
